The regular monthly meeting of the Education, Services, and Student Success
Committee of the Milwaukee Area Technical College District Board was held in open
session on Tuesday, December 8, 2015, and called to order by Ms. Mary Scheibel at

F-1 Pathway Update – Computer Simulation and Gaming – Attachment 2
Discussion:
Dr. Mohammad Dakwar, provost, introduced Dr. Roy Vargas, interim dean, School of
Business and MCA; Mr. Brian Carlson, associate dean, School of MCA; and Mr.
Michael Anderson, faculty. Dr. Vargas noted that this program began in FY2010 with
the first set of graduates in FY2012. This program started as a combination of the
Visual Communications and Animation Programs and is the only associate degree in
the state focusing on game development. There was a discussion related to the need
for game development as well as virtual reality and the differences.

F-2 Academic Innovation – Virtualized Lab Environment and Online Materials
Discussion:
ITEM G:
Dr. Dakwar introduced Mr. Patrick Feder, faculty, IT Networking Program. Mr. Feder
briefly reviewed the project that was implemented with the Virtualized Lab
Environment and Online Materials project and the impact it has had on the program
and the students.

G-1 Child Care Update
Discussion:
Ms. Melissa Frankewicz, manager, Child Care Services noted that enrollment in the
four locations of children’s centers has remained constant during these times of
declining enrollments. Ms. Frankewicz highlighted that the four centers serve about
250 MATC students with their child care needs as well as serving 27 Early Childhood
Education students as their practicum site.
G-2 Enrollment Update
a. MATC Fall 2015 Program Students Returner and Leaver Survey Results
Discussion:
Dr. Dakwar distributed a list of concerns gathered from the focus groups that
were held with returning students as well as the strategies and champions for
addressing those concerns. Dr. Trevor Kubatzke, vice president, Student
Services indicated that we are going to try to survey the leavers to gather
similar information from them.
b. Promise Update
Dr. Kubatzke announced that as of December 1, 2015 the Promise
Scholarship has over 3200 applications with over 2800 of those applicants also
completing MATC applications. The next deadline is for Financial Aid
applications in March, 2016.

Discussion:
Dr. Mohammad Dakwar, provost and Ms. Christine McGee, director, MATC
Foundation briefly reviewed the dashboard presentation.
G-4 Media/Public Relations Coverage Update – Attachment 4
Discussion:
Ms. Kathleen Hohl, director, Communications and Events highlighted the media and
public relations coverage for MATC during the Fall semester. There was a discussion
about the role of general and targeted marketing as well as the program specific
pieces.

Quality Assurance Course
Discussion:
Andy: Creating stand-alone quality assurance course. Ideas for the course include
teaching SOP, writing, training records, documentation practices, business plans, process flow diagram,
change control, and statistical quality control, background on how to work in specific environments (FDA,
pharma). Desire to create a pathway for quality assurance certification. Dr Sadique suggested
considering a quality assurance technical diploma or certificate, not just a part of chemical technology
degree.

Career Pathways
Discussion:
Background: Students come into the program, get jobs but don’t return to finish chem tech degree.
Figure out a way to arrange chem tech program for:
One semester credit to one year diploma to Assoc. degree
SOC-SIP - Programs have multiple job descriptions.
After a certificate, apply for X position; After diploma, apply for X position.
Scott asked about the need for the Career Pathways:
Matt: Good way to track people who got into the industry without education.
Basics 101 and 103– how to keep a lab notebook. Physical testing, no instruments
105 – started working on instrumentation, SOP.
Combine these in one semester for a certificate.
Condense from 16 week to 8 week.
After 1 semester – certified (not stand alone).
ChemT 111 and Nat Sci 211 (ChemT associate degree/transferable)
Required to keep the 100 level courses

Adam: Speaking for GE, if students had a certificate – there would be jobs, but likely similar to those with
high school to diploma. For the majority of careers, we’re looking for Associate Degree, based on
existing structure.
Scott: With a Certificate program, students who will leave anyway, leave with something accomplished as
considered by the state.
Adam: Chem 1 should be required for certificate.
Matt: General chemistry knowledge, exposure to lab instrumentation, SOP, quality functions. From
industry standpoint, we have openings for scientifically trained positions. We’re forced to hire people
without science degree. Can’t retain bachelor students. Demand and need is high.
Andy: I’d rather have someone with a certificate than hire someone without any training. With a certificate
I know they have some background in the field. You would have to promote to companies to make them
aware.
Math is required for basic chemistry. Some discussion of removing that as a prerequisite. (46:00)
Scott inserted that Math would remain as a prerequisite.
Adam: Is English needed for the certificate in the first semester; could we substitute a math for English?
Suggested that many people will need to take additional math.
Students come in with weak math skills.
Comment: We teach what is needed. -- Algebra needed for certificate.
Adam: If English is removed, Math can serve as a prerequisite; suggest adding English in the last
semester.
Tarek suggest doing 1year certificate and 2 year associate degree. Two many options would not be good
for the program.
If you can get a job with less; why continue? I see the need for a certificate but not the diploma.
Everything in Certificate has to be in associate degree
Certificate would give MATC credit for students who have left.
Committee agreed that math is needed in the career pathway.
Tarek: Concerned about reputation of chemical technology program.
Comment: Students who didn’t achieve associate degree, what courses did they complete?
Comment: consider full time worker taking chem tech courses required.
Math in certificate a pre req for the degree and has to be before 211 not before 103 and 105.

Program Viability Matrix Presentation: February 10, 2016
Overview:
The Viability Matrix has been an ongoing project at MATC. The purpose of the project is to provide a
single program by compiling a number of existing metrics from a variety of sources. The uses and
processes regarding the tool are still in development, but it is important to note that the tool is NOT
intended to be the sole source for making final decisions. The intent is to provide a high level overview
that makes it easier and more efficient to identify area in which the college is doing will and areas that
need final examination.
