1. About the University
The Yashwantrao Chavan Maharashtra Open University (YCMOU) was set up in July1989 by
Act XX (1989) of the Maharashtra State Legislature. The degree/diploma of this University is
treated as equivalent to the degree/diploma of any other university for the purpose of
employment in government and semi-government establishments.
One of the major goals of the University is to create, preserve and disseminate knowledge to its
learners and the masses and thus become a ‘Mass-Varsity’. The emphasis, throughout, is on
developing educational programmes which qualify a person to get a better job, to start earning on
his own or help a working person to improve her/his career. Providing education through
classroom-based system is expensive, rigid and puts time constraints on the learners.
Technology based education of YCMOU provides the following benefits:




It has outreach to the masses.
It is flexible: ‘learn anywhere and anytime and as per your pace and style of learning’.
2. Educational Collaboration
Yashwantrao Chavan Maharashtra Open University (YCMOU) in collaboration with
Maharashtra Knowledge Corporation Limited (MKCL) is launching innovative degree programs.
This degree program is a Role Based degree program, which is implemented in the real-life work
environment of the industry.
3. About the School of Computer Science
The School of Computer Science is one of the eight schools of studies located at the headquarters
of the University. Through its quality policy, the School aims to enhance and sustain excellence
of its educational programmes. It has a vision to create computer literacy by taking computer
education to the masses. The School envisages to:
 Develop degree, postgraduate and research level computer programmes for creating
professional manpower required by the IT industries.
 Develop need-based and job-oriented short-term computer programmes to meet the huge
demand of IT skilled manpower in business and industry.
 Ensure relevance of programmes by updating the curriculum dynamically.
 Provide e-Learning support to its students.
 Establish tie-ups with industries and other educational institutions to share experience
and knowledge.

Carry out research in multimedia, virtual reality, fuzzy logic, neural networks etc. that
will help in developing new methods, tools and techniques useful for computer education
and applications.
The School imparts computer education through its Authorized Study Centres.
4. About MKCL and MKCL Finishing Schools
Maharashtra Knowledge Corporation Limited (MKCL) isa Public Limited Company
promoted by the Department of Higher and Technical Education, Government of
Maharashtra, India in 2001 to create new paradigm in education and development through
universalization and integration of Information Technology in teaching, learning and educational
management processes in particular and socio-economic transformative processes in general.
MKCL, through its program: MKCL Finishing Schools (MFS) is offering a series of Role
Based distance education degree and post-graduate degree programs in different sectors, in
collaboration with YCMOU.
This degree program is in form of eLearning supported Work Lab wherein the students get an
intensive exposure, expertise and experience practical skills under the guidance of mentor.
It’s an innovative learning through working paradigm through an attempt to seek a blend of the
work environment and learning environment.
5. Need of the Role based Degree Program
The services sector has been a major and vital force steadily driving the growth in the Indian
economy for more than a decade. It covers a wide range of activities, from the most sophisticated
information technology (IT) to simple services provided by the unorganized sector, such as the
services of the barber and plumber. National Accounts classification of the services sector
incorporates trade, hotels, and restaurants; transport, storage, and communication; financing,
insurance, real estate, and business services; and community, social, and personal services.
Emergence of service sector on a large scale has resulted into new opportunities of employment
with new roles and new skills and knowledge.
It is therefore, essential to have a comprehensive educational program to empower new
generation with skills and knowledge necessary to grab huge opportunities of employment in
service sector.
Students desirous to join service sector are primarily the target audience of the program. Also,
students who need to earn while they learn, will opt for this program because of the unique

methodology of the program, where students will get real-life workplace experience and learn
simultaneously through eLearning support.
Degree program being offered by YCMOU in collaboration with MKCL in Services
Administration is going to be a boon for students; aspiring a career in service sector.
6. Study Centre@Workplace
Study Center @Workplace (SC@WP) is the industry Work Lab provided by industry partners of
MKCL and authorized by YCMOU as SC@WP. Students are expected to perform Practicals at
the Work Lab by getting involved in real-life work that will be allocated to them as a part of
three years degree program by respective Industry Partner.

Students based on his/her performance in the Practicalsat the Work Lab (at SC@WP) and
eLearning assignments at SC@WP shall earn Work and Knowledge Credits respectively.


