6411.34 - Stock Management Plan.
I.
POLICY.
This stock management plan will develop:
1. Herd size needed to accomplish efficiently an average annual program of
work.
2. Characteristics of stock appropriate for the type of work to be done, terrain,
and abilities of the user.
3. Provisions for monitoring stock use.
4. Provisions for providing proper training in horse care, horse handling,
horsemanship, and livestock hauling to employees needing to use an animal.
5. Plans for supplementing available stock during periods of unusual activity.
6. Policies for purchase and disposal of animals.
7. Policies for accountability of property.
8. A cost analysis for purchase versus rental of animals.
II. LIVESTOCK NEEDS.
Each Ranger District has identified their needs. These are identified in Table 1. The Forest
owns 16 horses and 5 mules. There is a need for an additional 8 horses and 4 mules based on
needs identified by Ranger Districts. These needs will be reviewed and updated periodically.
There are 9 animals periodically rented from employees. The Forests' goal for animal ownership
is to have a mixture of 60% government owned and 40% employee owned animals. The current
mixture is 69% government to 31% employee owned.
This provides a degree of flexibility in balancing herd size with changing workload needs. Use
agreements with employees must be in compliance with FSM 6410 (Interim Directive 6410-921, dated 5/20/92) and the Apache-Sitgreaves National Forest Stock Management Plan. A cost
analysis of government ownership versus employee owned or rental use by District is in Table 5.
To meet unforeseen needs and during peak use periods, utilization of rental or employee owned
horses in excess of those identified in this plan will be considered appropriate.

III. LIVESTOCK PURCHASE.
An acquisition plan by District has been developed. It is based on needs, number of animals
presently owned, and age guidelines identified below. This plan identifies needs by district
through 1997 in Table 4.
Livestock shall ordinarily be purchased from local breeders or traders within a 500 mile radius of
the Forest. Exceptions may be approved by the Forest Range Staff Officer.
Livestock shall not be purchased from employees or their immediate families under any
circumstance. Proposed procurement of stock from former employees must be reviewed and
approved in accordance with Departmental Regulation 5000-6.
The Forest Range Staff Officer is the responsible individual for procuring horses for the Forest.
This responsibility is delegated to a resident "horse expert" within the Supervisor's Office or
Ranger District in Table 3.
Procurements less than $2500 may be made directly by a "horse expert", provided they have
procurement authority or are accompanied by a purchasing agent with the proper procurement
authority. Stock purchases exceeding $2500 will be consolidated.
Value of stock purchased must not exceed the value of stock adequate for the need. This
generally will not exceed $2,000. Costs associated with transportation will be considered in the
evaluation of overall cost.
Animals purchased will be in the age range of 5 to 10 years old, will be gelded, sound in
condition, gentle in manner, easy to shoe, easy to load into trailers, and will not be proud cut.
The animal will be pre-ridden and tested by the horse expert prior to purchase.
IV. LIVESTOCK DISPOSAL.
When an animal is recommended for disposal, written documentation will be provided to the
Property Management Officer with defects listed that make the animal not usable. Animals may
be disposed of when they are unsound, exhibit an undesirable attitude, or reach an age of 18
years or older. Animals may be kept past the recommended age of disposal if justification is
given. However, it is the intent to dispose of these animals while they are in fair to good flesh in
order to receive the best possible price.
V. LIVESTOCK RENTAL FROM EMPLOYEES.
16 U.S.C. 502 (FSM 6411.01) allows the Forest to rent horses and mules from employees for
project use at isolated geographical locations when such livestock is not available from either

