APPROVAL OF MINUTES MOTION: It was moved and seconded that WACTC approves the February 21, 2014 minutes without corrections. MOTION PASSED. TREASURER’S REPORT Ed Brewster presented the WACTC Treasurer’s report with an ending balance of $30,889.70 as of March 17, 2014. TRENDS IN OTHERS STATES’ PERFORMANCE FUNDING Dennis Jones, president of the National Center for Higher Education Management Systems (NCHEMS), provided a presentation titled “Outcomes Based Funding: The State of Implementation”. He discussed the adoption of outcomes based funding, common practices in design, commonly used metrics, good implementation practices and typical sticking points. Steve Ward presented the financial elements of the proposal including the business plan, how the money will flow, how financial aid works, faculty and staff estimates and state versus selfsupport aspects. MOTION: It was moved and seconded that WACTC endorses the competency-based degree program proposal. MOTION PASSED.
