6144 - INCENTIVE AWARDS
6144.02 - Objective
1. The Forest Safety Award Program is developed to promote an accident-free work
environment thereby reducing agency costs and increasing productivity.
6144.03 - Policy
1. The Forest Safety Award Program will be implemented by the Supervisor's Office.
District Rangers and Supervisor's Office Staffs may approve awards up to twenty-five years for
employees they supervise. Awards for thirty years must go to the Management Team for
approval and must be signed by the Forest Supervisor.
2. Nonmonetary awards shall be selected by the individual from sources provided by the
Forest. The monetary value of the award is shown in the list below.
3. The cash award for the twenty-five and thirty year Award Schedule will be funded by
the Leadership Team in and from the Forest Safety Program Management Code at the
Supervisor's Office. The five, ten, fifteen and twenty year Nonmonetary Value Awards will be
funded by the unit of the eligible employee.
4. Awards schedule will be based on Fiscal Years. Actual awards will be finalized
annually in November for the preceding Fiscal Year.
6144.04 - Responsibility
1. Each District Ranger and Supervisor's Office Staff Officer will notify the Forest
Safety Program Coordinator by May 31 annually of the potential employees eligible for the
twenty-five and thirty year cash awards in the current Fiscal Year. Actual award will be in
upcoming Fiscal Year. Example: by May 31, 1995, Rangers/Staff Officers notify the
Coordinator of the potential number of awards for FY 95. The Leadership Team funds the cash
awards in the FY 96 Presidential Budget Allocation.
2. All employees are eligible.
3. The conditions for eligibility are consecutive years without any lost time personal
injury accident and/or chargeable vehicle accident.
4. One year consists of twelve months actual service. Part-time and seasonal employees'
time of service can be monitored by their Service Computation Date (SCD) for leave.
5. Actual service time includes military and other Federal service.

6. Each employee will need to complete an initial Safety Program Enrollment Form as to
month and year of most recent lost time personal injury accident and chargeable vehicle accident
and SCD for leave. Seasonal employees will need to complete this form each year to update
their SCD for leave. New incoming employees to the unit will need to complete to establish
their initial eligibility. See Exhibit 01.
7. Should the employee incur a lost time personal injury and/or chargeable vehicle
accident, the eligibility period will begin anew the next fiscal year. Example: Employee has
four (4) years without a lost time personal injury or chargeable vehicle accident at the beginning
of FY 92, but sustains a lost time personal injury in January 92. The employee would begin FY
93 by zero (0) years and begin accruing eligible service years again.
