Accreditation – National Alliance of Concurrent Enrollment Partnerships (NACEP)
The National Alliance of Concurrent Enrollment Partnerships is a professional organization for high
schools and colleges that advances seamless education through secondary and post-secondary
collaborations. NACEP defines concurrent enrollment as transcripted college classes taught by trained
high school teachers for both high school and college credit, at their high school, during the regular
school day. Established in 1999 in response to the dramatic increase in concurrent enrollment courses
throughout the country, NACEP fosters student success and achievement by supporting standards of
excellence that promote program and professional development, accreditation, research and advocacy.
Platform






Support language in Elementary Secondary Education Act (ESEA) to include Concurrent
Enrollment programs as a viable form of access to college for all students.
Support Concurrent Enrollment programs ensuring that ALL students in good standing have
equal access to engage in college classes providing academic rigor for a more meaningful high
school experience.
Support access to federal appropriations funding for Concurrent Enrollment programs.
Support partner institutions in ongoing professional development of high school Concurrent
Enrollment instructors in the continuous improvement process.
Support adherence to an accepted set of national standards that ensure quality Concurrent
Enrollment programs.
Support ongoing, documented research and evaluation of students, faculty, schools, and
colleges in Concurrent Enrollment programs to provide continuous program improvement and
the most effective state and federal policies.
NACEP adopts national standards that include measurable criteria in five categories that are markers of
excellent concurrent enrollment programs: curriculum, faculty, students, assessment and program
5
evaluation. NACEP Standards are measurable criteria that address quality in concurrent enrollment
programs. The standards promote the implementation of policies and practices to ensure that:



Concurrent enrollment courses offered in the high school are the same as the courses offered
on-campus at the sponsoring college or university;
Students enrolled in concurrent enrollment courses are held to the same standards of
achievement as students in on-campus courses;
Instructors teaching college or university courses through the concurrent enrollment program
meet the academic requirements for faculty and instructors teaching in the sponsoring postsecondary institution.
Additionally, the standards encourage greater accountability for concurrent enrollment programs
through required impact studies, student surveys, and course and program evaluations.
Kirkwood’s College Credit in High School concurrent enrollment program earned national NACEP
accreditation in 2012.
College Credit in High School (CCHS) - Concurrent Enrollment at Kirkwood Community College
Kirkwood partners with local high schools to offer concurrent enrollment coursework that meets the
needs of students looking to explore a specific career and technical program at Kirkwood, as well as
transfer-level general education coursework to enhance any major. Students enrolled in a concurrent
course earn both high school and college credit for the course.
High School Faculty that meet community college faculty credentials are recognized as adjunct faculty,
adhere to the approved Kirkwood syllabus and offer the college-level course within the high school's
regular schedule.
Student Eligibility and Admission Requirements for Concurrent Enrollment
Student Eligibility – Arts/Science Core Courses:
According to Senior Year Plus guidelines, students enrolling in Arts/Sciences transfer level courses must

prerequisites, which may also include a satisfactory placement score for Reading, Writing and Math
indicated by Compass Placement Exam and/or ACT scores prior to registration for individual coursework.
Student Eligibility – Career and Technical Education Courses:
Students planning to enroll in career and technical education (CTE) courses delivered via concurrent
enrollment are now exempt from Iowa Code section 261E.3(1)”e” – the requirement that students
demonstrate proficiency on the Iowa Assessments in reading, math, and science. Students may be
required to complete and pass an initial assessment administered by the community college to
determine their readiness to enroll in college-level CTE coursework. Students do not need to
demonstrate proficiency in reading, math, and science to concurrently enroll in career and technical
courses.
Student Admission Process:

Visit www.kirkwood.edu/hscreditapply to create an official student record at Kirkwood
Community College. Student is encouraged to supply social security number as part of this
process to avoid duplication of records. Student will be assigned a unique student identification
number (“k number”) for future reference. This is the permanent number to be used in place of
the SSN, and will not change during the entire Kirkwood career.

When completing the application apply for the semester in which the student will begin taking
classes and select the appropriate high school currently attending. Note that high schools are
listed by formal high school name (i.e. George Washington High School for CR Wash,
Washington High School is actually in Washington, Iowa.)