Government or commercial sources or from commercial sources when there is only occasional
need for the livestock.
Agreements will be submitted on Standard Form AD 700, Procurement Request, with review
from the appropriate unit line officer and approval by a procurement official one level above the
contracting officer or purchasing agent.
Requesting units will 1.) provide written justification for the rental action, discussing why the
use of Government stock will not satisfy the need for additional animal(s); 2.) conduct pre and
post-use inspections on livestock under agreement and submit these inspections to the Forest
Contracting Officer; and 3.) provide a photograph of the animal(s) for the Supervisors record.
Rental action will comply with standards in the Forest Stock Management Plan. Approval for
livestock use agreements must be in accordance to the previously established ownership
percentages or justification provided for exceeding this limit. Table I identifies the number of
animals needed by each District and the authorized number of employee personal use animals
based on the established ownership percentages. Rental periods will be limited to the actual
period of use. Costs incurred by the government shall not exceed the cost of feeding, shoeing,
and veterinary services. If veterinary services are incurred due to injury on the job, they will not
exceed the market value of the animal.
Estimated value of stock shall not exceed $2000.
The Forest Service will provide at government expense the forage, care, and housing for animals
rented in accordance with the Stock Management Plan and will be limited to the period of actual
rental and use. Any extension of forage, care, and housing beyond the actual use period must be
supported in the Stock Management Plan, will be approved by the Forest Range Staff, and may
be charged an appropriate fee.
Government feed and care of the animal may be provided one day prior to and one day following
use as conditions warrant.
Rented livestock shall be available to all employees with official government business.
VI. USE OF EMPLOYEE OWNED ANIMALS FOR PERSONAL PREFERENCE.
An employee may use their privately owned livestock on a personal preference basis.
Agreements will be submitted on Standard Form AD-700, Procurement Request, with review
and approval by the appropriate line officer and approval by a procurement official.
Requesting units will conduct pre-use and post-use inspections on the livestock and submit these
inspections to the Forest Contracting Officer. Requesting units will provide a photograph of the
animal(s) for the Supervisor's record.

Such livestock shall not be available for use by other employees. Employees who use their
privately owned livestock on a personal preference basis shall be provided feed, care, and
housing during the actual use period in lieu of being reimbursed. Government feed and care of
the animal may be provided one day prior to and one day following use as circumstances
warrant.
The animal shall be removed from government property when not being used. Animals shall not
be kept in government stables or pastured on government owned or leased land unless
circumstances warrant, such as overnight stays away from the duty station.
VII. LIVESTOCK USE REPORTING.
The minimum use level is 30 days per animal per year. Animals not used 20 days per year will
be considered excess property or available for transfer to another District. A stock utilization log
will be used to document use of each animal. It will include government owned animals,
employee owned animals under contract or personal use agreement, and commercial rental
animals. Information will be used to analyze and plan for replacement animals and to insure
individual animals are being properly utilized. A sample stock use sheet is in Table VI. These
sheets will be submitted to the Forest Supervisor for review on an annual basis at the end of the
4th quarter of each fiscal year.
VIII. COST ANALYSIS.
Table V compares the Government cost of ownership versus rental agreements or employee use
agreements.
IX. LIVESTOCK AND TACK ACCOUNTABILITY.
Property records will be kept on all livestock and saddles. All animals will be tracked through
the Property Management Information System regardless of value.
Contingent upon U.S. Forest receiving brand registration in the State of Arizona, all government
owned animals will be properly identified by branding "US" on the left hip. Districts will
contact the Forest Range Staff prior to branding to verify that brand registration has been
received.
Saddle and tack are not personal equipment. This equipment should not be tailor made for the
user. Circumstances may warrant the need for a special saddle for safety reasons and will be
approved by the Forest Range Staff.
This equipment will remain on the unit where purchased and will not be transferred. InterDistrict transfers may be considered if the losing and receiving Districts agree and complete the

necessary property transfer documents. The receiving unit must certify that official use of the
equipment will occur.
X. LIVESTOCK FACILITIES.
Each Ranger District will develop a District Stock Management Plan to address the grazing and
handling of their animals. This plan will contain, as a minimum, the pasture grazing sequence;
existing improvements for handling their livestock, such as waters, fences, corrals, and barns;
proposed new improvements; and improvements needing reconstruction. These plans will be
submitted to the Forest Supervisor and incorporated into the Forest Stock Management Plan.
The Springerville Ranger District will be responsible for the daily management of stock assigned
to the Forest Supervisor's Office. This will be coordinated through the Forest Range Staff.
XI. EMPLOYEE TRAINING.
Each District will analyze employee training needs that pertain to the care and use of animals
when annual training plans are prepared. These needs will focus
on livestock handling, horsemanship, packing, maintenance, trailering and safety when working
with livestock. It will be the responsibility of the District Ranger to identify, develop, and
schedule training sessions to meet employee needs prior to the field season. The Forest Range
Staff, when requested, will provide assistance in these training sessions. Regional training
sessions are being developed to meet these needs. It is suggested that employee participation be
limited to 15 employees or less per session in order to maximize the effectiveness of the training.
XII. USE OF GOVERNMENT LIVESTOCK FOR OUTSIDE FOREST ACTIVITIES.
The Forest occasionally may be requested to provide livestock for outside Forest Service
activities. These requests will be analyzed for compliance with existing laws and regulations.
The Forest Supervisor will authorize these activities on a case-by-case basis.
