CALL TO ORDER & WELCOME
Ed Brewster, WACTC president, called the meeting to order at 8 a.m., welcomed those present, and
asked for self-introductions.
APPROVAL OF MINUTES
MOTION:
It was moved and seconded that WACTC approve the Dec. 12, 2014 minutes without
corrections.
MOTION PASSED.
TREASURER’S REPORT
Jim Richardson presented the WACTC Treasurer’s Report with an ending balance of $66,584.32 as of
Jan. 23, 2015.
MOTION:
It was moved and seconded that WACTC approve increasing its yearly
contribution to the All Washington Academic Team Ceremony to $40,800 from
$34,000. WACTC funds will be used to pay the 2015 contribution and beginning
in July 2015, WACTC dues will increase to $1,200 per institution to support the
contribution.

CAPITAL BUDGET COMMITTEE REPORT – Eric Murray, chair

2013-15 minor works expenditures update
Governor’s 2015-17 capital budget proposal
o Minor works appropriations – Does not include any reappropriation for existing 2013-15
minor works funding.
o Major project construction funding – Five of the six construction-phase requests received
only 88-93 percent of requested funding.
o Pipeline – Six design and two construction project requests did not receive funding.

The proposed contract distribution methodology was presented for discussion in preparation for
action at the February meeting.

Governor’s 2015-17 operating budget proposal
o System policy request – Includes funding for compensation increases, MESA program
expansion, Basic Education for Adults funding increase, dedicated funding for I-BEST
enrollments, and maintenance and operations, leases and assessments funding.
o New policy (not included in system request) – Includes funding to expand aerospace and
advanced manufacturing apprenticeships, Labor Center and Archive, composites program at
the WATR Center, expansion of the Seattle Maritime Academy and allied health programs at
Seattle Central College.
o Governor’s compensation policy and funding proposal – Includes annual salary increases of
3 percent and 1.8 percent for all employees in fiscal year 16 and 17 respectively. The
increases are not fully state funded and assume approximately 35 percent of the increase
will be paid for with tuition funds.
TECHNOLOGY COMMITTEE REPORT – Chris Bailey, chair

FirstLink go-live update
The outcome of the Feb. 23 FirstLink go-live assessment, done in early January, identified a
comprehensive final punch list to be completed prior to go-live and the understanding that more
time is needed to complete the list. In mid-February, a new FirstLink go-live date will be
announced. Based on the new date, the timing of Wave 1 implementation will also be assessed.

EDUCATIONAL SERVICES COMMITTEE REPORT – David Mitchell, chair

Proposed Nursing Commission rules
MOTION:
It was moved and seconded that WACTC delegate authority to the Instruction
Commission for the system’s response to the proposed Nursing Commission
rules.
MOTION PASSED.
•
A joint Instruction and Student Services commission task force will form to discuss best practices
related to the Jobs for the Future “Policy Meets Pathways” report.
•
The Instruction and Student Services commissions will form a task force to look at issues with the
uniform admissions application form.
