INTRODUCTION
The intent of this handbook is to assist the substitutes in performing the duties and responsibilities of the
position. This handbook will provide convenient reference information and policies that affect the substitutes
working in the St. Lucie County Schools.
EMPLOYMENT REQUIREMENTS
To qualify as a substitute teacher you must:
1. Have a completed substitute application.
2. Be at least 18 years of age, 21 to work in grades 9-12.
3. Be accessible by telephone and available on a regular basis.
4. Have an Associate’s degree; Bachelor’s degree or higher preferred.
5. Complete the 20hour Sub Hub online training course and submit the completion certificate and
acknowledgement form to the Human Resources department.
6. Complete orientation training as designated by the St. Lucie County Personnel Office.
7. All substitutes must work a minimum of one (1) full day per month in order to remain an
active substitute per the St. Lucie County School Board policy. This requirement will be
effective from September through May of each school year excluding the month of
December. If terminated under this provision you will have to re-apply to the current sub
posting on Fastrack, be re-fingerprinted, complete the on-line sub hub training and be
board approved prior to rehire. You may incur additional fees to complete the re-hire
process in accordance with St. Lucie County School Board policies or procedure.
After completing the on-line Fastrack application and submitting it to the Human Resource Department, your
application will be reviewed and processed. Once the application is complete and submitted, the applicant may
want to contact the HR department to review the application in order to be moved to a hiring status. The
applicant will begin receiving emails regarding each step for the completion of the process to become a
substitute. Applicants will need to make a fingerprint and background check appointment (when notified) with
the fingerprint specialist. Once the applicant is cleared, an email regarding the online Substitute Teacher
training will be sent. The email will contain the information for the Sub Hub 20 Hour Training. The fee is
$25.00 but with the St. Lucie County Discount applicants will be charged $15.00 for the 5 courses needed to
receive certification. If the applicant holds a current valid Florida teacher certificate, the Sub Hub 20 Hour
Training course will not apply.
Upon completion of the Sub Hub 20 hour training, the applicant will be required to submit the certificate along
with a general acknowledgment statement to the Human Resource Department.
The final email will require the applicant to contact Lisa Kimbrill to sign up for the next available AESOP
training. Once the applicant has completed the AESOP training, the applicant will receive their substitute badge
and will be able to begin working as a substitute teacher for the St. Lucie County District on an as-needed basis.
Schools needing substitute teachers will contact the Automated Educational Substitute Operations System
(AESOP). Once registered with AESOP, you may check the system for available jobs. You may receive
requests outside of your area of preference or certification.
If you are interested in being a substitute in an Exceptional Student Education (ESE) classroom,
we prefer that before accepting a position, you spend a day shadowing an ESE teacher to help
provide you with some insight to the skills needed for the position.

CERTIFICATION
St. Lucie substitute teacher certificates shall be renewed every five years with no record of serious or repeated
complaints. During each five year validity period, the substitute teacher will need to take a designated education
course as designated by the HR department. Substitute teachers that can show proof of a current valid teaching
certificate issued from a U.S State department of education are exempt from this requirement.
COMPENSATION
Paychecks are issued to substitute teachers on a semi-monthly schedule on or about the 15th and the last
working day of the month.
We strongly suggest that you maintain a record of the days worked at each location in order to verify the
accuracy of your paycheck. Questions regarding number of days paid should be directed to the Payroll
Department. The St. Lucie County School District issues paychecks via direct deposit. Please make sure to
bring a voided check when you come in for your fingerprint appointment to sign up for direct deposit.
Paycheck stubs are sent by mail to your home address. For salary rating purposes you must have
documentation of your level of education. Education beyond high school must be documented by submission
of transcript(s) showing the degree and date awarded. All degrees must be from accredited colleges or
universities as recognized by the Florida Department of Education.
SOCIAL SECURITY/RETIREMENT BENEFITS
The Omnibus Reconciliation Act of 1990 allows governmental agencies the option of providing temporary and
substitute employees with an alternative to Social Security. These employees are not eligible to participate in
the Florida Retirement System. The district’s FICA (Social Security) contribution is 7.5% of subject employee
salaries. Adoption of a “Social Security Replacement Plan for part-time, seasonal, and temporary employees”
would only require a district contribution for the Medicare portion of FICA (1.45%).
St. Lucie County participates in the Social Security Replacement Plan which provides a retirement plan with
potentially more benefits and flexibility than Social Security contributions. Employee contributions would
always be 100% vested and can be withdrawn by the employee upon termination from the district, subject to
Plan restrictions.
The employees will realize approximately the same take-home pay as they would under Social Security since
the 7.5% contribution will be paid pre-tax. There are no additional specific costs-implementation and
administration fees have been waived.

