SQL Training for Beginners –
Kael Godwin gave a two hour training session on the basics of SQL. Kael oriented attendees to what components SQL statements are made of, how these statements work, as well as some helpful resources for becoming more proficient in SQL. The slides also offered some helpful examples of SQL language that attendees might not have been aware of and could use in their daily work. Uses of SQL that might not have been considered by some attendees were also shared.

SPSS Decision Trees –
Darby Kaikkonen gave a presentation of SPSS decision trees and its application in data mining. She provided a helpful description of what data mining is and isn’t as well as some different techniques of data mining. The advantages of decision trees, such as how the technique can be used on categorical data, were discussed. Darby worked through a couple of examples of using decision trees to data mine to help explicate the process for attendees. The decision tree analysis module is an add-on for SPSS and not all colleges have access to it. Darby offered attendees the opportunity to have her analyze their data and prepare a report for them using decision trees.
New member orientation -
Maureen Pettitt ran a session for new RPC members. The session focused on orienting them to the state community college system and what resources are currently available to them as IR professionals.
Maureen also compiled some an online new comer’s handbook.
IBM SPSS data mining software and its use in predictive analytics – Josh Poduska (IBM)
A product from IBM was demonstrated by a vendor. This is of an effort for RPC institutions to purchase software as a group in order to get discounted group rates. The vendors walked attendees through the use and capabilities of their software. The software basically assisted users in the data mining process.
The presenter also gave a brief overview of what Data Mining entails.

Greetings
WACTC Liaison Jean Hernandez: Jean indicated that this was her last meeting as liaison. Her report detailed what WACTC is currently working on - trying to work better as a system; improving the partnership between college and industry; reviewing what skills employees currently lack and where colleges can close the skills gaps; working with maritime, manufacturing, and aerospace industries to identify the skills they need from their employers. She also indicated that the capital budget is currently in flux as the state legislature continues to work on a budget.
Defining Mission Fulfillment: Jim Mulik, Susan Murray, Joe Montgomery, Wilma Dulin, and Wendy Hall all participated in a work session regarding mission fulfillment. They helped describe what standards come from the NWCCU and how the standards have changed over the years to a more institution defined sense of mission fulfillment. Institutions are charged with defining minimum performance levels. The presenters oriented attendees with the contents of the NWCCU website. Changes to the
NWCCU’s approach with the new system were also discussed. Individual colleges all discussed how they approach mission fulfillment. Presentation materials for each presenting college are embedded below.

CTC Link Presentation: Tonya updated attendees about the current state of the ERP as well as its future goals. Ideally, the goal of the ERP is to give RPC members what they need to do to develop professionally as well as assist them with change in general. The ERP is thought of as a change management project and not just an IT project. Tonya collected concerns from RPC attendees regarding the ERP by having them write them on index cards. The presentation mainly offered a high level overview of ctclink.

Predictive Analytics Part 1 and 2: Natasha Balac spoke about what the Predictive Analytics Center of
Excellence does and how they are funded as well as what her professional background is. The PACE organization works with a wide variety of customers. There was some general discussion of what data mining is, its history and some of the limitations of data mining. She described several examples of how data mining can be used to answer research questions and get value out of big data.

Research Project for the Strategic Vision Committee: Course Success by Modality: Joe Montgomery updated attendees on some research completed about student performance and modality. This work

was requested by strategic visioning committee. Joe’s research suggested that as classes became more online and less face to face, that students performed worse in them. His data encompasses all transfer students across the state system. Further analyses broke the results down by pertinent demographic variables. Joe also provided a lit review regarding online courses. The implications of Joe’s research were also discussed. There was some discussion regarding some of the specifics regarding Joe’s research.

State Board Updates
Carmen McKenzie: SAI issues coding changes that will be made. SAI website has been modified so that it’s easier to find the implementation information as well as pertinent documents from SAI ITVs. Funding implementation year will essentially be in 2013-14. The primary focus of Carmen’s presentation was to talk about coding updates to the SAI points. Biggest change around pre-college courses (students earning a D or better) has been changed to students need to get at least a C. Other changes were discussed. Colleges were encouraged to look at their data in order discover problems and/or inaccuracies with the current SAI system and to show the number of students impacted by the problem/inaccuracy. There will likely be more SAI ITVs for RPC in the future.

David Prince: Washington trustees have requested a workshop on SAI and college data, held on October
2 nd in Seattle. David discussed the content and focus of the workshop – to talk about the changes made to Student Achievement as well as to have a discussion of colleges’ trustee board role for supporting student success policy and practice. A timeline for the development of this workshop was also included.

President’s report- Wilma discussed what she thought of her year as president and how RPC has grown as a commission over the year. Outgoing RPC exec members Joe Montgomery and Evan Picton were given kudos for their contributions to RPC through the 2012-13 academic year.
Liaison and representative reports
The data governance committee report – Carmen updated members on the activities of this committee. The committee is working out what they are governing and what it is they are doing. They have discussed with presidents their guiding principles. Another question they are struggling with is,
‘What decisions does this committee have the authority to make?’ See the embedded handout below for more information.

ITC report – Mark Macias reported however, Teresa Greene is the liaison now. The work on ODS is still progressing - pulling the different versions of ODS together. ITC is trying to form a council of DBA programmers to foster collaborative development of statewide resources. RPC could possibly have representation on that council.
Short Term Certificate Taskforce – Tina Bloomer updated members on the short term certificate study. The latest efforts in this project were identifying valuable short term certificates of less 45 credits.
Their research revealed that there are some certificates of less than 45 credits that add value for the students who complete them. See the attached PowerPoint for more information.

Data Stewards- Chair Cynthia Requa and Vice-Chair Hal Royaltey : Hal reported to RPC members since Cynthia was not present. This committee update included talk of their changing focus in light of the data governance committee being formed as well as some discussion of coding ethnic background. UI Data Issue – The SBCTC has entered into a data sharing agreement with the Employment
Security Department requiring that students give informed consent to have their SSNs tracked by the
SBCTC for the purpose of acquiring employment data. Students are now asked to consent to having their
SSNs tracked on the registration form they fill out when they enter into an institution. Colleges did not need to get this consent from students in the past. Some colleges reported that they were seeing a lot of students opt out of being tracked. The ramifications this has on reporting employment outcomes were discussed. The SBCTC will have more information on this issue in the future.
RPC Nominations Process- The process will be more formal, inclusive of the wider pool of candidates, improve process beyond calling people and gauging interest. Wilma’s election committee will address these issues next year.
2013-14 Work Plan Draft – Next year’s work plan will be developed in part by what RPC committees think should be worked on in the coming year. Committee chairs were requested to forward their committee meeting minutes to RPC exec ASAP in order for their insights to be included in the
2013-14 work plan. The presidents will also guide the writing RPC’s 2013-14 work plan.

Fall Conference Planning: October 16-18 at Olympic College
-The idea of sharing transportation costs was presented. Colleges may be able to cut down on costs by paying for a bus or car pooling. Colleges were encouraged to collaborate on cutting down the cost.
-The issue of whether or not to hold RPC meetings outside of academic quarters was discussed.
The recent RPC poll for this issue showed that 55% of respondents were against holding meetings outside of the quarter while 45% were for. There were 29 respondents. Also, there was no option on the survey for respondents to indicate that they didn’t care when meetings were held so the results of this survey may be over estimating both sides of this issue. The main reason meetings are held outside of quarter is to make it easier for host colleges to reserve space. The apparent consensus on this issue was

that no standing policy of when meetings can be held should be adopted. Instead, RPC exec will work with host colleges to find the best time for when the meeting should be held on their campus.
