CALL TO ORDER & WELCOME
Tom Keegan, WACTC president, called the meeting to order at 8:00 a.m., welcomed those present, and
asked for self-introductions.
APPROVAL OF MINUTES
MOTION:
It was moved and seconded that WACTC approve the February 22, 2013 Minutes
without corrections.
MOTION PASSED.
TREASURER’S REPORT
Tom Keegan presented the WACTC Treasurer’s Report with an ending balance of $45,965.40 as of
March 18, 2013.
EXECUTIVE COMMITTEE REPORT – Tom Keegan, WACTC president

Northwest Commission on Colleges and Universities (NWCCU) Accreditation Standards regarding
Financial Audit Statements

Northwest Athletic Association of Community Colleges (NWAACC) fee increase of $250 per sport

Contract renewal for disability services reimbursement to public colleges for services provided to
students under the Department of Services for the Blind and Department of Social and Health
Services’ Division of Vocational Rehabilitation programs.
HUMAN RESOURCES UPDATE
John Boesenberg, SBCTC Deputy Executive Director of HR; and Jenny Sheehan, Labor Negotiator, Office
of Financial Management Labor Relations Division, discussed:
 Signature process for Civil Service Collective Bargaining Agreements
 Interagency Agreements between the coalition colleges and the Labor Relations Division for
representation
 WACTC’s participation in 13-15 bargaining
John also shared information on the new investment menu for the State Board sponsored retirement
savings plans.

Enrollment Rules
The current enrollment rules were reviewed for possible changes for 2014. WACTC recommended
no changes were needed.
The history of the International Contract Program and its current rules were also presented. After
the rules and the consequences for violating the rules were discussed, WACTC recommended no
changes at this time; instead, compliance of the program should be enforced.

