CALL TO ORDER & WELCOME
Jill Wakefield, WACTC president, called the meeting to order at 8:00 a.m., welcomed those present,
thanked Bob Knight and Clark College’s staff for hosting the meeting, and asked for self-introductions.
FRESH AIR CAMPUS CHALLENGE
Jill introduced Rear Admiral Patrick O’Carroll, Assistant Surgeon General and Regional Health
Administrator, US Department of Health and Human Services, Region X; Paul Davis, Manager, Tobacco
Prevention, Control, and Oral Health, Washington State Department of Health; and Molly Reece, ORISE
Tobacco Fellow, US Department of Health and Human Services, Region X. RADM O’Carroll described the
Fresh Air Campus Challenge, a first-of-its-kind, region-wide effort to engage all colleges and universities
throughout the Pacific Northwest to develop and implement a smoke- or tobacco-free campus policy.

MOTION:
It was moved and seconded that WACTC approve the July 26, 2013 minutes without
corrections.

TREASURER’S REPORT
Ed Brewster presented the WACTC Treasurer’s Report with an ending balance of $77,193.49 as of
September 24, 2013.
EXECUTIVE COMMITTEE REPORT – Jill Wakefield, WACTC president

Washington State Student Services Commission’s (WSSSC) Funding Request
The executive committee approved WSSSC’s $5000 funding request to support the April 30-May 2,
2014, Student Services Conference, Champions of Hope: Creating Community, Fostering Success,
Transforming Lives.

Allocation and Accountability Task Force (AATF) Update

Jill called for an executive session at 8:35 a.m. to discuss compensation. The executive session
adjourned at 9:05 a.m. with no action taken.

CAPITAL BUDGET COMMITTEE REPORT – Steve Hanson, chair

Off-budget Items in 2013-15 Capital Budget (End Run Policy)
The 2013-15 Capital Budget contained new capital funding for four projects that were not part of the
system’s request:
o Seattle Central Community College: Pacific Medical Center
o Green River Community College: Land Transfer from the Department of Natural Resources
o Peninsula College: Fort Worden Building
o WSU/Everett
The committee determined three projects (Green River Community College, Peninsula, WSU/Everett)
were not end runs and more conversations regarding the Pacific Medical Center need to occur. Jill
Wakefield and Marty Brown will join the November committee meeting to discuss the project further.
The committee will also make revisions to the End Run Policy, to remove reference to the
decommissioned SBCTC Capital Task Force, and bring to WACTC for approval in December.
