FY2013 Year End Report

As stated in the P&S Council Constitution, the committee’s purpose:
This committee shall regularly assess the value and effectiveness of the P&S policies
and procedures and their implementation and shall work with appropriate personnel to
develop and recommend any revisions or strategies that best serve the interests of the
employees and the university. These recommendations will be presented to the
Council for approval with subsequent submission to the Cabinet and ultimate approval
by the Board of Regents.
Committee Members: Eric O’Brien & Carol Fletcher (Co-Chair), Doreen Hayek, Jason
Vetter, and Nevin Nolte
FY2014 Summary:
As it was agreed upon in FY2013, P&S Policies and Procedures Committee continued
to work on a phased approach to updating the P&S Policies and Procedures. A new
policy approval process when into effect.
With weekly meetings throughout the year, the Committee continued their efforts on
Phase II revisions with substantial revisions completed on sections I, II, III, VI, VII, IX
and X. Below includes some of the highlights from the past year. FY14 At A Glance
July 17, 2013
Committee met with new P&S President and Vice
President to review history and direction.
September 11, 2013
Committee met with Michelle Byers to review potential
recommendations.
October 1, 2013
Eric O’Brien and Carol Fletcher met with President
Ruud and other UNI administration to discuss policy
approval process, P&S voice in decision making and
importance of following and keeping P&S Policy and
Procedures updated.
October 2, 2013
Committee met with Dennis Linder to discuss P&S
Career Ladder.
December 11, 2013
Committee met with Jerry Smith, Faculty Senate, to
discuss proposed policy process and possible benefits
of an ombudsman.

Sections IX & X returned to HRS with responses to
HRS review.

P&S Policies and Procedures Phase II
recommendations sent to HRS for review.
April 16 & 23, 2014
Met with Michelle Byers to review suggested updates
for P&S Policies and Procedures Phase II
recommendations
May 8, 2014
P&S Council approved gathering feedback from P&S
staff on the P&S Policies and Procedures Phase II
recommendations.
June 17 & July 16, 2013
Two informational open forums were conducted.
FY2014 Goals:
● Critically review the effectiveness of the current P&S Policies and Procedures and the
suggestions from P&S staff, HRS, Compliance and Equity Management and the
University Counsel for P&S Policies and Procedures for Phase II revision.
● Work with appropriate personnel to develop, recommend and update P&S Policies and
Procedures that best serve the interests of the employees and the university to the
P&S Council.
● Collaborate with P&S Employee Issues Committee to understand and ensure P&S
Policies and Procedures are upheld.
