Providing index and dividers to assist them in compiling portfolio would be very helpful. This can be done as part of aftercare. Kari will look into getting thumb drives for this purpose. It would be wonderful for everyone leaving a facility to have a portfolio, especially if they have been in a vocational program. There is a waiting list for transition; really for all classes not just transition. Please look at discharge eligibility dates when you are compiling your waiting lists. In transition program it is required they complete 99 Days. In a little over 11 months there have been 364 completers in regional jails. We have applied for a Second Chance grant with the help of Monica Beane, Kellie, Kari, Fran, and Jacob. This is a competitive grant and is being written for students taking technology CTE programs. With this grant we will be able to hire 2 teachers, one at Pruntytown for a Ctech program and set up a Medical Transcriptionist program at North Central Regional Jail. This will serve felons and misdemeanants . ABE Performance Standards were passed out to facilities. This information came from Ameis, If you have questions Jacob will be able to help. Surplus – We now have a part time person that can come and pick up items that you need to surplus and deliver it. Fill out the necessary paperwork, get it approved and call our office so we can get the pickup scheduled Roundtable Discussion: Open Gate – is being used at Huttonsville, Lakin and Pruntytown. Enrollment Procedures – how do you extend your courses to inmates? By appointment? Different at each facility. Special Accommodations for GED – questions and concerns were taken about this subject. Each facility needs to check the version of Woodcock Johnson that that are giving and see if the person giving the test needs to have additional training. Margie Youngs will be able to do a training at the conference in September. Advisory Councils – basically for CEA, but it keeps you updated on your CTE programs also. You can use site visits as one of your council meetings. Each principal gave an update concerning changes or new things that are being done at their facility. Every student enrolled in a CTE program needs to take Work Keys. RESAs will be our fiscal agents for discretionary budgets beginning April 1, 2012. Each school will utilize the respective RESA in which the school resides. Technology requests will still go through Gary. Schools will follow their respective RESA’s purchasing policies and procedures. Each school must maintain receiving reports as they do now. Receiving reports will go to RESA and not OIEP. If you have an issue that cannot be resolved, the principal or secretary should contact Duane Maxey. Each school must maintain each of its discretionary budgets. OIEP central office cannot help you if you overspend your budget. Each secretary will need to keep a ledger on the budget and it is the principal’s responsibility to take care of each budget. The contact person for your RESA will need to contact their respective RESAs to set up appointment and each principal and secretary listed with that RESA must attend. You cannot begin to purchase anything until after you have your meeting with your RESA representative. Let Duane when meeting is being held so someone from central office can attend. Nicole will be doing the purchasing for regional jails and Martinsburg. Budgets are due to central office by May 1. Calendars due April 27, please remember to include the dates of the conference in September. Travel – travel by the least expensive method. If you are eligible for state credit card apply for one – you can no longer receive cash advances for travel. Always ask for state rates when calling for rooms at hotels. Exit interviews are being done at the department and you must begin doing them. There is a form for this purpose included in packet. When an employee is leaving the facility, do an exit interview on last day. After you have completed and signed the form, mail to Gary for him to sign and he will forward to central office. There will be a section added to our new Employee Handbook dealing with self reporting. Any staff member who has an instance of an arrest, charge of misdemeanor or felony must report it to their principal and then report to central office. Workers Compensation – If you have an employee who was hurt on the job, be sure to fill out the necessary forms and send to Liz Bryant. The forms are online. Tech Steps is a good way to deliver enhanced math and science. Kellie will be contact for Tech Steps and will get you a password to this system. The CTE conference will be held on July 23-25 at the Civic Center. CTE, ABE, some counselors will need to attend. You will be receiving more information when it becomes available. Electronic Portfolios – There are sample forms on the website. You should have a minimum of 3 items in portfolio; a letter of congratulations, certificate, and official transcripts. Certification – please discuss this with your teachers. If they did not renew their certification, they will be terminated. If they are