1410.2 - Objectives. The Forest Supervisor's management review of the Ranger District will be one of the methods of evaluating Ranger District operations, ensuring accountability in program performance and adjusting performance as necessary to reasonably ensure achievement of the resource and administrative management goals. In addition to the broad objectives of the Forest

Service management review system listed in the Forest Service Manual (FSM - Controls), the

Forest will use the management review system to evaluate all programs and activities for compliance with the Forest Land and Resources Management Plan (LMP), Annual Forest

Emphasis and Program of Work Priorities, and other work environment related directions.

Emphasis will be placed on recognizing quality efforts and helping each units employees take appropriate actions to improve overall performance, rather than on enforcement for noncompliance. This will assist in identification of where training needs may exist.

1410.3 - Policy. In addition to all of the national and regional statements (FSM 1410.3), the

Forest will review the following areas:

1. Execution of the annual program of work which carries out our agency's Mission through quality on-the-ground resource management, protection and public service fully integrating concepts of ecology-based multiple-use principles.

2. Progress towards achieving a multicultural organization to include work environment related elements.

1410.4 - Responsibility.

1410.4a - Staff Officers. Forest Staff Officers will provide for the following information:

1. Be responsible for working with Ranger on those areas which are needing attention and will lead to needed actions.

2. Ensure that all resource program areas are visited in those arenas where the greatest risks exist according to the risk assessment.

3. Be responsible for follow-up in support to actions agreed to.

4. Administrative Officer will be responsible for all Business Management elements as a part of the reviews.

1410.4b - District Rangers. District Rangers are responsible for full coordination of the review for their respective units.

1415 - FUNCTIONAL ASSISTANCE TRIPS.

1415.1 - Functional Assistance Trips. The Forest will still place emphasis on the use of functional assistance trips (FAT's) to address individual resource or administrative problems and concerns as they may arise. The objective of this assistance will be to clarify and provide assistance and advice to District Rangers in making the needed adjustments and strategies for better accountability for each unit.

1416 - PLANNING, CONDUCTING, AND TAKING ACTIONS ON REVIEWS.

1416.11 - Annual Schedule. Schedule for Ranger District Management Reviews will be developed annually, but should ensure that a minimum of one unit review is accomplished each fiscal year.
