FOR RENEWAL OF ADDITIONAL SCHOOL LEVY
TO THE VOTERS OF MCDOWELL COUNTY, WEST VIRGINIA
TAKE NOTICE
That, at a regular meeting of the Board of Education of the County of McDowell, State of
West Virginia, held on the 5th day of November, 2013, the following order was made and
entered of record, to-wit:
The Board of Education of the County of McDowell, being of the opinion that the levies
for current expenses authorized by Article 8, Chapter 11 of the Code of West Virginia, as last
amended, will not provide sufficient funds for the payment of the current expenses of the Board
of Education of the County of McDowell including expenditures for the purpose hereinafter set
forth, and that an election should be held to renew such levies under the provisions of Section
16, Article 8, Chapter 11 of the Code, as amended, it is hereby ordered:
1.
That the purpose for which funds are needed in order to maintain and improve
the instructional programs and the operation of the school services in the
McDowell County School System is as follows:
A.
To continue the supplement to the state's minimum salary of each
teacher, principal, and supervisor in the amount of three hundred dollars
($300.00) per month plus the required Social Security payments and other
required fringe benefits, being an approximate amount of $1,115,070 per
year, or an approximate total for five years of $5,575,350.
B.
To continue the supplement to the state's minimum salary of each
regularly employed full-time service personnel in the amount of two
hundred fifty dollars ($250.00) per month plus the required Social
Security payments and other fringe benefits, being an approximate
amount of $692,730 per year, or an approximate total for five years of
$3,463,650.
C.
To maintain, improve, or correct environmental and/or structural factors
for all schools and grounds to ensure adequate protection against fire
hazards, health hazards, to provide a School Resource Officer at each high

school, and to provide a safe atmosphere conducive to good learning in the
approximate amount of $1,810,000 per year, or an approximate total for
five years of $9,050,000.
D.
To provide for other costs including utilities or other public services, and
payment of annual amounts due for the energy savings contract, as needed
in the school system in the approximate amount of $1,400,000 per year, or
an approximate total for five years of $7,000,000.
E.
To provide for the operation of secondary and / or vocational extended
year programs, as determined by student need and enrollment, in the
approximate amount of $75,000 per year, or an approximate total for five
years of $375,000.
F.
To provide instructional materials, supplies, equipment, furniture,
textbooks, technology equipment and software, and for the maintenance of
technology equipment, as may be determined by the Board of Education in
the approximate amount of $1,000,000, per year, or an approximate total
for five years of $5,000,000.
G.
To supplement the purchase of transportation vehicles and to maintain and
operate these vehicles in the approximate amount of $30,000 per year, or
an approximate total for five years of $150,000.
H.
To assist the McDowell County Public Library in the amount of $35,000
per year, or an approximate total for five years of $175,000 and to assist
the War Public Library in the amount of $10,000 per year, or an
approximate total for five years of $50,000.
I.
To provide funding to assist schools with printing/copier leasing fees of
approximately $40,000 per year, or an approximate total for five years
of $200,000.
J.
To provide funding for construction/capital improvements including
for new schools, such as technology infrastructure and telephone
systems in the approximate amount of $200,000 per year or an
year, or an approximate total for five years of $1,000,000.

K.
To provide funding to assist schools with costs related to participating
in West Virginia Secondary Schools Activities Commission (WVSSAC)
athletic and band activities to be awarded upon approval of each
school's plan in the approximate amount of $60,000 per year, or an
approximate total for five years of $300,000.
L.
To provide funding for the McDowell County WVU Extension Office
to provide educational programs and 4-H for the students of McDowell
County in the approximate amount of $32,200 per year, or an approximate
total of for five years of $161,000.
2.
That the approximate amount for said purpose, after making due allowance for
discounts, delinquencies and exonerations, is $6,500,000 annually and the total
approximate amount for five years of $32,500,000.
3.
The Board may, at its discretion, increase or decrease any item if the total taxable
property in the McDowell County School District increases or decreases, and any
surplus money remaining from the levy at the end of each fiscal year of the levy
may be used by the Board of Education for any school purpose.
4.
That the separate and aggregate e assessed valuation of each class of taxable
property within the McDowell County School District for the last preceding
assessment year is as follows:

Provided , however, that the Board reserves unto itself, as the levying body, the
right and authority to reduce the levy rates if it deems necessary.
6.
That the proposed years to which the renewal levy shall apply are the fiscal years
beginning July 1, 2014; July 1, 2015; July 1, 2016; July 1, 2017; and July 1, 2018.
7.
That the Board of Education will not issue bonds under the provisions of Section
16, Article 8, Chapter 11 of the Code of West Virginia, as last amended, upon
approval of the proposed renewal of levy, obligating the proceeds of said levy.
8.
That the question of such renewal of additional levy shall be submitted to a vote
at a special election, to be held on the 15 th day of February, 2014.
9.
That absentee ballots shall be applied for, obtained from and returned to the Clerk
of McDowell County as in the case of primary or general elections and said Clerk
is hereby appointed the Agent of the Board of Education to perform all duties
related to absentee ballots or other ballots regarding this election.
10.
That notice calling such election shall be given by the publication of this order
once each week for two successive weeks within 14 consecutive days next
preceding the day of said election in the Welch News and the laeger Industrial
News, newspapers of general circulation in the McDowell County School District,
both qualified newspapers of opposite politics. All the provisions of the laws
concerning general elections shall apply as far as they are practical to this
election.
11.
That the registration of voters and the use of registration books shall be governed
by the Permanent Registration Law of the State of West Virginia, and the Board of
Education of the County of McDowell does hereby adopt the registration lists of
McDowell County as amended and corrected according to law, as the official
registration lists of said McDowell County School District for such special
election.

cents; and on CLASS IV Property-91.80 cents.
