Sept. 18, 2015 The budget that appears to be headed to the Governor for final approval is still being analyzed in detail by Financial staff at the NC Department of Public instruction, but some of the key elements include: * the extension of Read to Achieve summer reading camps to first and second graders along with funding to assist with this; * beginning teacher pay increases to bring the starting pay to $35,000 annually and $750 one-time pay bonuses for other teachers and employees; * funding of teacher assistants but less flexibility in shifting teacher assistant funding into teacher positions. As we continue to dig into the budget details, we will let you know of more specifics. A budget comparison document is online under What’s New. As you learned via email on Wednesday, we have decided to hold the release of the School Report Cards until December when all data will be available and displayed in the School Report Cards. Certain key data, including teacher and principal quality measures and other academic indicators, will not be available for the release initially scheduled for Oct. 15. By delaying, we will be able to provide a more complete picture of school quality with just one release. Multi-Tiered System of Support (MTSS) Update: Integrated Academic and Behavior Systems A principal who attended a recent MTSS professional development session provided by the NC MTSS team said, “I like the comprehensive approach of MTSS - (it) keeps the focus on all students and all aspects of education.” This is just one of many examples how MTSS is designed to support the needs of all staff to support all students. It also supports the NCDPI mission statement “...DPI will support LEAs to implement a MultiTiered System of Support by providing professional development, coaching and technical assistance, research and evaluation, and communication and visibility that results in college and career readiness for ALL students.” Visionary administrators in every district, charter school and state-operated program across the state are critical to developing the school-wide capacity and infrastructure required in order to implement and sustain MTSS. Development of this capacity and infrastructure for implementation will need to include ongoing professional development and coaching with an emphasis on data-based problem solving and multi-tiered instruction and intervention. The NCDPI statewide rollout plan will assist every LEA, charter school and state-operated program in building this infrastructure and capacity. School Counseling Standards Survey Deadline is Monday Just a reminder that Monday, Sept. 21, is the deadline to participate in the NCDPI survey on the School Counseling Standards. Department staff developed the survey to seek school administrator input on what staff can do to best support school administrators with effectively utilizing the school counselor professional standards and evaluation to benefit their schools through delivery of comprehensive school counseling services. The program, called the North Carolina Teacher Voice Network, requires selected teachers to develop peer networks to participate in surveys, focus groups and other activities aimed at helping teachers gain a voice in developing education policy. Hope Street has launched similar programs in multiple states with great success, and we look forward to a fruitful partnership in North Carolina. The current class of fellows will facilitate their first data collection from Sept. 21-Oct. 11, and we hope you will welcome your teachers participating. We see the fellows and the networks they develop as a valuable source of information about state education policies as they affect the classroom, including testing and perhaps the upcoming “proof of concept” pilot. Listening to our teachers is one way we can make North Carolina public schools the best choice for more than 1.5 million students across the state. Global-Ready School Intent to Apply Schools interested in applying for the Global-Ready School designation for 2015-16 need a Word version of the application form to complete and submit. Submit the Intent To Apply form and the contact person listed will receive a Word version of the current year application, along with direct updates regarding the application, resources and webinars. Receiving the Word version of the application does not obligate the school to apply. Applications will be available in the fall and will be due the first Friday of April 2016. New Classroom Assessment Items Available in Schoolnet This week as you log in to the Instructional Improvement System (Schoolnet) you may notice that there are more assessment items available in Math and English Language Arts. Staff recently purchased an additional 55,000 assessment items for classroom level use in grades K-12. The new items include multiple choice and open response items. You can find these items under the publisher name “FAIB from Certica Solutions, Inc.” when doing an advanced search in Item Central. In addition, the Northwest Evaluation Association items for Science and Social Studies also were refreshed and have been assigned a new publisher name. NCVPS Fall Enrollment Still Possible NCVPS has ended its regular registration period, but still has a number of ways it can help districts with fall enrollments. Let staff help you with those difficult student situations with its transfer program. The transfer program is not for students new to a course, but it works great for students who must go on homebound status, are suspended, move in from another school, or have any unusual or unexpected scheduling problems. Have your advisors open a ticket with the Virtual Support Center to begin the process. Transfer students must already be enrolled in the course in the traditional classroom and have a grade to transfer in with. A seat must also be available in the course, but NCVPS typically helps several hundred transfer students each semester. Register Now for the 65th Conference on Exceptional Children Registration is now open for the 65th Conference on Exceptional Children, “Graduation: The Measure of Tomorrow.” The conference will be held Nov. 19-20 at the Koury Convention Center/Sheraton Greensboro Hotel at Four Seasons, Greensboro. Pre-conference institutes will be held Nov. 18. The conference is North Carolina’s largest gathering of educational professionals and parents of children with disabilities. One middle and one high school team from each region will advance to the State Final Competition, which will be held Friday, April 15, in Raleigh.
