Implementation Ideas for Transformation Model Strategies

Bolded Table Headings are Transformation Model Strategies that must be implemented in schools
receiving Title I 1003(g) SIG funds.

Bolded Strategy Descriptions at the beginning of each table row provide clarity for each of the
Transformation Model Strategies.

Italicized Numbered Items are implementation ideas generated from previous SIG implementation;
these are provided as samples for how the strategies have been implemented by previously funded
SIG grantees.
DEVELOPING TEACHER AND SCHOOL LEADER EFFECTIVENESS
Use rigorous, transparent and equitable evaluation systems that take into account data on student growth.
1. WV’s Educator Evaluation System meets this requirement.
Identify and reward school leaders, teachers, and other staff who have increased student achievement and
the graduation rate.
1. Reward all teachers within a collaborative team, in a school receiving 1003(g) funds, if there is an
increase in overall school achievement. *
2. Allocate $1,000 per teacher per year to the school for use in one or more of the options below. *
a. Materials or supplies for their classroom
b. Attend an out of state conference
c. Utilize the funds towards tuition for advanced coursework
d. Enrichment camps for students (Space Camp; plan a dual language or themed academy for
students in the summer)
3. The school will receive $500 per teacher for each teacher who completes the individual team
member action steps. *
4. The school will receive $1000 per teacher for each teacher who completes the individual team
member action steps IF the school goals for reading and mathematics are met. *
5. Develop non-monetary rewards such as teacher of the month and public recognition. These can
be rewarded with prime parking spots, extra planning periods. *
Replace the principal who led the school prior to commencement of the transformation model. The time
reference for this requirement may vary:
1. A principal who was in place prior to identification as a Priority school or more than 2 years prior
to implementation of this SIG grant (prior to July 2012) shall be replaced. *
2. Exceptions may be requested of the USDE if a principal was in place prior to 2012 as part of a
documented reform effort with documented improvements in the Transformation Model
Strategies. *
Provide relevant, ongoing, high-quality job-embedded professional development.

competencies that will facilitate positive results.

3. Develop a recruitment/retention program with loan forgiveness assistance through the county
personnel office. *
COMPREHENSIVE INSTRUCTIONAL REFORM STRATEGIES
Use data to identify and implement comprehensive, research-based, instructional programs that are
vertically aligned from one grade to the next as well as aligned with State academic standards.
1. Restructure the school schedule to permit all teachers to participate in collaborative teaming.
2. Ensure teachers understand the vertical alignment of the Next Generation Content Standards and
Objectives through the work of collaborative teams.
3. Conduct four Instructional Practices Inventory (IPI) codings with adequate time for staff debrief
and conversations.
Promote the continuous use of student data to inform and differentiate instruction to meet students’
needs.
1. Utilize teacher and team created formative assessments that assess the essential knowledge and
skills articulated in the Next Generation Contents Standards and Objectives.
2. Ensure meaningful collaboration between intervention staff (i.e. special education, Title I, ESL,
graduation coaches, etc.) and grade level/content area teams.
EXTENDING LEARNING TIME AND CREATING COMMUNITY ORIENTED SCHOOLS
Provide more time for students to learn core academic content by expanding the school day, the school
week, or the school year, and increasing instructional time for core academic subjects during the school
day.
1. Increase the instructional minutes in the school day. *
2. Provided a flexible high school schedule that allows opportunities beyond the school day to obtain
credits required for graduation. *
3. Provide tutoring and enrichment activities through afterschool programs and/or summer school
program. *
Provide more time for teachers to collaborate.
1. Develop schedules that allow collaborative planning during the regular school day.
2. Provide stipends for collaborative teams to work outside the normal workday/school year. *
Provide more time for enrichment activities for students.
1. Provide afterschool programs and/or summer school programs that offer enrichment. *
2. Provide intra-curricular/co-curricular opportunities for students to enhance their learning. *
Provide ongoing mechanisms for family and community engagement.
1. Implement community school components to increase positive school-family interaction. *
PROVIDING OPERATING FLEXIBILITY AND SUSTAINED SUPPORT
Assign a district representative to participate in the School Leadership Team and provide
district support to facilitate effective implementation of school improvement initiatives.
