Des Moines Business Record 09-022-07 Dubuque's Heckmann named to lead Small Business Development Centers Jim Heckmann, an attorney in Dubuque and president of the consulting firm Aligned Resources LC, has been named the new state director of the Iowa Small Business Development Centers. Heckmann had served as president of the Dubuque-based media and software development company Community Inc. since 2006. From 1997 to 2003, he was president and treasurer of the Dubuque Racing Association. He also was a member of the Dubuque City Council from 1988 to 1990, serving as mayor protem in 1989. As an attorney, Heckmann supervised and litigated cases in the areas of intellectual property, securities fraud, employment law and commercial transactions. Heckmann graduated from Claremont McKenna College in California, received a master of fine arts degree from The Writers' Workshop at the University of Iowa, and also received a law degree from Iowa. The ISBDC operates as an outreach program for Iowa State University's College of Business.
