WESTERN ILLINOIS UNIVERSITY
HISTORY
1899 Legislation was signed which created the Western Illinois State Normal School.
1900 Macomb was chosen as the site for the Western Illinois State Normal School. Cornerstone for Sherman Hall
was laid on December 21, 1900.
1902 The school opened its doors to students. Approximately 525 students were enrolled in 14 grades during the
first year.
1903 Western Illinois State Normal School had its first graduating class, consisting of two students.
1906 Six Filipinos were registered as students, marking the beginning of international students on campus.
1911 Extension program began. This made Western the first state institution in Illinois to offer classes by
extension.
1913 Western received full accreditation as a teachers college by the North Central Association of Colleges and
Schools.
1917 A four-year collegiate program was initiated.
1918 The first baccalaureate degree was granted.
1921 Western Illinois University Normal School became Western Illinois State Teachers College. There was an
enrollment of 518 post-high school students.
1944 The graduate program was established.
1946 The first master’s degree was awarded.
1947 Western Illinois State Teachers College became Western Illinois State College. Enrollment was 1,345.
1957 Name was changed to Western Illinois University. Enrollment was 2,605.
1969 Western Illinois University became a charter member of the Quad Cities Graduate Study Center Consortium.
1973 Total enrollment at Western Illinois University reached an all-time high of 15,469.
1988 Western Illinois University’s Rock Island Regional Undergraduate Center (RIRUC) opened on the campus of
Black Hawk College in Moline with an enrollment of 59 students.
1995 Western Illinois University purchased and began renovation on the IBM building in Moline. The Rock
Island Regional Undergraduate Center (RIRUC) name was changed to the Western Illinois University
Regional Center (WIU-RC).
1997 Western Illinois University began offering classes at its newly renovated Regional Center in Moline.
1999- Western Illinois University celebrated the centennial of its charter with ceremonies which included opening
2000 of time capsules from the cornerstone of Sherman Hall. The centennial celebration concluded with a
ceremonial luncheon and placing items into and sealing the Sherman Hall time capsule.
2003 Western Illinois University receives gift of real estate from Deere and Company on the Moline river front to
expand Quad Cities facilities and create river front campus.

DEFINITIONS OF TERMS USED
ENROLLMENTS
Border County Students are students who reside in the Iowa counties of Des Moines,
Lee, Louisa, Muscatine, or Scott or the Missouri counties of Clark, Lewis, or Marion.
Headcount students is used to refer to the count of individual students enrolled for one
or more credit courses during the time period illustrated. This count is taken on the 10th
day of class.
Fiscal Year Enrollments include the summer and fall semesters of one year and the
spring semester of the following year (FY2000 includes Summer and Fall 1999 semesters
and Spring 2000 semester).
Full-Time students are undergraduates enrolled for 12 or more credit hours per semester
and graduate students enrolled for 9 or more credit hours per semester. This definition
is a classification of individual students and is based on federal guidelines.
FTE students is an abbreviation for full-time equivalent students. To calculate full-time
equivalent students, undergraduate credits are divided by 15, and graduate credits are
divided by 12.
SCH is an abbreviation for student credit hour. A student will typically earn 3 hours in
a course scheduled for 3 hours a week.
FACULTY
Faculty Staff Year is derived by taking the number of months an employee is employed
times percent appointment and divide by 12. (9 months x 100 percent = 9, 9/12 = .75 staff
year)
Full-Time Employee is an employee who has a 100 percent appointment.
Income Fund - Income generated from tuition and fees.
Part-Time Employee is an employee who has less than a 100 percent appointment.
2003 ENROLLMENT HIGHLIGHTS
On-campus headcount enrollment increased from 10,951 in 2002 to 10,996 in
2003, up 0.4 percent (Table 1). Total enrollment increased from 13,461 in 2002 to
13,469 in 2003 (up 0.1 percent). Table 2 gives the distribution of students by class level,
full-/part-time and location. Full-time enrollment increased from 10,533 in Fall 2002 to
10,651 in Fall 2003. Table 3 gives the distribution of students by sex and location of
enrollment for Fall Terms 1999-2003. Figures 1a and 1b show enrollment by location
for Fall 1999, 2001 and 2003. Enrollment by location and student residency are shown
in Table 4.
Figure 2 shows total headcount enrollment by class level for Fall 1993 and Fall
2003. Freshmen showed the greatest change in class size as a percent of the total
enrollment, increasing from 20.0 percent in 1993 to 22.7 percent in 2003. Sophomores
showed an increase from 14.1 percent in 1993 to 15.1 percent in 2003. Juniors showed
a decrease as a proportion of the enrollment from 21.6 percent in 1993 to 19.3 percent in
2003, while Senior enrollment decreased from 25.6 percent in 1993 to 24.8 percent in
2003. Total graduate enrollment represented 18.7 percent of the total enrollment in
1993 compared to 18.1 percent in 2003. Figure 3 shows Fall 2003 WIU extension course
registrations by county.
Fall headcount enrollments for all Illinois public universities increased 3.4
percent from 1998 to 2003 (Table 5). From 2002 to 2003 the overall enrollment for
Illinois public universities decreased 0.07 percent. Western’s headcount enrollment
increased 6.8 percent from 1998 to 2003. From 2002 to 2003 the overall enrollment for
Western increased 0.06 percent.
Table 6 gives the distribution of students by class level, race and sex. Males
comprised 48.3 percent of the Fall 2003 total headcount enrollment while females
accounted for 51.7 percent. However, the on-campus male/female breakdown is 51.3
percent males and 48.7 percent females (Table 3).
The percent of total minority enrollment (Table 7A) totaled 10.9 percent in Fall
2003. Asian-American enrollment increased 17.3 percent, while Hispanic enrollment
increased by 2.0 percent. Black enrollment increased 1.5 percent, while Native
American enrollment increased 9.7 percent. International student enrollment
decreased by 38 students, or 10.3 percent.
The percent of on-campus minority enrollment (Table 7B) totaled 11.4 percent in
Fall 2003. On-campus Hispanic enrollment increased 3.4 percent, while International
enrollment decreased 14.0 percent. Fall 2003 ethnic enrollment by location is shown in
Table 7C.
Table 8 shows Fall 2002 undergraduate enrollment by race and sex for the 12
Illinois public universities.
Table 9 shows that WIU awarded 2,285 (7.2 percent) of the 31,821 total degrees
awarded in FY2002 by the 12 Illinois public universities.

