The Division of Social Services (DSS) provides direct services that address issues of poverty, family violence and exploitation. DSS provides training, technical assistance, consultation and program compliance monitoring to staff of local county departments of social services (100 counties) which provides an array of programs and services for families and children. The Data Management Consultant job responsibilities include the following: Evaluate and report on a variety of human service programs Identify project parameters, select data to be evaluated, determine the appropriate tools for collecting and analyzing data, and producing and disseminating reports Responsible for various program evaluations (such as Intensive Family Preservation and Family Resource Centers), federal reporting (such as National Child Abuse and Neglect Data System (NCANDS), Adoption and Foster Care Analysis and Reporting System (AFCARS), Food and Nutrition Services (FNS) and Work First reports) Serve as a Contract Administrator for contracts managed within the Data Management Team as well as develop and analyze results of surveys conducted for the Division Utilize the Business Objects Web Intelligence Client Services Data Warehouse (CSDW) to design and build queries in response to data requests from the Division, the Department, other state agencies, county staff, research organizations, and other stakeholders Knowledge, Skills and Abilities Possess working knowledge of the methods and techniques of social research and evaluation processes, of Human Services programs Proven ability to apply statistical concepts for evaluation of programs Demonstrated ability to use computer-assisted statistical programs such as Microsoft Access or SAS or Statistical Package for the Social Sciences (SPSS) Demonstrated proficiency in the use of Microsoft Excel Proven ability in designing or directing the design of data gathering instruments/tools; assessing validity of data obtained from these instruments; analyzing data; drawing conclusions/inferences from the analysis pertaining to the value/potential of the program; and making recommendations to management concerning the direction/impact of the program on the target audience/clients Demonstrated ability to make presentations on the analysis of the project/study Excellent communication skills both verbal and written Proven ability to work effectively with others from a variety of professional project areas Management Preferences: Prior work experience in a State or County Division of Social Services (DSS) environment Experience with Business Objects Web Intelligence Minimum Education and Experience (Planner) a master's degree in public or human services administration or a human services programmatic field, preferably with course work in human services planning, and one year of experience in human service program planning or administration; OR Graduation from a four-year college or university and three years of administrative or consultative experience in a human service program; or an equivalent combination of education and experience.
