VII(themission,objectives,andattendanceofcouncilmembers).Aspartofthisdiscussion,
theChairemphasizedtheimportanceofregularattendanceasaminimumobligationof
councilmembers.

votesandwasseatedasthevicechair.

Dr.Oxendineledadiscussionon,“FrameworkforDevelopingthe2012SACIEReport.”
(Seeattachment).Dr.Oxendinediscussedpostinganonlineversionofthereport,aswellas
presentinganinterimupdatetotheSBE.Goingforward,Decemberwillbethemonthwhen
theSBEhearstheannualreport.
UpdateofLegislation:TheRegulatoryReformAct
DeboraWilliamsinformedthemembersthatnoactionwastakenbytheGeneralAssembly
toreducecouncilmembershipbyfourmembers,orfrom15to11members.Althoughthe
compositionoftheCouncildidappearlastyearinlegislation,theActsignedbythe
GovernorinJuly2012requiresnochangeintherepresentativestructureoftheCouncil.

SummaryofDiscussion
Families,teachers,peers,andschoolleadersplayavitalroleinprocessesthatleadto
highschoolcompletion.Communityvaluesandpositivehabitsmodeledandfostered
byparentsalsodeterminetheextenttowhichstudentsprogresstowardgraduation.
Non‐IndianteachersoftenmisunderstandtheNativecultureandconsequently
minimizefactors(i.e.,culturally‐relevantcurricula)thatgenerallydetermine
academicsuccess.IstherealearningstyleapplicableonlytoAmericanIndian
students,ordoAIstudentspossessparticulartraitsoflearningthatcrossallracial

Conference,orfeaturingAIsessionsaspartoftheCCprogram;
 identifyingpertinenttopics,forexample,tribalsovereignty,tribalarts
andcrafts,gardening,quilting,andrenownAmericanIndiansin
business,education,law,military,medicine,andotherprofessions;
and
 visitingtheGuilfordNativeAssociationandMuseumlocatedin
Greensboro,ifthesummitisheldinconjunctionwiththeDPI
CollaborativeConferenceinMarch2013.
AnadhoccommitteewillpresentafinalplanattheNovembermeeting.

Regardingthefinancingoftheproposedsummit,BrandiBrooksofferedamotion,which
wassupportedbyAngelaLynch,todirectDeboraWilliamstomeetwithDr.JuneAtkinson
torequestadditionaldollarsformarketing/advertising,honoriaforspeakers,travelandper
diem,andotherrelatedcosts.Themotioncarried.

activitiesforschools),November16‐17,2012.
BillBrewingtonthankedtheCouncilforplanninga“meaningfulmeeting.”Heemphasized
hisgratitudeforhavingtheopportunitytoserveontheSACIE.
