Fran introduced Rebecca Johnson who is attending the meeting in Bill Ball’s place. She
is the counselor at Davis Stuart. Everyone introduced themselves to Rebecca.
Tracy Chenoweth discussed the upcoming Writing Assessment. The manual for Writing
Assessment and other information can be found on the OIEP website. Dates for Writing
Assessment for OIEP will be from April 1 to April 30. Power point presentations are
also on the website and can be used when meeting with the teachers before Writing
Assessment begins. An assessment schedule for 2010-2011 was provided to aid in
advance preparation.
Students in GED program and are not going back to high school, do not have to take
the Writing Assessment.
Jared Hughes reported on accommodations for testing and the process to use.
Participation guidelines are available on the website to help you with accommodations.
If you have an APTA student, let Jared know in advance so he can provide training for
an examiner. Provide Jared a list of students who did the writing assessment with your
facility to help prove that we are meeting participation guidelines.
A letter from Dr. Paine concerning Westtest and brochures were distributed to all
juvenile principals.
Vickie Mohnacky presented to the group on Medicaid billing. A powerpoint presentation
was done explaining the background and procedures for this program. Valuable
information was provided on billing and some of the mistakes that are commonly made.
Jared Hughes distributed CSADA files for each facility. CSADA files are self
assessment, they will verify that our system is sufficient. Five of our schools will be
monitored this summer. One of these schools will be the Academy Programs. An online
IEP tutorial disk was distributed. Policy 2419 has been revised and a copy can be found
on the OIEP File Cabinet.
Transition Specialists have been hired and are being paid out of ARRA funds, they will
be helping anyone making transition for students back to public schools. A list of where
these are based and numbers where they can be reached were distributed.
Kari Rice reported on Thinking For A Change. Several updates were given.
Documentation is needed from each facility on the procedures that are in place for
employees that will be coming back into the school or using equipment after school
hours. This needs to be filed at the facility in case a situation arises.
Dewayne Duncan reported on the new TABE testing policy, the policy has been
approved and is on the meeting website and the OIEP website. The new database has
not been completed, information will be continued to be used until the new one is
completed. Switch will be made by July 1st.
Summer programs – try to develop things that will most benefit your kids. Need to have
good relationship with your host agency because of specific needs in timing, etc. This
will require some long term planning, but would definitely be beneficial to students.
Fran has some GED materials that are available to be picked up. Practice tests and
orientation can be done at your facility, the only thing you cannot do is administer the
test if you are not a test site.
Jacob reported on Highly Qualified, the information has been provided on the meeting
site. OIEP is 90.4% highly qualified.
Tracy – Tech Steps training – Make a note in the students folder on which modules they
have completed. We have 5 schools that are piloting the 9-12 and will be reporting
back soon. Our teachers are using this very successfully.
Acuity and Writing Roadmap were discussed and more trainings will be offered in the
future. If you have any questions just notify Tracy.
Dewayne Duncan met with the facilities that receive Title I funding and the rest of the
participants were dismissed.

Strategic Plan – The 5 year plan is on the OIEP meeting website. Please meet with
your staff to complete your school’s 5 year plan. Due to central office on April 30.
Teacher of the Year – Send nomination forms to Dewayne Duncan by May 21 st. The
forms are on the OIEP file cabinet. The CEA Region II Teacher of the Year will also
need to be done. To qualify for the Teacher of the Year for CEA the teacher will need to
be a member of CEA for one year. The person nominating someone does not have to
be a member for one year. The CEA Conference is in WV in 2011 and it would be nice
to have someone from WV to be in this position. Registration for CEA members is
cheaper which will be of benefit in light of budgetary issues. Discuss membership with
your staff.
TABE testing – Tracy – If having an issue with your SCANTRON machines, be sure it
was calibrated correctly. Try scoring one test by hand and then use the Scantron and
that way you can check its accuracy.
2010 Conference is scheduled for September 15,16,17 in Morgantown at the
Waterfront. Their new conference area will be open this summer. A tenative agenda
was presented and will be amended when the staff development committee meets. The
art contest brochure is also included , please discuss the contest with the students. The
entries are due to Tracy by May 14th and the voting will start shortly after.
Media X – We have some equipment failures on the hand helds. If you have issues call
Tracy. You can enter walkthroughs through the dash board. There is a reset on the
hand held you can try to see if that will help. If you have a new staff member, you will
have to reload the OIEP template so they can be added. It can be done over the phone
if necessary. The instructions to do this is under Media X in the OIEP file cabinet.
Plato –Information was distributed concerning the upcoming Plato trainings. This gives
the region, dates, and the individuals who will be trained. They need to bring their state
ID to the regional jail and if there are any parking instructions they will be emailed to
participants. The same trainer will be giving all the trainings so we can have some
consistency. There will be ABE credit made available for adult teachers.

