Appendix A Revision of Financial System for AEP, ESEP, MLEP, MEEP The financial rules for these programmes were not changed from last 4-5 years. Due to inflation and revision of the financial rules for the similar programmes in the conventional universities, revision of the financial rules for these programmes is now essential for economic self-sustenance and smooth conduct / implementation. Recently, university has already approved Financial Rules for ‘Architecture Programmes (AEP)’. Along with small upward revision and simplification of fees for AEP, upward revision of the financial rules for the following programmes is also proposed. 1. Electronics Engineering Programmes (ESEP) 2. Mechanical Engineering Programmes (MLEP) 3. Marine Engineering Programmes (MEEP) Objectives The proposed financial system has following objectives: • Clear, transparent and simple financial system which is easy to implement • Cost-effective but high quality programme implementation, with minimum manpower • True and effective delegation of functions among the university and study centers • Elimination of unproductive activities and bureaucratic delays • Retention of present university control on study centre activities • Attracting best academic talent and private entrepreneurs for high quality professional educational services to the students • Creating the system where study centre will “own” YCMOU students Controlling and Approving Authority The Director, School of Science and Technology, shall be controlling and approving authority, for all university’s expense for these programmes, within the sanctioned budget and as per the approved university rules / procedures. Study Center Identification Processing Fee Any institution or organization, applying for study centre of these programmes, has to pay nonrefundable “Processing Fee” along with “Study Center Application Form”. In addition to the ‘Processing Fee”, applicant ‘Institution’ is also required to pay separately for following expenses, for each member of “Study Center Committee” consisting of maximum 2 members. Single expert is allowed to work on multiple “Study Center Committee” for each group of academic programmes. All following expenses shall be paid by applicant institution, in advance before the inspection visit, directly to the Chairman of the “Study Center Committee”, against submission of necessary documents like (1) ‘Photocopy of Journey Ticket’ or ‘Estimated kilometers of Road Travel’ (2) Duly filled and signed TA / DA / IA forms for each member of the “Study Center Committee”. The Chairman of the “Study Center Committee” shall be responsible for further distribution of this amount as per the approved prevalent rules, among members of the “Study Center Committee”. • Traveling Expense: shall be paid by the applicant institution, before the inspection visit, against the ‘Photocopy of Journey Ticket’ or ‘Estimated kilometers of Road Travel’, directly to the Chairman of the “Study Center Committee”, who shall be responsible for travel arrangements. Journey shall be planned using appropriate mode of travel as given below in table, by shortest route, so as to ensure minimum expense for the applicant institution. University shall also try to combine inspection visits for multiple institutions, so that traveling expense can be shared among those institutions and thus, can be further minimized. • Local Conveyance: shall be directly arranged by the applicant institution. • Local Hospitality: shall be directly arranged by the applicant institution. Hence, all study centers are advised to properly preserve the original university receipt for ‘Study Center Deposit’. These new proposed rates, if approved, shall be applicable for new study centers only and shall not be applicable for already recognized study centers. Honorarium to Study Centre Staff Payment of the honorarium to the study centre staff shall be the joint responsibility of Study Centre Head and Programme Coordinator. University shall not be responsible for this payment. University separately pays honorarium for only examination-related activities to respective staff members at the exam centre, which may be a study centre. Rules for this are given elsewhere in this document. Except for this, for what so ever reason, university does not pay any amount directly to the study centre or any staff member at the study centre. As full time academic faculty members are expected for all MEEP study centers, following rates are applicable only for few experts hired on clock hour basis. Following table shows recommended honorarium rates for staff at study centers of these programmes. Honorarium is payable only at the end of each semester. But, as per the local needs or to improve overall quality of these programme delivery, study center may submit their application to offer extra or additional services than those minimum specified by the university. Not all study centers are required to offer any extra services. It is optional for the study centers. List of extra services and the corresponding fee component for it in the ‘Extra Services Fee (ESF)’ may change among each study center. After receipt of an application from the study center, The Director, School of Science and Technology may approve the proposal for providing extra services after necessary scrutiny and modification, if necessary. Decision of the Director, School of Science and Technology shall be final and binding on the applicant study center. University will provide detail information in the prospectus and on the web site, regarding extra services and approved ‘Extra Services Fee (ESF)’ for each study center. Students are expected to evaluate this information about each study center and opt for appropriate study center as per his/her needs. Student are free to choose even those study centers which do not charge such fee and thus, provide only minimum specified academic and student services. University shall not be responsible for monitoring or ensuring these extra services. It shall be treated as mutually agreed contract between the study center and the student. Hence, university shall not entertain any complaint regarding extra services, either from the study center or the student. Students are allowed to change study center during each admission to next semester. Study center may able to provide much better quality academic services to the students as per their needs. This component shall be compulsory for MEEP. In addition to ‘Extra Services Fee (ESF)’ mentioned below, each MEEP student shall be required to pay extra amounts to the prescribed contractor for hostel mess charges and one time uniform charges. Each year, after submission from each study center about their prescribed amounts for yearly hostel mess charges and one time uniform charges, YCMOU shall publish approved charges