Work Lab in form of Real-life work environment (every day, normally for 8 hours)
eLearning environment (every day)
Mentoring (interactions with mentor)


7. Duration
B.Ain ServicesAdministration programme is of 3 years duration. The student should complete
it within a maximum period of 5 years. A student who fails to complete it within 5 years will be
required to re-register for the programme.
8. Eligibility and documents to be attached along with admission form
At present there is no provision in the University to admit international students.
8.1Eligibility:
The student should have passed
 12th standard of HSCBoard of Maharashtra or Equivalent
OR

3-year Diploma of Board of Technical Examination or equivalent (other than computer
and Information technology)

IT literacy skills / MS-CIT preferable

Selection Criteria by Industry Partner:
Since students will performPractical in the Work Lab of industry partner, please note the
following:

Students will be offered a WorkLab in form of a real life workplace by the industry
partner companies for three years during the programme.In addition to above mentioned
eligibility conditions; respective industry partner may enforce some selection criteria
(additional qualifications) to select the students in their industry and it will be mandatory
for the student to abide them. Selection process shall be made available on the website:


3 year diploma holders are not eligible to get Direct Admission to Second Year of this
degree program as the student has to work for full 3 years.
8.2 Documents to be attached along with the Admission Form of the student

In case of Student’s Name Change, name change can be accepted only if the Gazette
copy is provided by the student at the very first time of admission at the Study Centre at
the time of admission. Later sending the documents by post, courier etc. will not be
accepted.
9. Language of Instruction
The medium of instruction of all the programmes is in English. Study Material of the
programmes is in English. The medium of examination will be English. However, the
Coordinator, Instructor, Mentor or Counselor may use English /Marathi /Any other language to
help the students understand the subject well. Also medium of communication required at the
WorkLab may be English/Marathi/Any other language as per the requirement of the respective
industry partner.

10. Educational Network for Programme Delivery
The University has its headquarters in Nashik. Keeping in line with its vision of taking education
to every doorstep, the University takes care to provide its academic programmes to the students
located in different parts of Maharashtra State.For this the University has established 10
Regional Centres and established the network of authorized Study Centres in Maharashtra. The
University is not merely an examining body but it takes full responsibility for the entire teaching
learning activity and evaluation of students. The University implements this programme in
collaboration with MKCL. Industry partners are identified and students are placed in industry to
perform practical in real life work environment and acquire skills by practice, gain experience
and knowledge of world of work.
11. Teaching Learning Methodology
11.1. Academic model and Learning environment

11.2. AcademicProcess




Learners are enrolled for the three year degree programme through selection process and are
allotted a Work Lab made available by the industry partner for three years. Work Lab is
allotted as per the selection criteria set by the industry at the time of admission.
Learners work at the Work Lab i.e. Performpracticals by completing the allotted tasks, and
interact with teammates, seniors and get involved in their work.
Before and after the Work Lab hours, Learners access MKCL’s eLearning framework for
Theory component of the degree program. i.e. to
o Learn by exploring global and best practices followed for specific profession and
respective role
o Appreciate, analyze, synthesize, and evaluate real-life case studies developed by experts
o Derive theory out of skills practiced at the workplace
o Actively participate by posting and answering questions on eWorkForum – platform for
sharing work situations and challenges
Learners interact with mentors through online platform every day and meet him/her in a
week-end session for
o reflections on deriving meaning and value out of daily actions at workplace
o discussions around actions and reflections, group activities and assessments

11.3. Life of a Student
Learners enrolled for this Degree Program experience a life full of challenges. These challenges
are in form of
- Everyday tasks allotted at the Work Lab as well as
- Scenario based challenges through eLearning
A typical day in the life of a Learner shall involve combination of following activities in
general:

11.4. Study Material
Student will get access to eLearning platform MKCL’s ERA (eLearning Revolution for
All). Study Material available through MKCL’s ERA includessituation based content for
learning theoretical concepts, detailed elaboration, examples, real-life case studies and exercises.
Specially designed scenarios and situation based eLearning content makes students journey of
learning joyful. The system enforce student to go through all the modules step by step.
12. Role of the Industry
Industry Partners of MKCL Finishing Schools (MFS) play an important role in the
overall Learning Process of a Learner. Key areas of the contribution of Industry are as follows:
 Providing Work Lab
Learners are expected to complete Practicals in the Work Lab provided by the industry.
o While the Learners are enrolled for the Degree program, she/he will also be allotted a Work
Lab, being provided by Industry Partners associated with MKCL.
o Learners will get accommodated in routine work environment of the Industry and are
expected to work as per the norms of respective Industry Partner.