having difficulty with a class through no fault of their own, we can issue a waiver. If they receive a waiver, they have until June 30 to renew or they will be terminated. Form 38 which is the alternative education authorization is due to Vickie Rose by May 30th. All regular renewals that expires June 30 are due by June 12th Jacob will send out letters to teachers that have expiring certifications this month. If requesting a waiver, it needs to be to Jacob by May 30th. GED – all GED testing will go computerized beginning July 1. This will be a problem at regional jails. WE don’t know if students will be able to use scratch paper and calculators or if it will be on the computer. If anyone needs an examiner let Fran know. TABE – materials – you will able to order your own materials after April 1. Our staff development conference will be held at the Waterfront in Morgantown on September 19-21. We have had our first planning meeting, and will have another one soon. We had discussed having an art show at the conference. It would not only be for drawings and paintings, but could include photography and sculptures. We will be fine tuning this and will get your suggestions. Title 3 – ESL – English as Second Language – juvenile facility – ESL should be used as an identifier on their records. Check your students records and if you have questions please contact Kellie. John Morrison, Investigator for the WVDE did a presentation on Investigations in the Education System. He discussed the types of investigations, the process used in conducting investigations and the process used to conduct interviews of the complainants and witnesses. Sherri Goodman, Staff Attorney for the WVDE, presented Foibles and Frailties in Facilities for the Office of Institutional Education Programs. This included when employment issues become certification issues, W.Va. Code dealing with certification issues, misconduct in facilities including alcohol and drugs and violations of other laws. Also discussed was the lack of judgment with students that could be a problem including amorous, flirtatious and/ or sexual relationships. Phil Uy, Assistant Director in the Office of Internal Operations for the WVDE, provided information on the Fixed Assets Inventory. He does not know which school has been updated if you do not call him. Gloria Burdette presented an update on the Credit Recovery program. There are several new courses now included which are Spanish 1A, Spanish 1B , 1/2 credit in Health/,Physical Ed, and American Government. On Line Writing – Kellie – show new teachers the investigations section on the website. Read the responsibilities for principals/BLC. Train your BLC and examiners with powerpoints and video that will be sent to you. Ensure that students sign the acceptable use form. Eliminate distractions as much as possible. Start testing with enough time to finish. If you need a scribe, call Kellie. All paper the students use during testing must be destroyed, can’t keep the paper. March 19-23 is the testing window with make-up week being March 26-30th. 326 forms are only for students who have accommodations. There will be 3 trainings for your BLC to attend: April 19 – Board of Child Care 9:30 am April 27 – Pressley Ridge @Grant Gardens 10:00 am April 30 – Elkins Mountain 10:00 am Cyber Bullying is now a part of erate. Must have lesson plan that ties back to CSO – document that each student has been told about cyberbulling. Create a form to show that they have been trained and keep in a folder. Civil Rights Data Collection - Dewayne will be the contact person. Facilities will report data just as was required 2 years ago. Information will be from 9/11 – 6/30/12. This is mandatory and if not turned in we could lose federal funding. Student Records - Ask your counselors to check the records and transcripts. Watch electives, when kids have lots of electives they are unable to take CTE classes. Music/Art/PE – send updates to Dewayne. We are doing lots of good things and it really is good for students. Continue the good work. At next meeting, be prepared to report on what you are doing at your school in these areas. Transition Update - Make sure your Transition Specialists are taking transcripts to school, staying there and checking to be sure they are picked up from unassigned pool. Take other documentation with them, treatments that they received while at the facility. Tell them to check the discipline record in WVEIS. Non Traditional Pathways – A committee has been formed to develop a competency based model for OIEP students. It is still in the design phase, may get away from content based to competency based. It is in the early stages but it is very exciting. Truancy – File charges through the county attendance director if the student was court ordered to come to facility because of truancy and still not attending school. If host agency is not helping you, something needs to be done. Call Becky at central office is you need assistance or require additional information. The next meeting will be held on June 13-15 at the Blennerhassett in Parkersburg.
