What is the CCIP?

Entitlement and Competitive funding
applications
– One view for NCDPI and Districts
– Two Components

What are CCIP’s Goals?
• Reduce the administrative burden placed
on LEAs when applying for grant funding
• Increase transparency of grant activities to
ensure funds are spent in accordance with
federal and state guidelines
• One project that consolidates the planning
and application process to reduce
duplication of information across the State
District Plan – A Living Document
• District-wide initiative; ideally begins prior to
knowledge of grant awards
• Fiscal year specific; no need to create from
scratch each year
• Not specific to a grant or group of grants
• Does not have a submission or approval
workflow
• Goals, Strategies and Fiscal Resources are
identified for each Program
What Grants are in CCIP?
• Phase 1, Consolidated Application, deployed June
2011
– Title IA (PRC050)
– Migrant Education (PRC051)
– Rural, Low-Income Schools (PRC109)
– Small, Rural Schools Achievement (PRC091):
electronic application not utilized this year, but
BUD data was imported
– Comparability Report
– School Improvement Grant 1003(a) (PRC105),
application only
What’s in CCIP Phase 2?
• Entitlement
– School Improvement Grant 1003(a) (PRC105)
added to the Consolidated Application; funding will
align with new categories after Reauthorization
• Competitive
– School Improvement Grant 1003(g) (PRC117)
– McKinney-Vento (PRC026)
– 21st Century Community Learning Centers
(PRC110)
• Expected Deployment is May 2012
External Data Import Implications
• Allotment and Budget/Amendment data is
imported from other NCDPI systems
• May automatically perform a status
change on LEA’s Funding Application(s)
– Move to ‘Draft Started’ when initial budget
data is imported
– Move to ‘Revision Started’ when Allocation,
and Budget (Initial or Amendment) data
changes
The Budget in CCIP
• Default view – Rolled-up to highest level
• Next phase will include drilldown to 3rd digit in Object
Code, 3rd digit in Purpose Code
External Data Import (Cont’d)
• Application must be reviewed by the LEA,
and resubmitted through the Approval
Workflow
• CCIP will import data from external
systems while funding application is in
approval process
– Imported data may fail CCIP business
validations
• Return application not approved -> Resolve
issues -> Resubmit
How does the Approval Workflow Fit in?
• Changes to Budget data require
resubmission, even if data passes
validation
– Budget (Initial and Amendment(s)) data are LEA
entered
– Users are being asked to approve an application
that has changed since its submission
– Valid budget changes, e.g. Amendments, will only
require resubmission if the rolled up amount
changed
