DRAFT CHARTER BIGHORN NATIONAL FOREST SUSTAINBLE OPERATIONS COORDINATION BOARD Introduction The Bighorn National Forest is charged with managing a myriad of natural resources on one million acres of land and through establishment of the Sustainable Operations Coordination Board commits to: Focus on the actions we take on a daily basis to manage those acres in addition to the activities that happen on those acres. Look more closely at the significant environmental impacts of day-to-day operational decisions such as water and energy conservation, fleet and transportation management, and waste prevention/recycling and green purchasing. Identify and integrate necessary changes in our sustainable operations practices that will increase the environmental stewardship decisions in these areas. Sustainable operations are inherent to the Forest Service mission and make good business sense. Board Purpose and Scope The Bighorn Sustainable Operations Coordination Board is established with this charter to facilitate overall coordination and integration of sustainable operations practices throughout the Forest. The Board will recommend focus areas, goals and objectives in an annual (fiscal year) work plan for review and acceptance by the Forest Leadership Team. The Forest Leadership Team will be responsible for establishing any needed working groups to implement the work plan. Through leadership and example, the Board and Forest Leadership Team will work to educate and network with others connected to agency operations in reducing expenditures, while simultaneously advancing the principles of sustainability on the Bighorn. Board Membership, Organization & Logistics The Board will include three members from across the Forest. Members of varied disciplines are encouraged and viewed as strength to the Board. Forest employees will be asked to express their interest in serving on this Board and will be selected by the Forest Leadership Team. Members will serve two year terms and may be re-appointed for consecutive terms, each term beginning in March. A Chairperson will be identified from the Board membership to lead the group and serve as the primary liaison to the Forest Leadership Team. Membership responsibilities will include identifying and accomplishing annual goals and objectives. All Board activities will strive to be conservation oriented. Board business will be accomplished through conference calls, electronic correspondence and meetings as appropriate. This charter is in effect until March 2010.
