University Staff
On July 1, 2015, the new personnel systems, HR Design for UW-Madison and UPS for all other UW
System, were implemented. Although outside activities reporting requirements have not changed for
faculty, academic staff, and limited appointees, university staff (formerly classified staff) are no longer
covered under Chapter 230 and the associated administrative rule, ER-MRS 24. A new Regent Policy
Document 20-22, Code of Ethics, covers university staff.
This memo will serve as the annual reminder of (1) the UW System policies and obligations for
faculty, academic staff, and limited appointees to report on outside activities, (2) the obligation to
inform all staff of Regent Policy Document 13-4 on institutional and employee relationships with
educational loan lenders, and (3) the need to advise university staff of the their obligation to avoid
conflicts of interest.
Outside Activities Reporting – Faculty, Academic Staff, Limited Appointees
The Board of Regents requires all UW System faculty, academic staff, and limited appointees with
half-time appointments or more to report annually (by April 30 of each year) on outside activities and
interests related to their areas of professional responsibility and for which they receive remuneration as
specified in the attached guidelines. All reports are to be filed in a central place at each institution and
should be open to public inspection. The Guidelines for Reporting Outside Activities, the 2015 UWS
Outside Activities Report Form (and completion instructions), are attached for your reference. Please
note the annual Statement of Economic Interests reporting requirement applicable to staff who are
authorized to sign contracts (sent by the Board of Regents Office) and those public officials covered
under Subchapter III of Wis. Stat. Chapter 19 (sent by the Government Accountability Board) is
separate from and in addition to the Board of Regents Outside Activities reporting requirement.
Universities: Madison, Milwaukee, Eau Claire, Green Bay, La Crosse, Oshkosh, Parkside, Platteville, River Falls, Stevens Point, Stout, Superior,
Whitewater. Colleges: Baraboo/Sauk County, Barron County, Fond du Lac, Fox Valley, Manitowoc, Marathon County, Marinette,
Marshfield/Wood County, Richland, Rock County, Sheboygan, Washington County, Waukesha. Extension: Statewide.
Regent Policy Document 20-22, Code of Ethics recognizes that faculty, academic staff, and limited
appointees (other than state public officials) are subject to Chapter UWS 8 of the Wisconsin
Administrative Code.
University Staff – Conflicts of Interest
Under the new personnel systems university staff are subject to the University Staff Code of Ethics set
forth in section III of RPD 20-22, which was closely modeled after Chapter ER-MRS 24 of the
Wisconsin Administrative Code, the code of ethics for classified state employees.
In particular, university staff should be advised of section III(C)(2)b of RPD 20-22 that states, "No
University Staff member may solicit or accept from any person or organization, directly or indirectly,
anything of value if it could reasonably be expected to influence such University Staff member’s
official actions or judgment, or could reasonably be considered as a reward for any official action or
inaction on the part of such University Staff member."
All Staff
Regent Policy Document (RPD) 13-4 is the University of Wisconsin System Policy on Institutional
and Employee Relationships with Educational Loan Lenders. Per section 5.3 of this policy, I ask that
you send the link to RPD 13-4 to all staff as a means of informing them of the provisions of this
policy. This section also directs that applicable ethics codes be forwarded to all staff. Sending the
link to Chapter UWS 8 to faculty, academic staff, and limited appointees and sending the link to RPD
20-22 to university staff will satisfy this requirement.
