University of Wisconsin-Stout Policy Segregated Fee Assessment Policy No. 86-45 Date: 4/16/99 Revised: 7/7/2000 Revised: 9/19/2011 1.0 INTRODUCTION University of Wisconsin System policy requires all students be assessed a segregated university fee along with their instructional fee and tuition charges. Segregated fees support special services, programs, and facilities that contribute to the mission of the university but which are not eligible for regular budgetary support. Segregated fees consist of two portions: an allocatable fee that supports various student activities and programs, and a non-allocatable fee that supports student health services or facilities such as the Memorial Student Center. Each university is authorized to administer its own segregated university fee under basic policies set forth in Wisconsin Statutes Section 36.09 (3) and (5), UW System Financial Policy and Procedure Paper (FPPP) #50, and various biennial budget policy papers. 2.0 DEFINITIONS 2.1 Customized instruction/courses/programs – specially designed instruction, courses, and programs involving alternative delivery methods for specific student populations. Customized courses and programs are not intended for regular, residential, or on-campus students. Customized courses and programs are commonly delivered online, after hours, or off campus. 2.2 Off-campus instruction – face-to-face instruction delivered off campus, in which the class is directed at a student population that is not expected to come to campus for more than one meeting. 2.3 Differential tuition – an additional tuition amount (i.e., added to the base tuition level set by the Board of Regents) charged to specific student populations based on market rates to cover the costs of alternative delivery, supplemental services, and specialized programming. 2.6 Distance education – a class in which teacher and students are separated by physical distance. Student-teacher interactions occur and course materials are delivered in either an asynchronous mode or a synchronous mode over a wide spectrum of existing and evolving media. 2.4 Online class – a subcategory of distance education where instruction is delivered through online modalities, without face-to-face classroom instruction. 2.5 Hybrid class – a class with instruction involving both face-to-face sessions and online sessions. 3.0 STATEMENT OF POLICY It is the policy of the University of Wisconsin-Stout to assess segregated fees to all enrolled students, regardless of the number of credits a student takes in a term or the type or level of the credits. Exceptions to this policy are specified in section 5.0. Assessment of segregated fees will be administered through separate fee schedules developed for undergraduate and graduate-level credits. In each fee schedule, segregated fees are calculated on a per credit basis. 4.0 POLICY IMPLEMENTATION 4.1 The graduate and undergraduate segregated fee schedules, developed annually, will each assess a single segregated fee. The single fee shall be the sum of the amounts needed for the activities, services, and facilities supported by segregated fees. The services and facilities may include, but are not limited to, the student center, student health, athletics, student activities, and textbook rental. An annual budget, approved by the chancellor, must be developed for each function supported by segregated fees. 4.2 Segregated fee collections will be distributed to the appropriate accounts as identified in the budget process. 4.3 The official schedules of undergraduate and graduate tuition and segregated fees for each academic term are available in the Office of Student Business Services. University publications that refer to segregated fee rates should speak of the aggregated fee. 4.4 Each fee schedule will show segregated fee costs based on the total number of credits carried in a term. Terms are defined as Fall semester, Spring semester, WinTerM, and Summer—with Summer covering the period ranging from the end of the Spring term to the start of the Fall term. 4.5 Students participating in cooperative education programs, internships, student teaching, or any other program not specifically excluded in section 5.0 will pay the same fees per credit as those students attending classes on campus. 4.6 Extramurally funded tuition from contracts or grants must provide for segregated fees based on UW System FPPP #22. If tuition is waived on the basis that all costs associated with the course are totally covered by the grant or other extramural funding source, provisions must be made to cover the segregated fees. 5.0 WAIVERS Because segregated fees are the sole funding source for the programs they support, exceptions will be restricted to the following situations: 5.1 Segregated fees may be waived for specialized student populations in which differential tuition rates are charged to support customized programs. 5.1.1 Customized academic programs may be assessed fees at the program level to support segregated fee-funded facilities, services, and activities if a significant percentage of the program’s student population is determined to utilize such facilities, services, and activities. 5.1.2 Segregated fees may be waived for specific course sections taken by students who do not have access to segregated fee-funded facilities, services, and activities with permission of the UW-Stout Course Fee Committee or an authorized representative by using the Request for Fee Waiver form. Examples of sections that may be waived include sections of off-campus courses and study abroad courses. 5.2 Segregated fees, with the exception of the textbook rental fee, will be reimbursed for employerauthorized coursework taken by eligible UW-Stout faculty and staff to improve performance. Authorized coursework and eligibility are defined in UW System Unclassified Personnel Guidelines #8 and General Administrative Policy Paper #25. 5.3 The textbook rental fee may be waived for specific sections of courses with permission of the manager of Instructional Resource Services and the approval of the Course Fee Committee or an authorized representative by using the Request for Fee Waiver form. Examples of sections that may be waived include sections of off-campus courses, distance education courses, and study abroad courses. 5.4 Students who are not in degree-seeking programs and who are auditing courses may have their segregated fees waived on a case-by-case basis. If segregated fees are not paid, auditing students may only access the library and non-segregated fee funded activities of the student union.
