CALL TO ORDER & WELCOME
Ed Brewster, WACTC president, called the meeting to order at 8 a.m., welcomed those present,
thanked Eileen Ely and Green River Community College staff for hosting the meeting, and asked for
self-introductions.
APPROVAL OF MINUTES
MOTION:
It was moved and seconded that WACTC approve the Nov. 7, 2014 minutes without
corrections.
MOTION PASSED.
TREASURER’S REPORT
Jim Richardson presented the WACTC Treasurer’s Report with an ending balance of $66,684.49 as of
Oct. 6, 2014.

2015-17 capital budget request - advocating for funding the prioritized capital request list
MOTION:
It was moved and seconded that WACTC send a letter, signed by all presidents, to
the House Capital Budget and Senate Ways and Means Committees outlining
WACTC’s continuing support for maintaining the integrity of the community and
technical colleges’ capital project request list.

2017-19 capital budget development – selection criteria
The draft 2017-19 capital budget selection criteria were distributed at the November meeting and
discussed in detail during the previous day’s Presidents Academy.
MOTION:
It was moved and seconded that WACTC recommend to the State Board the
adoption of the 2017-19 capital budget selection criteria as presented the previous
day with the following changes:
• Neutral category weighting
• Update minimum project criteria from 5,000 gross square feet to $5 million
with the condition that only design phase funding is requested in the first
biennium a project is added to the pipeline.

Department of Defense Tuition Assistance program update
The Department of Defense issued new regulations concerning the Tuition Assistance (TA)
program. The regulations include a variety of new requirements that impact colleges’ advising,
evaluated educational plans, and refund policies. Most significantly, the new regulations also
contain restrictions on the kind of fees that can be charged to TA.
The new regulations limit TA to paying tuition, not fees. Colleges are no longer able to submit
reimbursement for Building Fees and Services and Activities (S&A) Fees from the TA for active duty
military.
MOTION:
It was moved and seconded that WACTC approve seeking legislative approval
to offer a permissive tuition waiver to waive Building Fees and S&A Fees for
active duty military.
MOTION PASSED.

Distribution of budget information protocol
MOTION:
It was moved and seconded that WACTC continue to support the current
protocol for distribution of budget information. State Board staff will initially
send the information to chancellors, presidents, and business officers. 24-hours
later the same information will be sent to trustees and public information
officers.

MOTION:
It was moved and seconded that WACTC authorize the state board office, in
collaboration with the Library Leadership Council, to begin contract
negotiations for a college opt in contract for a statewide Integrated Library
System.

EDUCATIONAL SERVICES COMMITTEE REPORT – David Mitchell, chair

Federal Higher Education Act Title IV
Under Title IV of the federal Higher Education Act, states must have a grievance process for
students with complaints about financial aid beyond the individual college grievance processes to a
statewide entity. Current state law provides the Washington Student Achievement Council (WSAC)
the statutory authority to handle these grievances for the state. The Student Services and
Instruction Commissions have reviewed the issue and recommend to WACTC that that the State
Board for Community and Technical Colleges (SBCTC) handles the grievance process for the
system’s students.
MOTION:
It was moved and seconded that WACTC approve the Memorandum of
Agreement between SBCTC and WSAC to designate SBCTC as the state entity to
appropriately act on student complaints in compliance with 34 CFR 600.9, the
state authorization regulations implementing the Title IV of the Higher
Education Act of 1965 for all public community and technical colleges in the
State of Washington.
