ADDENDUM 1 TO ITB 16-16 ALLAPATTAH FLATS K8 – BUILDING PRESSURE RETROFIT
This addendum is issued as a part of the aforementioned ITB. The changes incorporated herein are an amendment to and supersede those conditions shown in the original solicitation. The Proposer shall acknowledge receipt of this addendum by signing this form and returning with their submittal. Failure to do so may subject Proposer to disqualification.
Interested Contractors will be allowed to walk the project on the below date and time. The purpose of this time is ONLY for the contractors to view the project area and equipment (since it is a secure location).
Contractors will NOT BE PERMITTED to ask questions. Any violation of this rule may be grounds for nonacceptance of the bid.

2. TEST AND BALANCE CONTRACTOR SHALL RE-BALANCE ALL EXHAUST FANS AND AIR DISTRIBUTION
SYSTEMS. BALANCE TO QUANTITIES AS SHOWN. WHERE AIR VOLUME IS NOT INDICATED CONTRACTOR
SHALL OBTAIN A COPY OF ORIGINAL CONSTRUCTION DOCUMENTS FROM DISTRICT.
Question #1: Please provide clarification on "Re-balance all Air Distribution systems"? This normally means all supply and return grills in each building.
Or, are we only to provide balancing at the mechanical equipment listed on the diagrams and mechanical room areas.

A1. It is the intent to have the complete campus (ea. building) re-balanced for all air distribution and Hydronic systems. Including the adjustments made in these retrofit documents and all other original designs that will apply.
Q2. Question #2: Can you please provide the original construction documents to base the balancing reports for both air side and hydronic side.
A2. Please see enclosed as-built drawings for reference.
Q3. Bid Bond: Is a bid bond required for this project? What is the percentage of the total amount for the bid bond?
A3. Yes, A Bid Bond, Cashier's Check, or Certified Check in the amount of not less than five percent
(5%) of the total amount bid must accompany each bid, payable to the School Board of St. Lucie
County, as evidence of good faith and guaranteeing that the successful Bidder will execute and furnish to the School Board of St. Lucie County, a Bond issued by a Surety Company licensed to do business in the State of Florida, and rated by Best's Financial Rating to have a policyholder's rating of "A", and a financial rating of Class IX, for 100% of the Contract price, within ten (10) days after being awarded the Contract; said bond guaranteeing the performance of said Contract and payment of all debts pertaining thereto, the premium of said bond to be paid by the Contractor.
Q4. Section 1. INTRODUCTION, 1.1 Purpose, paragraph 1, page 5
“The School District is seeking qualified firms to perform the building pressure retrofit at Allapattah Flats
K-8 School.”
Will the controls contractor be responding to this ITB directly to the School District as a Bidder for the controls scope of work, or as a subcontractor to the mechanical contractor?
A4. It is acceptable for a controls contractor to submit a bid as the prime contractor and subcontract out the mechanical scope as well as serving as a controls subcontractor to a mechanical contractor.
However, the submitted bids must include the entire scope of the work with a single source for responsibility.
Q5 . Drawing M-1, GENERAL RENOVATION NOTES, Note 10
“It is the intention of the renovation design to reuse the existing controls in their entirety. All existing sensors, actuators and equipment is to be relocated / reused. Any existing control components that are either malfunctioning or are damaged during the renovation shall be replaced with new and tied into the existing system. The contractor shall field verify the existing control system prior to the bid.”

Does this refer solely to existing components on air-handling units and fans involved in the scope of work for the building pressure retrofit portion of this project, or all controls components at the site?
A5. This should be for the systems involved within this scope, if the contractor should find any control components not functioning outside of the scope it should be brought to the attention of the owner/engineer first before any corrections are made.
Q6. Drawing M-2, GENERAL NOTES, Note 2
“Test and Balance contractor shall re-balance all exhaust fans and air distribution systems. Balance to quantities as shown…”
Please confirm that building pressurization and air balance measurements will be confirmed strictly by
Test and Balance and not the addition of building pressure sensors.
A6. The Test and Balance contractor shall determine the proper building pressurization, if a building pressure sensor is present recalibration will be required.
Q7.
Will there be a formal commissioning procedure with a third party Commissioning Agent or the
Mechanical Engineer? If so, what is the expected duration?
A7. No third party commissioning will be provided for this project. The mechanical engineer will review all controls and test and balance reports as well as the required site observations of systems with substantial and final reports.