ORIGIN OF STUDENTS
In 2003 WIU enrolled a total of 272 students from Iowa (Figure 6), with 239
enrolled from the Iowa border counties of Des Moines, Lee, Louisa, Muscatine and
Scott. Missouri students totaled 26, with 13 enrolled from the Missouri border counties
of Clark, Lewis and Marion. The total number of Iowa-Missouri border county students
(Figure 4) decreased by 17 students (6.3 percent) from Fall 2002 to Fall 2003.
The distribution of on-campus Illinois students by home county (Table 11 and
Figure 5) shows Cook County sent 1,903 students to WIU in Fall 2003, the largest
number of students from any county. McDonough County sent 1,132 students. Other
counties in the top ten include Adams, DuPage, Fulton, Hancock, Kane, Lake,
McHenry, and Will. The total number of out-of-state students (Figure 6) was 426 and
they were from 33 states.
The on-campus international student population (Table 12) totaled 306, down
14.0 percent from Fall 2002, with international students accounting for 2.8 percent of
total on-campus headcount enrollment. Students came from 44 foreign countries.
Students from Japan totaled 76, followed by Korea (45), India (29), Myanmar (19), and
Germany (17).

FRESHMEN PROFILE
Selected characteristics of first-time freshmen for Fall 2003 are shown in Table
13. The first-time freshmen population is comprised of 51.9 percent males and 48.1
percent females, compared to Fall 2002 first-time freshmen enrollment of 51.1 percent
males and 48.9 percent females. Of the 1,961 first-time freshmen 1,734 (88.4 percent)
graduated from Illinois high schools. Over 54 percent of the 2003 new freshmen
graduated in the top 50 percent of their high school class. The total number of new
freshmen from the Iowa border counties increased from 33 students in 2002 to 55 in
2003. The number of new freshmen from Missouri border counties decreased from 8
students in 2002 to 6 students in 2003. Macomb Senior High School sent the largest
number of new freshmen, 36, to WIU. Of the 1,961 first-time freshmen, 1,552, or 79.1
percent, received financial aid. The average financial aid package totaled $5,311.
The number of Fall 2003 first-time freshmen majors (Table 14) shows that
programs with the largest number of majors include law enforcement & justice
administration (312), elementary education (140), computer science (68), psychology
(63), and biology (60). Table 15 and Figure 7 show the 4-, 5- and 6-year graduation
rates for all first-time, full-time freshmen from 1995 through 1999. Tables 15A and 15B
show the same graduation information for freshmen admitted under regular admission
standards as well as freshmen admitted under special admission standards. Table 16
shows the average number of years to graduate by program and college for students
entering as new freshmen.
Table 17 shows the distribution of all first-time freshmen ACT composite scores.
The average ACT decreased slightly from 21.6 in 2002 to 21.4 in 2003. The ACT
composite scores for freshmen admitted under regular admission standards decreased
from 22.4 in Fall 2002 to 22.1 in Fall 2003 (Table 17 and Figure 8).
The distribution of on-campus Illinois first-time freshmen by home county
(Table 18, Figure 9) shows Cook County as the leading source of first-time freshmen
with 486 students, up 16.5 percent from 2002. Students from DuPage County
increased by 49, from 183 in Fall 2002 to 232 in Fall 2003. Other counties in the top
ten include Kane, Lake, McDonough, McHenry, Peoria, Rock Island, Will and
Winnebago. New freshmen came from 72 Illinois counties in Fall 2003.

TRANSFER AND GRADUATE PROFILES
Selected characteristics of Fall 2003 transfer students are shown in Table 19.
Programs with the largest number of transfer majors include law enforcement and
