GUILFORD COUNTY DEPARTMENT OF SOCIAL SERVICES Position Title: Social Services Division Director (Child Welfare) Department: Social Services Position: 03457 Annual Entry Salary: Negotiable Closing Date: Open until filled Minimum Qualifications: Master’s degree in social services or a related human services degree and seven years of professional experience in the social services field with at least three of these in a high level program manager or director capacity, OR an equivalent combination of training and experience. Preferred Qualifications: Master's degree from a recognized college in behavioral sciences such as, but not limited to Counseling, Marriage and Family Therapy, or Social Work. At least least five years of full-time, increasingly responsible administrative level experience with direct responsibility for child welfare program operations, budget, and policy direction. Knowledge of principles and practices of public child welfare, human services administration, NC Statues regarding social services, and knowledge of community resources. Duties: Plan, organize, and administer public child welfare and other family oriented programs and operations in the Guilford County Department of Social Services. Determine and interpret departmental policies and direct the activities of assigned units and personnel. Function at the second highest operational level of management in the Guilford County Social Services Department. Provide coordination of programs, personnel, internal management, and administration of the department to which assigned and is responsible for the design of new programs in response to changes in the public domain. Act on behalf of the Department Director on matters related to child and family services programs. Represent the Director at meetings with administrative officials, DSS Board, Guilford County Board of Commissioners, legislative bodies, boards, commissions, and various community groups and other organizations. Establish divisional work priorities, review reports to monitor division activities, and evaluate the performance of division managers including managing serious personnel issues and administrative grievance reviews. Develop the operating division budget and request appropriate staff, equipment, and space as well as allocate resources and monitor spending to keep within appropriate limits.
