Government of Maharashtra Directorate of Higher Education, Maharashtra State (Statistics Division) Proposal for Development of Comprehensive Management Information System (MIS) of Higher Education What is Management information system (MIS) A management information system (MIS) is a system that provides information needed to manage organizations effectively. Management information systems are regarded to be a subset of the overall internal controls procedures in a Organizational System, which cover the application of people, documents, technologies, and procedures used by management Authorities to solve System problems such as in educational planning, policymaking and evaluation strategies. Initially in Govt. organizations, internal reporting was made manually and only periodically, as a by-product of the accounting system and with some additional statistic(s), and gave limited and delayed information on management performance. Previously, data had to be separated individually by the people as per the requirement and necessity of the organization. Later, data was distinguished from information, and so instead of the collection of mass of data, important and to the point data that is needed by the organization was stored. Earlier, computers were mostly used for relatively simple operations ( e.g. payroll data ) often without much detail. Over time, these applications became more complex and began to store increasing amount of information while also interlinking with previously separate information systems. As more and more data was stored and linked man began to analyze this information into further detail, creating entire management reports from the raw, stored data. The term "MIS" arose to describe these kinds of applications, which were developed to provide the Govt. authorities with data that would help in managing the Organization. Today, the term is used broadly in a number of contexts and includes decision support systems, Organizations Resource Planning, and database retrieval applications. An 'MIS' is a planned system of the collection, processing, storage and dissemination of data in the form of information needed to carry out the management functions. In a way, it is a documented report of the activities that were planned and executed. The successful MIS must support for reports based upon performance analysis in areas critical to that plan, with feedback loops that allow for titivation of every aspect. In effect, MIS must not only indicate how things are going, but why they are not going as well as planned where that is the case. Overview :Higher Education is of vital importance for the country, as it is a powerful tool to build knowledge – based society of the 21st century. With the growing size and diversity of the higher education sector particularly in terms of courses, management and geographical coverage, it has become necessary to develop a sound database on higher education. Presently there exists two parallel systems at central Govt. level for collection of data on higher education, one by MoHRD and other by UGC. MoHRD asks information to this office on qualitative and quantitative aspects of education to meet the needs of educational planning, policymaking and evaluation. Directorate of Higher Education depends on the Universities and Institutions who are providing Higher Education in the state of Maharashtra (The list of Universities/ Institutions which are providing higher education in the state of Maharashtra is given herewith in Annexure-1). It is seen from the list that there exists a large number of sectors in higher education e.g. collegiate education, technical education, medical education, Agriculture and Fishery etc., which are under various departments in the state. Directorate of Higher Education is incapable to collect the data from all above said sectors because different institutions are governed by different departments of state and many of them do not respond. The University Grants Commission (UGC) being a nodal/apex body for coordinating and maintaining standard of Higher Education is responsible, inter alia, entrusted with the task of collection, compilation, consolidation and to brings out publications on various parameters such as enrolment, teaching staff, examination result, etc. of Higher Education statistics. Directorate of Higher Education is collecting information from Universities and colleges every year by way of sending pre-devised forms/formats on various parameters of Higher Education. This office has to address so many institutions of Higher Education every year to collect the basic statistics from source institutions. With the exponential increase in no. of Higher Education Institutions and the present system of collection of data, the response rate of furnishing the data is very low particularly from colleges. Necessity to Develop Comprehensive Management Information System (MIS) of Higher Education :It is clear from the present position that, many institutions are left out of the coverage in the data collection by Directorate of Higher Education. Information about the present spread and size of the higher education system is not available. As a result, Gross Enrollment Ratio (GER), which is being calculated on the basis of available data, does not reflect the correct picture of Educational development of the State. So it is essential to develop Comprehensive Management Information System of Higher education.