justice administration (208), elementary education (126), and physical education (75).
The majors with the highest transfer enrollment by location include law enforcement
and justice administration on-campus (191), elementary education in the Quad Cities
(38) and the Board of Trustees bachelor of arts at extension locations (50). Of the 1,363
transfers, 1,164 are enrolled on-campus, 141 are enrolled in the Quad Cities and 58 are
enrolled at extension locations. Forty-five percent of the total transfer students
transferred to WIU at the junior level. Black Hawk College-Quad Cities sent 132
transfer students to WIU, while Carl Sandburg College sent 89, and Spoon River
College sent 88.
Transfer student enrollment for on- and off-campus (Table 20) decreased from
1,427 in 2002 to 1,363 in 2003. Transfer students from other junior/community colleges
in Illinois increased 0.7 percent from Fall 2002 to Fall 2003.
A profile of 2003 graduate students is shown in Table 21. Graduate enrollment
totaled 2,443 in Fall 2003, up from 2,428 in Fall 2002. Almost 65 percent of these
graduate students were enrolled part-time (less than 9 hours). New graduate student
enrollment totaled 630 for Fall 2003 (down 4.1 percent from Fall 2002). A total of 261
new graduate students indicated that WIU was their previous school, while 143
indicated their previous school was an ?other” Illinois school and 173 indicated their
previous school was out-of-state. The majority of international students are enrolled
in the College of Business and Technology (83 students, or 48.5 percent of all
international graduate students).
Graduate and teaching assistants totaled 484 in Fall 2003. This is up from
471 in Fall 2002. The average age of a WIU graduate student is 33.1, up slightly from
33.0 in Fall 2002. Approximately 30 percent of the total female graduate students are
age 40 or over compared to 20 percent of the total male graduate students in the same
age category.

MAJORS AND DEGREES
Total Fall 2003 headcount enrollment by degree program, race, sex and student
level for Fall 2003 is shown in Table 22.
The number of undergraduate majors (Table 23) increased from Fall 2002 to Fall
2003 in the College of Arts & Sciences (3.7%) and the College of Education & Human
Services (0.4%). Decreases in enrollment occurred in the College of Business and
Technology (1.5%) and the College of Fine Arts and Communication (2.0%). Programs
with the largest number of majors include law enforcement and justice administration
(including pre-LEJA; 1,422), elementary education (including pre-el ed; 808) Board of
Trustees bachelor of arts (640), psychology (435), , and computer science (317). Table 24
shows the number of undergraduates with second majors. The second majors with
highest enrollment include Spanish (28), psychology (23), sociology (20), communication
(12), and political science (9).
The number of graduate majors (Table 25) increased overall by 0.6 percent.
Programs with the highest number of majors include elementary education (149),
reading specialist (139) law enforcement and justice administration (137), business
administration (124), counseling and guidance (109), and physical education (104).
Degrees conferred between July 1, 2002 and June 30, 2003 by degree program,
race and sex are shown in Table 26. Undergraduate degrees conferred totaled 2,414
and graduate and advanced degrees conferred totaled 763.
The total number of degrees conferred in FY2003 (Table 27) increased by 4.4
percent from FY2002. Bachelor degrees conferred increased from 2,285 to 2,414, or
5.7 percent, while the master's degree level increased from 626 to 743, or 18.7
percent. Specialist degrees conferred remained steady at 20 in both FY2002 and
FY2003.

