University of Wisconsin-Stout Policy Policy No. 85-43 rev. Date: 4/14/86 NAMING OF FACILITIES AT UW-STOUT 1.0 RATIONALE It is a long-standing practice in higher education to place the names of distinguished individuals on facilities as a means of recognizing their accomplishments and of providing suitable memorials as well. UW-Stout has named numerous facilities in honor of individuals who have played important roles in the development of the University. Examples include Bowman Hall, Harvey Hall, Fryklund Hall and Jarvis Hall. Memorials have also been designated for special uses or areas such as the Rimel Counseling Lab and the Good Physics Laboratory. As the Stout campus and the list of individuals for whom facilities might be named grow, a policy is needed that assures fair and equitable treatment of all individuals in considering suitable memorials for them. Emotional or popular movement to designate a facility must not overshadow responsible consideration of all eligible individuals for all facilities. 2.0 POLICY It is the policy of the University of Wisconsin-Stout to provide suitable memorials for the distinguished friends of the University who have contributed to its development and to treat all individuals as equitably as possible in achieving this goal. 2.1 Designating Official All designations of facilities at Stout will be made by its Chancellor. All nominations should be directed to the Chancellor's attention. The Chancellor shall refer those nominations to the Memorials and Honors Committee for its consideration and recommendation for action. After receiving the committee's recommendation, the Chancellor is responsible for making a decision to designate appropriate recognition for a named facility. If necessary, the Board of Regents will be consulted. 2.2 Eligible Individuals The following categories of individuals are eligible to be recognized through named facilities at UW-Stout: students, academic staff, classified personnel, faculty members, administrators, alumni, business and industrial leaders, community leaders, national leaders, state officials (elected, appointed or employed), and financial contributors. An individual becomes eligible for a named facility designation one year after that individual's retirement from Stout or one year after the individual's death. Exceptions to this rule shall be with concurrence of both the Chancellor and a majority of the Memorials and Honors Committee. It has been the general practice of the Board of Regents not to name buildings for living individuals, although there is no written policy with such a restriction. 2.3 Eligible Facilities Examples of facilities which may be named for individuals include: a complete building, the wing of a building, laboratory, foyer, outside area, foodservice area, park, sculpture, or other piece of art, walkway, trees, pool or fountain, recreation facility, lounge, reading room, library, conference or meeting room, auditorium, an area of campus, gallery, theater, office, classroom or a complex of related offices or classrooms. 3.0 QUALIFICATIONS OF INDIVIDUALS NOMINATED Nominations for facility designation are evaluated on a variety of criteria, including the following: o o o o o o o o Service to the University Service to Stout faculty and staff Service to Stout students Service to professional organizations Service to the community Leadership positions Outstanding accomplishments in a career Significant financial contributions or bequests to Stout (at least 51% of the cost of a facility is a necessary gift for naming purposes) 4.0 NOMINATION PROCEDURE Any individual or group may nominate a person for a named memorial. Nominations should be directed to the Chancellor of UW-Stout. 5.0 PROCEDURES FOR CHANGE OR REMOVAL OF FACILITY NAME Despite the care and consideration given to naming a facility, circumstances occasionally suggest that the name of the facility be changed. If the functions within a facility change, making its name no longer appropriate, special consideration should be given to moving the name to suitable space in the same building or to another building. Changing a facility's name is a serious step and requires the same careful review procedure followed in naming a facility. An individual or group proposing the change or removal of a name shall first present a written rationale to the Chancellor, who shall refer it to the Memorials and Honors Committee. The Memorials and Honors Committee shall discuss the proposal and recommend an action to the Chancellor. The Chancellor shall consider the recommendation, consult the Board of Regents, if necessary, and make a decision which shall be final. 6.0 COMMITTEE PROCEDURE The Memorials and Honors Committee will be responsible for the initial consideration of nominees and name changes. In an effort to gain the broadest possible information, the committee will seek recommendations, where appropriate, from the nominated individual's immediate supervisor, department chair, dean, students, and building supervisor of the facility in question. The committee also will take into consideration regulations of the UW System Board of Regents. The committee will examine all available information and will recommend action to the Chancellor.