Calendar – Due April 30 – Email to Rhonda. Instructions and necessary forms are on
the meeting agenda website. Have discussion with your staff concerning your calendar.
If guidelines are not followed the calendars will be returned to be corrected.
There is a new policy and procedure to help you with workers compensation filing. If
you have someone that is injured on the job, notify central office immediately. Someone
from our office will send you a physician reporting form. The form starts compensation
claims. There are also forms from Brickstreet that are attached to the proposed policy.
Online leave system is still not working, but it is still being worked on. Everyone needs
to use the online travel system and not paper copies. If having issues with the online
travel system let Jacob know so he can investigate and correct the problem.
Dr. Ted Price from WVU presented on Leadership. Creation of a Professional Learning
Community throughout OIEP was discussed and questions were asked. More
information on this will follow when developed further.
Technology updates – Emails have been received asking for personal information, do
not send any information, WVDE does not request this type of information they have it
already.
If you have a new staff member, go over the Acceptable Use Policy and have them sign
them. Send Gary a copy and keep a copy in your files.
Duane reported on mailings, in the past things were done differently and items were
mailed to each individual. If you have multiple items coming to central office, use one
envelope and just put stickers on who they go to. All mail is opened every day so we
will see that the item gets to the proper individual. Also if you have a color printer you
can begin printing your own envelopes. Contact Vicki Rose and she will email you the
template for envelopes and letterhead.
Budget sheets were distributed. Principals were instructed to figure in at least a 4%
budget cut, the Legislature has no budget yet so it is still up in the air. Please go over
the budget with your secretary, rules for certain line items have changed. Cutoff for
purchase orders is the end of April. Emergency purchase orders can be sent in after
that, but be sure it is an emergency.
College 101 – Kari distributed books to several facilities. This is becoming a very
popular program. We are checking into whether this can be done online on WebTop.
Ruby Payne training – Training was very good, 10 people were there. Trainers are
divided by regions and examples of how it is being taught were included on the meeting
agenda website Materials were ordered and provided. If you have any problems setting
up a training call Kari or Fran. It is good to involve your host agency in these trainings.
LEA Plans – Due April 5, this is an update year. Review form 2 (on CTE website).
Programs that have been eliminated, Keith can do it at central office. If your advisory
members are the same, email Keith and let him know. Salaries can be also done at
central office.
Employee Handbook has been revised and is posted on the meeting agenda website
for your review. Please forward your comments to central office in a timely manner
usually 30 days which would be April 16th.

Report on College 101 – Jacob
Each facility gave an update on how they are using, who is teaching, etc .
Check with institutions and see if college 101 can be used as a pre requisite for future
college classes.
Certification – Jacob
Every employee certification has been checked for updates. Once your certification
expires you have 90 days to renew. If course work is not done and paperwork in by
August 31, will not have a position on October 1. It is the individual teacher’s
responsibility to keep their certification current.
Apprenticeship – Keith
Currently have apprenticeship programs at Lakin and Mt. Olive. The program will begin
at Huttonsville in April. This is transferrable and they can continue when transferred to
another facility.
ABE – Jacob
Data is needed to complete the ABE grant, same as last year. This information will
need to be submitted by March 26th.
Discussion was held on FFL and reasons that some facilities did not get a higher score.
Make sure your ABE teachers are taking the courses that they need to continue
teaching. Call Jacob if you are having problems finding the necessary classes.
If you need an access code to AEMIS call or email Kathy Shank. We do not pay travel
for people to take these classes.
Second Chance Grant – Kari
The Second Chance Grant has been finished and submitted. This grant would provide
funding for 6 part time transition specialists for Lakin, Pruntytown, Huttonsville, St.
Marys, Anthony, and Denmar. We should hear something about this sometime this
summer.
Transition/Data Collection – Tracy Chenoweth
You can start collecting information now - will input and then will follow up with you.
We would like to have information to be part of the data collection as far back as three
years if possible. We will share what information we have acquired at the June
principals meeting.
Special Education – Jared Hughes
Anticipate more inmates that will be entitled to special education services, work with
intake personnel and remind them to be on the lookout for these inmates. If they do not
wish to obtain special education benefits, please get in writing. Be sure to make
arrangements if you need to have special accommodations for someone taking the
Woodcock Johnson.
After Care – Fran Warsing
We had an incident at Lakin concerning a teacher meeting an inmate who had been
discharged, trying to help them fill out college papers. After a meeting with DOC,
working with someone that has been discharged will not result in losing security
clearance. Talk to staff and let them know that they can have contact, but need to
document, make sure the contact they are having is appropriate. If you have any
questions, call Dr. Warsing.
The next principals meeting will be at the Hilton Garden Inn in Clarksburg on June 1-3.