Thus, the Industry will provide real workplace as a Work Lab for the Learners to complete
the Practical’s of the degree program.
 Award of Work Credits
Industry also contributes to the Degree by awarding Work credits to the Learners.
o Work Credits are based on performance of Learners at the Work Lab. Monthly performance
ratings given by the appraisers at the workplace shall get consolidated monthly for the award
of Work Credits.
o
 Mentoring by Industry Professionals
In addition to providing Work Lab and award of Work Credits, Industry also contributes to
the programme by mentoring the Learners.
o Industry Professionals will be appointed as Mentors so as to guide Learners to derive theory
out of practice at the Work Lab. Mentors offer a ‘human touch’ in the overall learning
process of the Learners.
o
13. Programme Structure for B.A in Services Administration: G30
The 3-year B.A in Services Administration programme has 6 semesters. Each Semester has 5

15. Admission Process: How to Seek Admission
The students interested in pursuing this degree program can take admission to first year of
B.A. in Services Administration. The admission process is divided into two phase. In first
phase is student selection process and second phase is registration of selected student on
university portal.
15.1. Student selection process
1. Selection of a student is made by MKCL in collaboration with Study Centers @ Workplace.
2. Detailed process is published on the website: www.mkcl.org/mfs. Student should follow the
Step by step process as per the instruction given.
3. Please note that admission form sent directly to the University will NOT be accepted.
4. Please refer FAQs section on www.mkcl.org/mfs to go through frequently asked questions in
this regard.

15.2. Online registration on University Portal
(To understand the admission process in detailed see the presentation given on website

Click on “Presentation” tab given on top of the home page
Download presentation attached to “Online Admission” option
Go through the presentation carefully
Before filling online application form; carry scanned copies of all the required
documents. (For e.g. latest Photograph, Signature, all the required qualifying mark sheets,
Eligibility documents etc. and all the other documents prompted by the system at the time
of filling the online application form.)
Visit the University portal and click on “Online Application for Admission” link
On “Registration Information” screen, already registered students should select first
option and entered their 16 digit PRN. Whereas new student should select 2nd option and
proceed.
Fill the registration form displayed on screen.
After successful registration of the student, he/she will receive the system generated User
Id and one time password on his/her registered mobile number and Email id.
It is mandatory to change the system generated password. After changing the password;
Student should login to the system with the help of user id and new password.
Fill in the online application form completely (All the 6 steps).
The student will then sign on the declaration to this effect by clicking on “ACCEPT”
button on the online application form.
After completing all steps student has to select the programme for which he/she is
eligible to take admission and then click on “Apply Now” link given in-front of
programme name.
After selection of programme select the Study Centre name from list and click on
“Select” option.
Upload all the necessary documents on proper placeholder.
After successfully filling the online application form, student will receive the Form
Number. Carefully note down the Form number as it is unique for each application
form.
Once student received the Form No, he/she has to visit the study center. At the time of
visiting the study center please carry all required original documents as well as Form
Number. (It is not mandatory to take a print out of application form.)
Study center coordinator will verify the student’s eligibility through his login and
approve the eligible student’s application form.
Non eligible students need to login again and complete all requirements.

Eligible Student will get the printed copy of “Study Center Eligibility Certificate” from
the study center coordinator. It will be helpful to open an account in Central Bank of
India, (If required) candidate will have to carry all the necessary documents along with
“Study Center Eligibility Certificate” received from study center coordinator. The
candidate will fulfill all the required processes for this purpose including the KYC forms.
Eligible student should Login to the university portal and click on “Application Status”
option.
For making online payment click on “make a payment “option.
The candidate will have three options to pay the amount of fees: (a) internet banking (b)
using debit card and (c) using credit card.
Select the appropriate option and make payment of only university fee share (UPF)
through payment gateway. The candidate will get the online receipt of payment on his
email and on-screen dialog.
Note –Once admission taken will NOT be cancelled and Fees will NOT be refunded
under any circumstances.
15.3. Changing the Study Centre at Workplace
1. The Student once registered, cannot change the Study Center @ Workplace in-between the
degree program under any circumstances. Please refer Admission Process to understand
Study Center@ Workplace allocation in detail.
2. In case University discontinues a StudyCenter@Workplace, i.e. Work Lab, students shall be
transferred to other Work Lab as per the rules stipulated by the University at that time and it
will be binding for the student.
15.4. Cancellation of registration:
In following cases the registration for the degree program shall get cancelled and the student
will have to re-register for the program:
 In case the student fails to join the StudyCenter@Workplace (i.e. Industry Partner Work
Lab) on stipulated date and time OR
 In case s/he remains absent or is absconding for a period beyond consideration as per the
policies of respective StudyCenter@Workplace (i.e. Industry Partner Work Lab) OR
 In case her/his performance at the StudyCenter@Workplace i.e. Work Lab is not
satisfactory and therefore s/he has not been able to earn the work ratings necessary for the
award of degree OR
 In case of non-performance s/he gets terminated at the Work Lab before completion of 3
years OR
 Not having necessary eligibility qualification.
 Any other reason as per University norms stipulated for this program from time to time

