Members stood for the pledge of allegiance and a prayer by Dr. Ogletree Richardson. Debora Williams called the roll. Roll call was followed by individual introductions. RECOGNITIONS Karen Goins Kueny was elected president of the Cumberland County Indian Education Parent Committee. She also serves as the Chief Court Judge for the Lumbee Tribe. Chenoa Davis was promoted to coordinator of Pre-­‐School Programs for Warren County Schools. She also serves as the district’s Indian education program coordinator. Sharon Williams announced that 60 students from North Carolina participated in the United National Indian Tribal Youth conference July 10-­‐14 in Washington, DC. North Carolina’s Conseula Richardson was recognized as UNITY Advisor of the Year. State Advisory Council on Indian Education Quarterly Meeting July 17, 2015 1 MINUTES Members reviewed the March 10, 2015 meeting minutes. Kim Sellers motioned to approve the minutes with technical corrections. Chenoa Davis seconded the motion. NEW BUSINESS Oath of Office Notary Public Joan Champagne administered the oath of office to reappointed members Kamiyo Lanning, Alisa Hunt Lowery, and Sharon Williams. Margo Howard, Josephine Spaulding and Kara Stewart were absent and will be administered the oath of office at the next meeting. SACIE Study “The Schooling Experience of North Carolina’s American Indian Students: A Report on Performance Outcomes and Educational Resources for American Indian Students Attending Public Middle and High Schools in North Carolina Drs. Sarah Crittenden Fuller and Cassandra Richards Davis researchers from the Education Policy Initiative at Carolina and supported by REL Southeast, conducted a study to compare the educational outcomes of American Indian students in North Carolina to their peers in terms of student demographics, school characteristics, and educational outcomes. Initial findings were shared with the council and will be scheduled for a formal presentation to the State Board of Education. The official results will be posted to the SACIE website once vetted and approved for release by the REL. At 12:35 p.m. the chair suspended the full meeting for lunch and committee meetings. The chair reconvened the meeting at 1:01 p.m. Member Reports Ms. Kamiyo Lanning met with Title VII coordinators from Swain and Graham counties to share information from the SACIE annual report and compared student performance data from those counties with the performance of other students statewide. She also shared student performance data with her chief and tribal council. Ms. Dorothy Crowe shared the annual report with members of her tribe. Ms. Kathy Chavis talked with a group teachers regarding the SACIE cultural responsiveness website. Ms. Alisa Hunt-­‐Lowery informally shared the resource page with during a Johnston County Indian Education meeting. She plans to share more information in the fall. State Advisory Council on Indian Education Quarterly Meeting July 17, 2015 2 Ms. Trina Bennett shared the report with the Title VII coordinator and the executive director of the Guilford Native Association. Dr. Kim Dial Sellers shared the report with university and community contacts and graduate level students at UNC Pembroke. Dr. Ryan Emmanuel reported a group of NC State students used last years’ report to support the need for a faculty position for culturally appropriate STEM education. Liaison Updates Dr. Olivia Oxendine reiterated the purpose of the council and duties of members. Dr. Oxendine also expressed an appreciation to EPIC and the Southeast Region Education Laboratory for conducting the study titled “The Schooling Experience of North Carolina’s American Indian Students.” Mrs. Dorothy Crowe reported from the Commission of Indian Affairs. The commission’s education committee has asked council members to help to spread the word on educational scholarship opportunities available to American Indian youth planning to attend college. Outstanding American Indian youth were recognized at the Unity Conference held in March of this year. The commission will review SACIE 2016 term expirations and accept applications for membership until November 1. The membership form is on the DPI website. Dr. Ogletree Richardson solicited the assistance of council members to develop the 2015 annual report. In addition to the chair and vice chair, Karen Kueny, Chenoa Davis and Sharon Williams will help guide the development of the annual report. Committee Reports Cultural Responsiveness Committee Ms. Bennett reported that the Cultural Responsiveness committee composed two letters (one for superintendents and one for curriculum facilitators) announcing resources available on the SACIE website. The announcements should be disseminated during the next week. American Indian Education Summit Ms. Lanning shared an overview of a tentative agenda for the summit to be held October 9, 2015. Chair’s Report The chair outlined a proposed actions plan during the 2015-­‐2016 year. The focus will be awareness and involvement. The council’s work will center on the 2015 AIE summit, student presentations, NIEA involvement, the SACIE annual report, collaboration with museums, and cultural events.
