The 2013 West Virginia Champion of Universal Pre-K recipient is Senator
Robert H. Plymale. State Senator Robert H. “Bob” Plymale was first elected to the West Virginia Senate in 1992, representing district five.
Senator Plymale is currently serving his sixth four-year term. He has served as Chairman of the Senate Education Committee since 2002.
As Chairman of the Senate Education Committee, Senator Plymale has been a leading advocate for universal pre-k over the past decade.
Senator Plymale was instrumental in bringing public preschool, Head
Start, and Child Care together to most effectively provide comprehensive services to children and families across the state. He is the second ranking Democratic member of Senate Finance, Rules, and the Budget
Conference Committee. Senator Plymale also has served on several other Senate committees, as well as national committees.
Senator Plymale is a graduate of Ceredo-Kenova High School in Wayne County. Senator
Plymale holds a Bachelor of Arts degree from Marshall University. He is the Director and
CEO of the Rahall Transportation Institute. As the Director and CEO, Senator Plymale leads a dynamic team of business, academic and research professionals working to enhance safety and economic development opportunities through transportation. Under his leadership,
Rahall Transportation Institute has received two US patents, developed the National Maritime
Enhancement Institute at Rahall Transportation Institute, and produced the award winning
Electronic Commercial Drivers Licensing (eCDL) program. Plymale is also the director of the
Multimodal Transportation & Infrastructure Consortium (MTIC), a Tier I University Transportation
Center led by Rahall Transportation Institute.
Senator Plymale also serves in various public and community organizations including the
Huntington Regional Chamber of Commerce, the Cabell County Senior Service Organization,
Board of Directors, and Huntington Museum of Arts. (HMOA).
Senator Plymale is the son of the late Shearl H. Plymale and Sallie (Hamer) Plymale. He currently resides in Huntington, WV with his wife, Jennifer. They have two daughters, Lauren and
Allison, and one son, James.
Table Topic activities will be conducted throughout the Leadership Institute. Table Topics have been designed to assist county collaborative early childhood teams with methods of exploring strategies to meet new and ongoing challenges in pre-k program implementation. Each Table
Topic has been selected based on collaborative team challenges and legislative changes. There are three segments of each table topic. First, there will be a panel overview of the each topic.
Next, each table will receive a packet containing a record sheet to guide and to record key points of the group’s discussion. Groups will report out key points of their table discussion to share ideas with the whole group. Last, each record sheet will be turned in at the end of the Table
Topic activity.
Each table will select a facilitator, recorder, and reporter each Table Topic. The facilitator will guide the discussion utilizing the “Table Topic Talking Points” form included in the packet provided to each table. The facilitator will also be the timekeeper. The recorder will capture key points of the Table Topic on the “Table Topic Record” form. The reporter will share a summary of the table discussion with the whole group. Not every table will share their discussion with the whole group from every Table Topic; however, all groups are asked to share ideas from at least one Table Topic. Key points from each Table Topic will be collected and compiled for all county collaborative early childhood teams.

This discussion will take place immediately following the conclusion of day one of the WV
Universal Pre-K Leadership Institute. The WV Early Childhood Planning Task Force was created by Governor Tomblin in May 2013 to produce a Development Plan for Early Childhood in West

The WV Universal Pre-K Steering Team honored Pamela Smith on
February 21, 2013 as the first WV Universal Outstanding Pre-K Teacher.
She was selected from fourteen finalists from across the state. Pamela
Smith is a collaborative pre-k teacher at Buffalo Elementary School in Putnam County. Ms. Smith has been a pre-k teacher at Buffalo
Elementary for five years. She holds a bachelor’s degree in Elementary
Education with an emphasis in Early Childhood Education and a master’s degree in Literacy Education. Ms. Smith demonstrates a deep understanding and respect for child development and developmentally appropriate practices combined with a passion for a personalized, inquiry-based approach to curriculum and classroom experiences.

The West Virginia Universal Pre-K Outstanding Teacher Award is designed to honor teachers in
WV Universal Pre-K who demonstrate superlative dedication and commitment in early childhood education. This award, sponsored by the WV Department of Education Office of Early Learning,
Office of Special Programs, WV Universal Pre-K Steering Team, and WV Regional Education
Service Agencies (RESA), will be presented to one of sixteen final nominees based on their exemplary work in the early childhood field. Sixteen final nominees will be recognized at the
WV Universal Pre-K Outstanding Teacher Award Recognition Reception, which will be held in conjunction with the 2014 Celebrating Connections Conference. One pre-k teacher employed by a local board of education and one pre-k teacher from a collaborative community program will be selected from each RESA as a final nominee. ARTS
During the 2013 Arts Alive! Celebration, Brea Wiles, Studio Educator at the Marshall University
Early Education STEM Center, presented the importance of incorporating developmentally appropriate art experiences into the early childhood classroom on a daily basis. She noted, “On any given day, you will definitely see children who attend high-quality early childhood education programs participating in multiple forms of the arts. Young children in particular, are most deserving of ongoing, high-quality, developmentally appropriate arts experiences which focus on the process of creating and doing. As a program dedicated to the holistic well-being of young children, the Marshall University Early Education STEM Center, as part of the WV Universal
Pre-K Program, is committed to ensuring all children have these opportunities to grow and develop by offering high-quality art experiences daily.”
Brea Wiles and is employed by the June Harless Center and is the
Studio Educator at the Marshall University Early Education STEM
Center, which is a collaborative partner with Cabell County’s Universal
Pre-K Program. She is a graduate of Marshall University with a bachelor’s Degree in Elementary Education and Early Childhood
Education and a master’s degree in Literacy Education. She has continued her professional learning by traveling to Italy to study the
Reggio Emilia Approach to early childhood education. In addition to her teaching role, she provides professional development to educators in
West Virginia and works closely with the WVDE Office of Early Learning.
With over eight years of experience in the field of early childhood and elementary education, Ms. Wiles and the STEM Center staff continue to work toward creating a
Reggio inspired classroom.