AESOP PROCEDURES FOR SUBSTITUTES
All phone calls for substitutes will be made through the Automated Educational Substitute Operations System
(AESOP), or clicking on to the website: www.aesoponline.com. After being contacted by the substitute calling
system and committing your services for the day, you should adhere to the following procedures upon your
arrival for work: All jobs accepted must have a confirmation# attached to the substitutes name and the
employee for each day.
Report to the principal or their designee for the explanation of your duties. Sign in on the designated sub sheet,
and the job number given to you by AESOP **This information is needed for payroll purposes**.
Listed below are some of the features of the Aesop system:

assignments 24/7 from either your telephone or the Web site. Regardless of which route you choose, Aesop
will still present you with all available assignments to you. You may also be called by Aesop offering you
available assignments.
Review of the Lesson Plan
If Lesson Plans are attached to the absence Aesop allows you to print out those Lesson Plans. This allows you
to review the Lesson Plan ahead of time and to be more prepared when you come to work.
Interactive Calendar
Did I work this day? Review all the days you’ve worked with Aesop’s Interactive Calendar. The Calendar also
displays those days you designate as Non-Work days. Search back an entire calendar year to three months into
the future!

PROFESSIONAL ETHICS
As a substitute teacher, you are expected to conduct yourself as a professional and observe the following ethical
practices.
1. Consider all records confidential.
2. Do not discuss any matters dealing with students except with appropriate school personnel.
Direct comments concerning staff or school-related problems to the school’s administration.
3. Avoid talking about students or conditions in one school while serving in another.
4. Use good professional judgment. Ask yourself how someone else could perceive your comments
or actions. Ask yourself if your comments or actions could be taken out of context and /or
misinterpreted.
5. Take precautions to distinguish between official policies or curricula of the district and personal
views and those of other organizations and/or institutions with which you are affiliated, and
avoid directing such views to the students.
6. Avoid the use of institutional privileges for personal gain or advantage.
7. Maintain honesty in all professional dealings.
8. Avoid putting yourself in a position where you have to defend, explain or justify your behavior
or actions. Avoid putting yourself in position where it’s your word against another person’s
word. Please document and incident involving a child, parent, and/or teacher/staff member.
In addition to the information aforementioned statements, you are expected to observe the Code of Ethics
adopted by the Florida State Board of Education in Chapter 6B-1 of the State Board Rules. The Code of Ethics
is found on page 21 or can be view at the Department of Education’s web site

EVALUATIONS
The substitute evaluation may be completed by the teacher and principal on an “as needed” basis to signify
exceptional and unacceptable performance.

CODE OF ETHICS OF THE EDUCATION
PROFESSION IN FLORIDA
6B-1.001 Code of Ethics of the Education Profession in Florida
1) The educator values the worth and dignity of every person, the pursuit
of truth, devotion to excellence, acquisition of knowledge, and the
nurture of democratic citizenship. Essential to the achievement of
these standards are the freedom to learn and teach and the guarantee
of equal opportunity for all.
2) The educator’s primary professional concern will always be for the
student and for the development of the student’s potential. The
educator will therefore strive for professional growth and will seek to
exercise the best professional judgment and integrity.
3) Aware of the importance of maintaining the respect and confidence of
one’s colleagues, of students, of parents, and of other members of the
community, the educator strives to achieve and sustain the highest
degree of ethical conduct.

SELF-REPORTING
All employees are required to self-report within forty-eight (48) hours to the Director of
Human Resources. This report includes any arrests by any law enforcement agency
and/or any criminal charges being filed (this includes both misdemeanors and felonies of
any type, including DUI). The self-reporting requirement shall apply to instructional and
non-instructional substitutes. Such notice shall not be considered an admission of guilt,
nor shall such notice be admissible for any purpose in any proceeding, civil or criminal,
administrative or judicial, investigatory or adjudicatory. In addition, self-reporting shall
also be required for any conviction, finding of guilt, withholding of adjudication,
commitment to a pretrial diversion program, or entering of a plea of guilty or nolo
contendere for any criminal offense other than a minor traffic violation within forty-eight
(48) hours after the final judgment.

