History
Formed in 1977, the function of the Office of Analytical Studies & Planning (formerly
part of Instructional Affairs (now Academic Affairs), initially concerned information
systems support of academic planning. Soon thereafter OASP’s duties were
expanded to include systems coordination and development for all of Academic
Affairs. In addition, the Director of OASP was increasingly involved in an advisory
capacity in high level Academic Affair’s budget management and planning activities.
The 1980s saw university planning added to the office’s responsibilities; budget
management, on the other hand, was de-emphasized. It was also during this period
that the office’s reporting relationship was elevated to the Provost. Around 1982
planning became comprehensive in scope, and in 1983 OASP was given the
“institutional studies” responsibilities heretofore performed in the President’s Office.
In 1984, the OASP was assigned responsibility for the Computer Competency
Program. From the mid 1980s, OASP continued to report to the Provost, but a direct
informal reporting relationship was maintained with President John Worthen at his
suggestion in order to keep him informed of institutional studies, planning, and
computer competency activities.
The period from 1986 to 1988 witnessed the advising support, university catalog and
academic publications, university course master, scheduling, and instructional
facilities management functions being delegated or reassigned to OASP. Meanwhile,
the responsibility for computer competency was reassigned.
The early 1990s saw OASP take on significant line responsibilities and greatly expand
its operational base, but its participation in top-level decision-making has diminished.
The unit became more orthodox and operational and less reactive and dynamic.

Scope & Content Note
Planning documents, correspondence, questionnaire results, strategic reports, and
related materials from the Office of Analytical Studies & Planning (later Office of
Planning, Academic Systems, and Summer Sessions, 1990 - 93), a unit of Academic

Affairs (formerly Instructional Affairs). The records document well the proposal for a
College of Information Sciences (now known as the College of Communication,
Information & Media), a proposed information management program, and a
proposed program in information and telecommunication science during the mid
1980s. The Office’s ten-year strategic plan, 1990 – 2000, offers a snapshot of the
University’s perceived institutional values and operational concerns, providing some
enlightening assumptions for predicting and anticipating information management
trends in the year 2000. Materials are arranged alphabetically by subject or content.
