General CJG2 coordinates with the Joint Staff J2 for National Intelligence Support Team (NIST) augmentation, if required. Define the NIST mission, the supported command, required team capabilities, number of teams required, geographic locations for deployment, and required deployment data including preexecution and implementation phases of NIST employment. 2. Preemployment Phase JTF Korea J2 is responsible for ensuring adequate preparation of resources (personnel, equipment, etc.) prior to movement to the JOA. Members of the CIA, DIA, and NSA generally staff NISTs. They provide specialized capabilities useful to the JTF commander, including: a. Technical intelligence collection systems supporting both national and defense intelligence requirements. b. Coordination of intelligence sharing arrangements with foreign governments. c. Human intelligence activities. d. Counterintelligence operations outside the United States. 3. Implementation Phase a. JTF Korea J2 ensures timely deployment of resources into the JOA to support the COMJTF Korea. If the COMJTF Korea desires, the NIST can function as a core Joint Intelligence Support Element (JISE). The JISE, along with the intelligence staff, manages collection, analysis, and fusion of intelligence and dissemination up and down echelon of intelligence and products for the JOA. The core JISE capability can be further enhanced by national deployable intelligence capabilities that can be requested to expand a subordinate joint force JISE or to augment theater capabilities. The JISE can also be co-located with the Joint Intelligence Center (JIC) and the JTF Korea J2 staff as they perform common functions. It is the prerogative of the COMJTF Korea to define JIC functions and responsibilities. b. The level of support required by the theater, and the employment of the capabilities, is determined by the JTF Korea J2 and forwarded through the CFC CJG2. Once determined, COMJTF Korea requirements are addressed by the Joint Staff J-2 through consultation with the Military Intelligence Board. B-10-1 SECRET FOR TRAINING ONLY
