A Maintenance Cycle was run with the release that has incorporated language
changes to all solicitation templates in conjunction with the VIPR 7.2 Release.
Specific language changes are as follows:
1. Section C Header (BP). The FAC number and date that is currently applied to
the I-BPA clauses is changed to read, "Updated through FAC 2005-81, Effective
10 APR 2015".
2. C01 – Contract Terms and Conditions (BP). Changes have implemented
clause updates thru FAC 2005-81, effective 10 Apr 2015. Changes include:
revising the date of the clause from DEC 2014 to APR 2014; deleting paragraph
(a)(2) 52.222-50, Combatting Trafficking in Persons (FEB 2009) and adding it
into paragraph (b) as (b)(33)(i); adding paragraph (e)(1)(iv) 52.222-21,
Prohibition of Segregated Facilities (Apr 2015); renumbering subsequent
paragraphs that follow the aforementioned changes; and changing the date and
references in (e)(1)(xi)(A), Combating Trafficking in Persons from (FEB 2009)((22
U.S.C. 7104(g)) to (MAR 2015)(22 U.S.C. chapter 78 and E.O. 13627) in addition
to the date and references in the alternate I (B) from (AUG 2007) ((22 U.S.C.
7104(g)) to to (MAR 2015)(22 U.S.C. chapter 78 and E.O. 13627).
3. D02 – Equipment Requirements –MWST. Per CR0202, changes were as
follows:
a) Add typing in D.2.1(a) to state “Mechanic with Service Truck, Type 1 –
Heavy Equipment, Heavy Construction/Logging Equipment (dozer, grader,
excavator)…”
b) Add typing in D.2.1(b) to state “Mechanic with Service Truck, Type 2 –
Automotive, Light and Heavy Truck (Class 1-8) and Inspection and
Diagnostic Services”
c) A separate section header, D.2.2.1 – Personal Protective Equipment
(PPE), is added
d) D.2.3.2(b) changed the references from 1A 10BC to 2A 10BC
4. D03 – Payments – MWST. Per CR0202, changes were made as follows:
a) Add typing in D.3.1(a)(1)(i) to state “Mechanic with Service Truck, Type 1
– Heavy Equipment, Heavy Construction/Logging Equipment (dozer,
grader, excavator)…”
b) Add typing in D.3.1(a)(1)(ii) to state “Mechanic with Service Truck, Type 2
– Automotive, Light and Heavy Truck (Class 1-8) and Inspection and
Diagnostic Services”
5. D06 – Ordering – MWST. Per CR0202, changes were made as follows:
a) Add typing in D.6.2(d)(1) to state “Mechanic with Service Truck, Type 1 –
Heavy Equipment, Heavy Construction/Logging Equipment (dozer, grader,
excavator)…”
b) Add typing in D.6.2(d)(2) to state “Mechanic with Service Truck, Type 2 –
Automotive, Light and Heavy Truck (Class 1-8) and Inspection and
Diagnostic Services”
6. E00 – Representations and Certifications (BP). Changes have implemented
clause updates thru FAC 2005-81, effective 10 Apr 2015. The date for 52.212-3
Offeror Representations and Certifications – Commercial Items (E.2) was
changed from DEC 2014 to MAR 2015 and E.1 -- 52.212-1 -- Instructions to
Offerors -- Commercial Items (APR 2014), which had been inadvertently left off
from the last maintenance cycle has been added back in.
7. E11 – Exhibit J – MWST ADVANTAGES. CR0202 replaced the MWST Exhibit J
– Advantages to include Type 1 and Type 2 in the titles.
