The North Carolina Department of Health and Human Services (DHHS) is one of the

The Division of Social Services provides direct services that address issues of
poverty, family violence and exploitation. We aim to prevent abuse, neglect and
exploitation of vulnerable citizens, and promote self-reliance and self-sufficiency for
individuals and families.
The Program Consultant II position is responsible for the oversight and coordination
of the Program Integrity portion of the Food and Nutrition Services (FNS) and Work
First program areas. This position provides professional consultation and technical
assistance to county agencies, and provides clear, concise and accurate program
policy information. Job responsibilities include the following:
 Work closely with the EPICS team to provide oversight of the referrals and
claim collections to ensure proper State and Federal regulations are being
followed
 Work with State and Federal partners providing information as requested
regarding the PI process and procedures
 Work with Auditors on all levels providing requested information, and policy
and procedural interpretation
 Work closely with the EPICS teams to help provide technical support
 Serve as a liaison between the Federal office, State office and County
agencies
 address County agency requests and submit required Federal reports
Knowledge, Skills and Abilities
 Demonstrated knowledge of the NC Food and Nutrition Services and Work
First Program policies
 Proven knowledge of Program Integrity issues and policies
 Proficient in Microsoft Word and Excel
 Must have good organizational skills and excellent attention to detail
Management Prefers Candidates with knowledge of NC FAST

Minimum Education & Experience
Graduation from a four-year college/university and four years of experience in
eligibility determination/investigation in AFDC, Medicaid or Stamp programs in a
county department of social services or at the state office level, one of which must
have been in a supervisory or consultative capacity; or graduation from a four year
college/university and four years of experience in a combination of social work and
eligibility determination, one of which must have been in a supervisory or
consultative capacity in the area of eligibility; or high school graduation and eight
years of experience in eligibility determination in AFDC, Medicaid or Food Stamp
programs in a county department of social services or at the state office level, two of
which must have been in a supervisory or consultative capacity; or an equivalent
combination of education and experience.