15.5. Re-registration
1. The registration to the degree programme: B.A. in Services Administration shall be valid
for a period of 5 years including the year of registering for the first year. The student
should complete B.A. in Services Administration successfully within the valid period.
2. If student fails to complete the programme within period of 5 years he should re-register
i.e. take fresh admission to the programme by paying program fees and provided the
same program is offered by the university at that time.
3. All the rules and regulations, which exist at the time of re-registration, will apply to the
student.
16. Evaluation: Credits and Grades
16.1 Evaluation pattern
A continuous comprehensive evaluation methodology is followed for B.A. in Services Administration
degree program in order to avoid severe asymmetry between short duration examinations and long
learning period.
Combination of the following components is used for evaluation:

Continuous Comprehensive Assessment :Continuous Comprehensiveassessment will be of
two types:
Practical: Work Based Assessment which will carry 10 marks
Theory: Knowledge Based Assessment which will also carry 10 marks
(Student has to get minimum 8 marks out of 20 marks for passing)

Term End Examination: Term End Examinationwill be of Theory: Knowledge Based
Assessment which will carry 80 marks
(Student has to get minimum 32 marks out of 80 marks for passing this component).

Passing in a Course: Passing criteria for each assessment type for each assessment method
and for each course shall be minimum 40% marks. i.e. It is required to score minimum 40%
marks for passing in work based assessment at the Work Lab and knowledge based
eAssessments through eLearning.The evaluation of a course shall be done according to the
performance of students in the respective components.
16.2 Assessment Methodology
A continuous comprehensive evaluation methodology is followed for MFS courses in order to
avoid severe asymmetry between short duration examinations and long learning period.

Learners will earn ‘work credits’ by completing Practicals at the Work Lab in the industry,
which are based on the norms stipulated by industry.
Learners will earn ‘knowledge credits’ by studying theory by accessing eLearning resources
and solving eAssessments
Attitude development, ethical values and cultural dimensions, wholesome personality
development are considered for the award of ‘culture credits’

Work credits + Knowledge credits + Culture credits, shall lead to award of degree by
university.

While the registration to the program is valid for 5 years, the duration of the Work Lab at the
StudyCenter@Workplace shall be 3 years only. This means that the student registered for this degree
program will have to earn work credits necessary for the degree by performing practicals at the
StudyCenter@Workplace.

In case student fails to earn knowledge credits within a span of 3 years she/he can appear for
knowledge based assessments after 3 years but before expiry of her/his registration period i.e.
5 years.In such case she /he will not be able to perform Practical’s at the
StudyCenter@Workplace i.e. Work Lab and also shall not be entitled to get any kind of
Scholarship during that period.

Assessment in the last month of a particular semester shall be equivalent to ‘term end’
examination and shall be termed as University Assessment. Questions based on the
practical’sdone and knowledge gained by a student during the first 5 months of the semester
shall be included in the assessment of 6th month, i.e. last month of the semester.
16.3 Award of Class

The class of certificate, diploma and degree programmes shall be given according to the
following table. The class of the degree will be awarded based on the marks obtained in the
courses of semester IV and V.

16.4 Credit Pattern
YCMOU has accepted a modular programme structure. Every YCMOU programme is
characterized by the number of credit points. One credit point denotes around 35 to 40 hours of
study which includes self-study, practicals and counseling. Thus for a programme of 4 credit
points, the student has to put in 120 to 160 hours of study work.

Subject: Recognition of Degrees awarded by Open Universities.
Sir/Madam,
There are a number of open Universities in the country offering various degrees/diploma through the mode of
non-formal education. The Open Universities have been established in the country by an Act of
Parliament or State Legislature in accordance with the provisions contained in Section 2(f) of University
Grants Commission Act, 1956. These universities are, therefore, empowered to award degrees in terms
of Section 22(1) of the UGC Act, 1956.
A circular was earlier issued vide UGC letter N.F.I-8/92(CPP) dated February, 1992 mentioning that the
Certificate, Diplomas and Degrees awarded by Indira Gandhi National Open University are to be treated
equivalent to the corresponding awards of the Universities in the country.
Attention is further invited to UGC circular No.Fl-25/93(CPP-II) dated 28th July, 1993 (copy
enclosed) for recognition of degrees and diplomas as well as transfer of credit for courses successfully
completed by students between the two types of universities so that the mobility of students from Open
University stream to traditional Universities is ensured without any difficulty.
The UGC has specified the nomenclature of degrees under Section 22(3) of the UGC Act, 1956 to ensure
mandatory requirements viz. minimum essential academic inputs required for awarding such degrees. A copy
of Gazette Notification regarding specification of degrees issued vides No.l-52/97(CPP-II) dated 31st January
2004 is enclosed. The details are also given in UGC Web site: www.ugc.ac.in
May, I therefore request you to treat the Degrees / Diploma / Certificates awarded by the
Open Universities in conformity with the UGC notification on Specification of Degrees as
equivalent to the corresponding awards of the traditional Universities in the country.