for each study center on the its website. Important Information about SCF and LD Students should note following important information about maximum “Study Centre Fee (SCF)” and “Library Deposit (LD)”: • Every enrolled student shall have to pay both fees, that is, “University Fee” and “Study Centre Fee”. • The university shall not accept any liability for any financial expenses incurred by either study centre or student, on any “Studio” or “Project Work” course of these programmes. • Study centers are allowed to collect the specified “Study Centre Fee (SCF)”, approved ‘Extra Services Fee (ESF)’ and “Library Deposit (LD)” for each course or semester only after university confirms admission for it. • Study centers are not allowed to collect any extra amount other than specified “Study Centre Fee (SCF)”, approved ‘Extra Services Fee (ESF)’ and “Library Deposit (LD)”. • Students are advised to pay same amounts which are mentioned in prospectus, towards the payment of “Study Centre Fee”, approved ‘Extra Services Fee (ESF)’ and “Library Deposit (LD)” against proper receipt only. • Study center receipts shall be only for same specified amounts of “Study Centre Fee (SCF)”, approved ‘Extra Services Fee (ESF)’ and “Library Deposit (LD)”for a single semester. • University will not be responsible if student pays more or study centre receives less than, the amount mentioned in prospectus for “Study Centre Fee (SCF)”, approved ‘Extra Services Fee (ESF)’ and “Library Deposit (LD)”. • Study centre will collect “Study Centre Fee”, approved ‘Extra Services Fee (ESF)’ and “Library Deposit (LD)” against their own receipt and will maintain its records of receipt. Respective study center is responsible for refund of “Library Deposit (LD)” when due. Rules of Refund • • • • • University Fee (UF) will be refunded only if a student is not eligible for the admission or the study centre preferred by the student is not sanctioned by the University. For any other reason, university will not refund any part of “University Fee (UF)” to any student. For what so ever reason, study centre will not refund any part of “Study Centre Fee” to any student. The university may issue “Credit Note” to respective student, for sanctioned financial assistance under “Partial Free-ship Scheme” or “Vidyarthi Sahya Nidhi” or any other Scholarship scheme. A student may use these credit notes for part or full (as applicable) payment of only University Fee (UF) for the next semester. When a student successfully completes the programme or when he does not want to continue programme, he should surrender original Credit Notes (if any), back to university. University shall refund in full, the amount mentioned there in, by crossed cheque. Communication through SC A student has to send his payment along with admission form through the study centre. The study centre will provide the receipt of DD for forwarding to the university, to the student when student deposit ‘Application Form’ with DD. University will dispatch a proper receipt of this payment in due course of time. Student Responsibility A student should properly preserve photocopies of all correspondence, Admission Forms, Demand Drafts, Exam Forms and university or Study Centre fee or credit notes receipts in a single file until successful completion of the programme. Student Support Partial Free-ship Scheme Many industries, individuals and organizations have donated generous amounts to university, for providing limited economic assistance to students from economically weaker sections and having good academic performance in the past. A limited number of students, depending on merit, may be given financial assistance, under “Partial Free-ship Scheme”. “Partial Free-ship Application Forms” are available at the web site for the students. Garib Vidyarthi Sahya Nidhi University has constituted ‘Garib Vidyarthi Sahya Nidhi ( (’ to provide limited financial assistance for ‘University Fee’ to selected few poor, prisoner, blind or famine affected students. Eligible students must submit the completed application form of ‘Garib Vidyarthi Sahya Nidhi’ along with supporting documents. This form shall be available in PDF format on the university web site. Student should submit the completed application form to ‘The Regional Director’ of respective region of this university, through the study center, within two weeks from admission confirmation. Scholarships ‘South Asian Foundation Madanjeet Singh Scholarships’ are being offered to young men and women who have been selected for admission to a Postgraduate or Vocational Training Programme of open universities through the distance learning programme. Starting from 2004, SAF has proposed to fund 10,000 scholarships in higher education and vocational training for marginalized students with social and economic disadvantages. YCMOU students are eligible to apply for these scholarships. To make higher education accessible to socially and economically disadvantaged students, the scholarships are available to only selected bright young men and women. Each scholarship will be Rupee equivalent of US$ 100-300 per annum (approximately Rs.4,500 to 13,500/- Indian Rupees). Eligible students must submit the completed application form, which is available at http://www.southasiafoundation.org/saf/scholarships/, along with supporting documents to the ‘SAF Madanjeet Singh Scholarship Coordinator’ of this university within two weeks from admission confirmation. Verification of Marks The University does not undertake revaluation of answer scripts / sheets of any course. Only verification of marks is allowed on submission of an application form for the same, which will be available at the university web site. Such duly filled form should be sent directly to the Examination Section of University within a maximum period of 30 days from the date of declaration of result. “Form and Verification Fee” against the verification of marks, for each course will be • Rs 100/- (Rs Fifty Only) for the Indian student at study center within India or • US $ 25.00 (Twenty Five US Dollars Only) for the foreign students or at study center outside India. ‘Form and verification Fee’ are payable only at the time of submission of the form. Minimum 2 posts for each credit point in a semester, each of 4-5 A4 size pages, shall be essential for payment of honorarium. The honorarium paid to the “Online Counselor” shall be exclusive of the cost incurred towards the usage of his/her computer system, phone and Internet account. Thus, in addition to the honorarium, he/she shall be reimbursed with the fixed amount of Rs 5,000/- (Rs Five Thousand only) for ‘a course in a semester’, against these expenses. In addition to the regular salary, honorarium for ‘Online Counseling’ is payable, even to the full time employed academic staff members of the university.
