The Council met from 2:00 to 4:00 in the University Union Algonquin Room. Richard
Carter addressed the Council regarding a request to allow a second baccalaureate degree
for the BOT/BA program in Fire Protection Technology and Fire Administration and
Management. The Council approved the request. The chair informed the Council that it
has been discovered that several students were admitted to the university as regular
students who did not meet the admissions criteria. This discovery led to a meeting on 9/7
between the chair, the chair of the Faculty Senate, and President Goldfarb. A follow up
meeting will be held on 9/16 with the results to be reported to the Council at its next
meeting. The process for beginning to operationalize the policy for “Students
Participating in University Sponsored Events” will begin this semester for events
commencing in spring 2005. The Provost will publicize the policy. It was decided that
Council minutes will appear on the electronic bulletin board and if feasible, a web site. A
case involving academic dishonesty in a distance learning course and whether the
instructor followed the correct procedure was considered. It was concluded that the
procedure had not been followed and the instructor will be contacted again. The revised
Policy on Military Service was approved. The Council was informed that the Faculty
Senate will be requesting an analysis of a plus-minus grading system. A subcommittee
was appointed to investigate the idea (Mann, Clontz, Maskarinec). The Council was
informed that the Senate will likely be asking for an investigation into a foreign language
requirement for all students in a month or so. It was also clarified that only Engineering
Technology and Agricultural Business students will be allowed blanket waivers until
summer 2005 for inclusion of Math 128 as gen ed. Other requests will be considered on
a case by case basis. The Council approved the seventh drafts of the Academic Integrity
and Grade Appeal Policies. Pending final approval from the Graduate Council, the
Policies will be forwarded to the Faculty Senate. The Council will meet again on
September 16, 2004 in the University Union Board Room.
