University of Northern Iowa Office of Research and Sponsored Programs Black Hawk County Gaming Association - Submission Policy The Black Hawk County Gaming Association (BHCGA) does not restrict the number of applications an organization or individual can submit per funding cycle. However, the University of Northern Iowa has determined that limiting the number of UNI submissions and/or the total UNI funds requested per cycle will make our requests to the BHCGA more competitive. The BHCGA requires an initial letter of intent to determine if requests are appropriate and meet BHCGA granting guidelines. Applicants with suitable requests are invited to submit applications for funding. All faculty and staff interested in requesting BHCGA funding must participate in an internal selection process to determine which letters of intent and applications will be submitted by UNI. RSP anticipates submitting a maximum of 1-2 UNI letters of intent per BHCGA funding cycle. Internal Selection Process: 1. Applicants must submit a project summary to the Office of Research and Sponsored Programs by the appropriate UNI Internal Deadline: UNI Internal Deadline November 1 February 1 May 1 August 1 - BHCGA Deadline December 1 March 1 June 1 September 1 When the 1st day of the month falls on a weekend, the internal deadline will be the following Monday. The project summary should: o be responsive to BHCGA grant guidelines, o should be no more than 1 page in length, o and should describe: the project for which funds are requested, the total project budget, the portion of the budget for which BHCGA funds are requested*, and other funding sources committed to the project. * Note – Requests to BHCGA should not exceed 75% of the total project budget. UNI Office of Research and Sponsored Programs; Revised 1/31/2013 2. RSP may consult with the BHCGA Executive Director to determine whether potential projects are suitable for requesting to the BHCGA. Project that are judged not suitable will be returned to the applicant. 3. When multiple projects are judged suitable for submission, a custom-made UNI committee will review the projects according to criteria established for the BHCGA funding competition. o RSP will present to the committee any feedback on the potential requests received from the BHCGA Executive Director. o The committee members will prepare written comments and score each project; committee members will include in their consideration the priorities of the University, colleges and departments when appropriate. o The committee will convene to discuss their comments and determine project rankings as a group. The highest ranking project(s) will be recommended for submission to BHCGA. The committee may elect to recommend that no requests be made for the funding cycle. o The ultimate number of letters of intent submitted per funding cycle will depend on the total amount of funding requested by the top ranking projects. RSP will advise the committee, with guidance from the BHCGA Executive Director, on appropriate total funding amounts to request per cycle. Depending on the funding cycle, RSP anticipates submitting 1-2 UNI letters of intent per cycle. o All efforts will be made to notify individuals of the committee’s decisions approximately two weeks prior to the BHCGA Letter of Intent deadline. 4. RSP will assist those individuals with projects selected for letters of intent to finalize and submit their letters to the BHCGA by the deadline. 5. The BHCGA will request full applications for those UNI letters of intent it deems appropriate for BHCGA funding and that meet the granting guidelines. 6. RSP will assist applicants with application preparation and submission. 7. After reviewing the applications, the BHCGA Board will determine to: 1) fund, 2) not fund, or 3) not decide on the applications they receive for a funding cycle. Applications for which there is no decision can be held and re-reviewed by the Association for up to a year. Should an UNI application be set aside with no decision, RSP may make the judgment to withhold further UNI applications until a decision is made on the standing application. In such case, RSP will work with the BHCGA Executive Director to determine the best action, including possible withdrawal of an application from the review process.