OTHER CHARACTERISTICS
The total number of completed applications decreased by 20.1 percent (from
15,209 to 12,148) from Fall 2002 to Fall 2003 (Table 28). These decreases can be
attributed to implementing an application fee for students applying to enroll Fall 2003.
The number of accepted applications decreased by 16.9 percent from Fall 2002 to Fall
2003. The number of first-time students enrolling decreased by 1.5 percent (from 4,023
to 3,963) from Fall 2002 to Fall 2003. Of the 12,148 completed applications, 69.4
percent (or 8,436) were accepted. From the 8,436 accepted applications, 47.0 percent (or
3,963) enrolled.
The ages of WIU students by student level and sex are shown in Table 29.
Students age 25 and over accounted for 10.4 percent of full-time students and 82.6
percent of part-time students. The average age for all WIU undergraduate students is
22.3, while the average age for graduate students is 33.1. Tables 30 and 31 show age
breakdowns for on-campus and all off-campus students.
Housing occupancy in residence halls (Table 32 and Figure 10) increased from
4,948 in 2002 to 4,993 in 2003. Total living off-campus increased from 5,688 in 2002 to
5,759 in 2003.
Table 33 shows total student credit hours produced by fiscal year and level.
Figure 11 shows student credit hours produced by each of the four colleges in FY2003.
The tuition and fee guarantee began for all undergraduate students entering the
University in Fall 1999. In-state undergraduate annual tuition increased from $3,465
in 2002-03 to $3,915 in 2003-04. This tuition will remain in effect for students entering
Fall 2003 for four years, as long as the student maintains continuous enrollment (Table
34 and Figure 12). WIU tuition increased nine of the last ten years. Tuition did not
change from 1992-93 to 1993-94. Students experienced the largest increase in fees from
1996-97 to 1997-98 (up 19.1%). This increase was partially due to the cost of the new
student recreation center.
Alumni survey results of the 1994 baccalaureate degree recipients are shown
in Table 35. Three surveys were conducted of these graduates--the first one year after
graduation, the second five years after graduation, and the third nine years after
graduation.

PERSONNEL AND SALARY DATA
The distribution of employees by race and sex is shown in Table 36. Males
constituted 48.0 percent of total employees including graduate assistants and females
52.0 percent.
Employees by full-/part-time, sex and negotiating status are shown in Table 37.
Faculty comprised 33.9 percent of all employees, not including graduate assistants; civil
service, 45.5 percent; administrators, 13.5 percent; and professionals, 7.0 percent.
Slightly over 35 percent of full-time faculty were in the 50-59 age group in Fall
2003 (Table 38 and Figure 13). This compares to 37.2 percent in Fall 2002. The
greatest proportion of civil service employees was in the 50-59 age group (42.7%). The
average age of all WIU employees in Fall 2003 was 47.0, compared to 47.2 in Fall 2002.
In FY2004, employees received average percentage salary increases (including
promotions) ranging from 2.6 percent in the ?civil service” category to 3.8 percent in the
“faculty” category (Table 39).
Table 40 gives the distribution of employees by job category, full-/part-time and
sex for Fall 1999 and 2003. The overall increase of full-time employees in the seven
groups was 5.0 percent.
The average faculty salary (Table 41) increased from $54,501 in FY2003 to
$54,671 in FY2004. The largest percentage increase occurred at the associate level (up
2.8% between FY2003 and FY2004).
Table 42 compares the FY2003 average salary of full-time faculty in Illinois
public universities by sex and rank. Western’s average FY2003 salary was $55,600.
The total number of standard rank faculty decreased from 689 in Fall 2002
(Table 44) to 685 in Fall 2003 (Table 43). In Fall 2003, 66.3 percent of faculty had
terminal degrees, 45.0 percent were tenured and 29.1 percent were tenure track
compared to 67.3 percent with terminal degrees in Fall 2002, 45.9 percent tenured
and 26.6 percent on tenure track.
