APPROVAL OF MINUTES MOTION: It was moved and seconded that WACTC approve the Jan. 30, 2015 minutes without corrections. MOTION PASSED. TREASURER’S REPORT Jim Richardson presented the WACTC Treasurer’s Report with an ending balance of $66,584.32 as of Feb. 23, 2015. MOTION: It was moved and seconded that WACTC approve contributing $500 to support the March 26, 2015 Legislative Open House. MOTION PASSED. EXECUTIVE COMMITTEE REPORT – Ed Brewster, WACTC president • Washington Executive Leadership Academy (WELA) report Cindy Hough, WELA executive director, provided the WELA annual report. She thanked WACTC for its support, announced recruitment is underway for the 2015-16 cohort and provided statistics on past participants. • The ASSOCIATION Winter Conference “Designing for Diversity: Creating Intentional Practices around Inclusion” March 6, 2015 • WACTC Summer Retreat: July 29-31, 2015, Sun Mountain Lodge, hosted by Wenatchee Valley College OPERATING BUDGET COMMITTEE REPORT – Tom Keegan, chair • Initial 2016 allocation review process o Enrollment rules o Allocation monitoring report: district target attainment o Earmarks and provisos February 27, 2015 2 • ctcLink ongoing maintenance cost update The proposed contract distribution methodology was presented for discussion. MOTION: It was moved and seconded that WACTC approve the ctcLink maintenance contract costs distribution methodology as presented: • • • • • Beginning in fiscal year 2016, each district will be billed their share of the projected $6.3 million for ctcLink maintenance contract costs based on their share of total student and staff headcount (from the previous academic year). Colleges are not restricted in which funding sources they use to pay their share. The contract cost is ongoing. The method for distributing share will be updated each cycle to reflect the previous academic year’s headcount. In fiscal year 2018, the rate of contribution into the Innovation Account should be reduced from 3 percent to 1 percent. MOTION PASSED. • Allocation Subcommittee update Subcommittee recommendations on implementation timing: o Fully implement the new allocation model in July 2016 for fiscal year 2017. o Apply the model to fiscal year 2016 as a learning year, to run parallel with the existing method. The goal of the learning year is to present to the system the allocation changes resulting from the new model and provide a year to plan for implementation. The Business Affairs Commission will review model for consistency. o Fiscal year 2016 should include assistance to over enrolled colleges. o Must address inconsistency of enrollment coding practices. TECHNOLOGY COMMITTEE REPORT – Chris Bailey, chair • Cyber security • ctcLink project update Barbara Martin, ctcLink project director, presented the results of the February readiness assessment that delayed the FirstLink go-live date and discussed the plan and preliminary timeline to fix the issues. The new projected go-live date is late August 2015. CAPITAL BUDGET COMMITTEE REPORT – Eric Murray, chair • 2013-15 minor works expenditures update o Reappropriation request • High-performance building design-build pilot program • 2017-19 capital budget development workshops o March 12, 2015, Pierce College Puyallup o April 7, 2015, Big Bend Community College February 27, 2015 4 CRITICAL ISSUES COMMITTEE REPORT – Kathi Hiyane-Brown, chair • Options for counting international students o Move all international students to state and discontinue the International Contract enrollment type. o Move all international students to International Contract and don’t allow counting as state. o Allow all districts to choose between coding as state or International Contract. o Allow all districts to choose between coding as state or International Contract, but cap the portion of state-coded international students that will be taken into account in the new allocation model.