WORKPLACE FREE OF HARASSMENT 6.304
The School District is committed to maintaining a work environment that is free from all
forms of harassment. In keeping with this commitment, the District will not tolerate,
condone or permit harassment of employees by anyone, including any supervisor, coworker, vendor, client or customer.
(A) “Harassment” consists of unwelcome and improper conduct, whether verbal, physical
or visual, of any type. This prohibition includes harassment which is based on a person’s
sex, color, race, ancestry, religion, national origin, age, physical handicap, medical
condition, disability, marital status, veteran status or citizenship status.
(B) The School District will not tolerate harassing conduct that affects tangible job benefits,
that interferes unreasonably with an individual’s work performance, or that creates an
intimidating, hostile or offensive working environment.
(C) Sexual harassment is a violation of the District’s policy and will not be condoned or
permitted. Unwelcome sexual advances, requests for sexual favors and other physical,
verbal or visual conduct based on sex constitute sexual harassment when:
(1) submission to the conduct is an explicit or implicit term or condition of employment,
(2) submission to or rejection of the conduct is used as the basis for an employment
decision, or
(3) the conduct has the purpose or effect of unreasonably interfering with an individual’s
work performance or creating an intimidating, hostile, or offensive working environment.
(D) Sexual harassment may include explicit sexual propositions, sexual innuendo,
suggestive comments, sexually oriented “kidding” or “teasing,” “practical jokes,” jokes
about gender-specific traits, foul or obscene printed or visual material, and physical
contact such as patting, pinching or brushing against another’s body.
Examples of other types of harassment include:
(1) Nicknames pertaining to any national origin, religious, or age characteristics or
stereotypes;

(2) Racial, ethnic, age or religious jokes;
(3) Signs, magazines or bulletin board notices that are found offensive by a protected
minority; and
(4) Use of any racial or ethnic slurs.
(E) All employees are responsible for helping to assure that the District avoid harassment.
It is each employee’s responsibility to report potentially harassing conduct; one cannot
assume that management is aware of any potentially harassing behavior unless informed
of it. If an employee believes he/she has experienced or witnessed harassment, the
employee should immediately notify the Assistant Superintendent for Human Resources
or the Director of Personnel.
(F) The registering of a complaint will in no way be used or held against the employee, nor
will it have an adverse impact on the complaining individual’s employment status. The
School District expressly prohibits any form of retaliatory action against any employee for
filing a complaint under this policy or for assisting in a complaint investigation.
(G) The School District’s policy is to investigate all such complaints thoroughly and
promptly. To the fullest extent practicable, the School District will keep complaints and the
terms of their resolution confidential. If an investigation confirms that harassment has
occurred, the School District will take corrective action, including such discipline up to and
including immediate termination of employment, as is appropriate.
(H) Questions regarding this policy should be directed to the Assistant Superintendent for
Human Resources or the Director of Personnel.

SALARY AND CONDITIONS:
We strongly suggest that all substitutes keep a log of the dates they worked, persons
for whom they substituted and the Confirmation number for that job.
Salary
Substitute teachers with a Bachelor’s degree or higher earn $71.00 per day, those with an
Associate degree will earn $60.38 per day and those with a High School diploma (grandfathered
in) will earn $60.38. per day. Instructional positions only. Your degree must be conferred on your
transcript. All substitute professional support staff (i.e. classroom aides, clerical, food service,
custodial and health paraprofessionals) will earn $8.05 per hour.
If a substitute teacher is employed for twenty (20) consecutive days with the same conformation
number, which is for the same teacher or vacancy at the same school site, said teacher will be paid
$90.00 per day starting on the 21st day for the remainder of that job. When said job ends the
substitutes pay will revert back to their original daily pay rate. If continuity is broken, salary reverts
back to the regular daily rate for substitutes. This only applies to instructional substitutes with a
bachelor’s degree or higher.
As an incentive, if a substitute teacher works a total of 100 days in the current year then works 50
days the following year, said substitute will earn $90 per day for any substitute teacher assignment
(instructional only) for the remainder of that academic school year. When the new school year begins
substitute pay will revert to original pay. This does not apply to any support staff or teacher aide
positions.
*** The total work days accepted towards this incentive are full days (7.50 hours). Half days
are not considered towards this incentive. ***
