ADDENDUM 1 TO RFP 16-13 MEDICAL FULLY INSURED & ADMINISTRATIVE SERVICES ONLY
(ASO) WITH STOP LOSS INSURANCE
This addendum is issued as a part of the aforementioned RFP. The changes incorporated herein are an
amendment to and supersede those conditions shown in the original solicitation. The Proposer shall
acknowledge receipt of this addendum by signing this form and returning with their submittal. Failure to
do so may subject Proposer to disqualification.
Q1. Will the School Board consider a 1-week extension to the due date of proposals? Given the timing, size
and complex nature of this bid, we feel that an extra week would be very helpful in ensuring you have the
best possible offer from our organization on the table.
A1. No, the District will not extend the due date.
Q2. Will you consider a stand-alone wellness program to meet your wellness needs or is your expectation
that the wellness program should be embedded in the medical?
A2. We are not considering stand-alone wellness programs at this time.
Q3. Can you provide details on the “profit sharing” the School District has been paid in the past (i.e. 2009,
2010, 2011, 2012, 2013, 2014 and 2015). Is the “profit sharing” contingent on the School District renewing
with BCBS?
A3. Plan Year 2010: 30% of Earned Premium which exceeded the sum of Incurred Claims (less
claims in excess of the $250,000 pooling level), Pooled Claim Charge and Administrative Charge
($1,041,083)
Plan Year 2011: 30% of Earned Premium which exceeded the sum of Incurred Claims (less claims
in excess of the $250,000 pooling level), Pooled Claim Charge and Administrative Charge
($318,229)

Q5. Does the current carrier provide a wellness contribution and if so, what is the annual amount?
A5. Yes, for 2016 Florida Blue provided a $150,000 wellness contribution.
Q6. Are onsite biometrics currently offered and if so, who pays the cost? If onsite biometrics are offered,
can you provide an aggregate report of the top health concerns?
A6. Yes. Florida Blue pays for 20 biometrics. SLPS pays for 24 biometrics. Top concerns are prediabetes, diabetes, high blood pressure, high cholesterol, and stress related health issues.
Q7. What is the current participation in health assessments and biometrics?

Q8. How is the School District currently tracking incentive points?
A8. SLPS works closely with Florida Blue to track incentive points. Our incentive program is robust
so it allows for activity points to be automatically uploaded by Florida Blue, some must be selfreported by the participant by logging on to the Florida Blue website, and some activity points must
be handed in directly to SLPS Wellness Manager who manually tracks the incentive points. Every
month, the manually tracked activity gets sent to the Project Manager at Florida Blue.
Q9. What is the School District’s budget for the 2017 medical plan?
A9. The 16-17 budget has not been established as we are in negotiations with our unions.
Q10. Can carriers provide either fully insured or ASO with stop loss or are both funding options required as
part of this RFP?
A10. Yes, carriers can quote either funding models or both funding models.
Q11. Can you please provide the Parameters for the requested Geo reports?
A11. Geo Access Standards:
PCP Providers (2 in 8 miles)
Pediatricians (1 in 8)
OB/Gyns (2 in 12)
Specialist (2 in 10)
Hospitals (1 in 20)
Q12. Can you please confirm if this RFP requires a Bid Bond and if so how much
A12. A bid bond is not required.

A13. Yes, the entire RFP is now posted in Word format.
Q14. The RFP states on Page 9 of 40 the following:
The Proposer must use sections and tabs which are clearly identified and also must number and label all
parts, pages, figures, and tables in its proposal.
Can you clarify if the entire TOC needs to have consecutive page numbering or if each section (tab) can
have its own numbering?
A14. Either numbering system will be fine.
Q15. The RFP states on Page 20 of 40 under the heading NETWORK the following:
A Geo Access report is also being requested to determine the distance of providers from the employee’s
home location.
Can you please provide the information that you would like us to use for the completion of the Geo Access
report?

Q16. Can you please confirm how many reference questionnaires are required to be submitted to St. Lucie
by our Reference Clients as that information is not listed in the RFP?