A student only needs to submit the “Earn Credit While in High School” application once.

Within 24-48 hours of submitting application to earn College Credit in HS, an email will be sent
to the email address provided on the application. The email will include the unique student
identification number, called the “k number” at Kirkwood Community College.
7

Kirkwood contact will work with appropriate district staff to complete registration process.
Completing the admissions application does not guarantee enrollment. Counselor will receive
confirmation of student’s enrollment, and student will receive a welcome letter from prior to
the start of the class.

All changes in enrollment should be communicated directly to the high school’s Kirkwood
county contact.
Partnership Process for College Credit in High School
Instructor Assignment
1. District shares interest to partner with Kirkwood Community College to offer concurrent enrollment
coursework within the walls of the high school or other shared location.
2. District identifies internal candidates to be reviewed, and shares faculty transcripts with Kirkwood
contact (often local county director) to be forwarded to the appropriate academic dean.
3. Instructor credentials are reviewed by the appropriate academic department, and course
recommendations are made for which the instructor is qualified. If instructor is not qualified to
teach the requested course, instructor and district is notified. Recommendations for future graduate
coursework might be suggested by the academic dean as a professional development opportunity
for the candidate.
4. If instructor is approved, the instructor is encouraged to complete the official application process for
an adjunct position at Kirkwood Community College. The academic department shares the standard
syllabus, course outline, and required textbook(s) for the course. This can occur during a scheduled
appointment with the candidate or through the use of technology for instructors at a distance.
5. The instructor is included in future communication, and connected with the full time faculty lead
within the department as a resource from the academic department to maintain consistency of
coursework, and to strengthen the communication between the department and the instructor
teaching in the College Credit in HS program.
6. Instructor is included in professional development opportunities offered through a variety of
delivery methods and formats through the year.

10
Student Conduct Policy
Students choosing to earn college credit while in high school must be in good standing at their
respective high school in order to enroll in and attend Kirkwood Community College CCHS Programs.
Students enrolled to earn Kirkwood Community College credit must abide by the school handbook of the
local school district, as well as the rules and policies spelled out in the Kirkwood Community College
Student Handbook, found online at (www.kirkwood.edu/studentpolicies). Additional specific program
requirements may also be outlined by the Kirkwood Academic Department.
Kirkwood Community College is committed to maintaining a safe environment for all students, faculty,
staff and visitors. Student conduct that interferes or disrupts effective instruction or safe classroom
operation will be addressed. Kirkwood staff can remove students from Kirkwood property or program
for misconduct.
Process for Misconduct Violations:
Level 1: Incident Documentation
a. Immediate response by instructor to acknowledge and stop the misconduct with student.
b. Written documentation of the observable behavior is shared with high school and college
personnel, including Kirkwood’s Dean of Students within 24 hours of the incident.
c. Instructor meeting with student and a second party (staff member) to review with student the
violation of misconduct and the positive steps for moving forward. Acknowledgement that
further violation will result in a meeting with all interested parties (student, instructor, district
and Kirkwood staff, parents, etc) for discussion. (If possible this meeting will occur prior to the
next scheduled class meeting.)
d. Student and instructor sign off on acknowledgement of behavior issue and steps for
improvement.
Level 2: Meeting w/ all interested parties
a. Second violation of misconduct with a student results in a meeting scheduled by Kirkwood to
review action plan or decision to continue. Kirkwood staff will be present, as well as high school
district staff. High School will inform and include parents at this level of the discussion if they
choose.
b. Depending on the violation, Kirkwood can remove the student from the class or program at
this step. The goal is to clearly define expectations for moving forward. Students at Level 2
should note that future incident will result in removal from the class or program.
Level 3: Removal from CCHS program
If removal occurs within the parameters of the Kirkwood withdrawal date, it is the student’s
responsibility to work with high school personnel to withdraw; otherwise removal may result in
a failing grade on the student’s Kirkwood Community College transcript.
11
Administrative Procedures

add/drop policies for Kirkwood Community College, as indicated on the academic calendar. Priority
Registration deadlines for fall (July 25, 2014) and spring (December 12, 2014) guarantee book delivery to
the high school. Registrations received after priority date requires textbook pickup through bookstore
voucher.
Concurrent Enrollment at the High School: enrollment changes need to be reflected at the high school
and the college level within the established high school add period. The district will be billed for
students enrolled in a contracted, concurrent enrollment course upon the 30th day after the course start
date. Students should work with their high school counselor or advisor to confirm that the course
change is accurately reflected at the high school and college level. Student drops after the 30th day must
fall within the guidelines (last day to drop and last date for withdrawal) as indicated on the academic
calendar.
Shared Career Academy Programming at a Kirkwood Location: students must be enrolled in the course
by the first day (or receive district, Kirkwood, and instructor approval) and can drop course without
charge through the 29th day after the class starts. The district will be billed for students enrolled in the
course upon the 30th day after the course start date. Student drops after the 30th day must fall within
the guidelines (last day to drop and last date for withdrawal) as indicated on the academic calendar.
13
Billing
PSEO: The school district pays the eligible postsecondary institution for the cost of the course or $250,
whichever is lower. If the student successfully completes the course, the course and textbooks are
provided free to the student (except possible equipment purchases). If a student fails to complete the
course and is not eligible for a waiver, the student or his or her parent or guardian may be required to
pay the district’s cost.

Grading System
Kirkwood uses a 4.0 grading system. Kirkwood grades and their meanings are given below:
A 4.00
A- 3.67
B+ 3.33
B 3.00
B- 2.67
C+ 2.33
C 2.00
C- 1.67
D+ 1.33
D 1.00

O Original Grade Removed
The grades of A.B, C, D and F are included in the computation of grade point average. Credit toward
graduation is granted for A, B, C, D, P and T.
14
Computing Grade Point Average
Grade point average is computed by multiplying the number of semester credits for each course by the
numerical value of the grade given for that course. These values are then added together for the total
points, which are then divided by the total number of credits for the GPA.
FERPA – Family Educational Rights and Privacy Act
The Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. § 1232g; 34 CFR Part 99) is a Federal
law that protects the privacy of student education records. The law applies to all schools that receive
funds under an applicable program of the U.S. Department of Education.
At the postsecondary level, ownership of education records belongs to the student. Once a person
officially registers and attends a postsecondary class, they are a student, regardless of their age. Parents
have no rights under FERPA to their student’s postsecondary education records. Kirkwood can release
the student’s education records to the student, to the high school, and as authorized by the student by
completing and signing a Consent for Release of Education Record form
(www.kirkwood.edu/onestopforms). Kirkwood’s complete Student Records policy can be found at
www.kirkwood.edu/site/index.php?p=32309.
Evaluation of Courses
Course evaluation for Kirkwood CEP students is conducted by Kirkwood’s Office of Institutional
Research using the SPOT (Student Perception of Teaching) evaluation form. The CEP students
are administered the same SPOT evaluation as on-campus students and on the same time table.
Kirkwood Career Academy Program also conducts annual program assessment through the
Student Engagement Survey that is developed, implemented, and analyzed by Kirkwood's
Office of Institutional Research.
Site Visits
Faculty site visits are performed to ensure that college courses offered through CEP are the same as the
courses offered on campus. The goal of faculty site visits are to create a formal, yet comfortable
environment as to not disturb the delivery of curriculum. During a site visit the college faculty member
will stay through the course of that session to observe the high school faculty member. During this time,
faculty liaisons make notes of their observations in terms of how the material is presented. The goal of
these site visits are not to criticize the high school teacher but to help them improve by making
suggestions and by sharing the comments from the observation. After suggestions and observations are
shared and discussed with high school teachers, the site visit form will be shared with county directors,
the Dean of County and Regional Centers, the Dean of Distance Learning and Secondary Programs, as
well as the corresponding academic dean. Faculty members will discuss observations, including concerns
15
with corresponding deans and directors. The site visit form will then be scanned into Kirkwood’s
information network, and will be available for future use. Please refer to Appendix E to view the
standard Site Visit form.
