Open Forum on College Reorganization October 28, 2015 UNIVERSITY OF WISCONSIN-STOUT Learn more at www.uwstout.edu How we got here • Last spring, when the magnitude of the budget cuts was becoming clear, the Strategic Planning Group (SPG) developed a series of recommendations related to the reductions. • One of those recommendations was to eliminate one of colleges to reduce administrative costs. • This fall, we requested suggestions about how best to accomplish that plan, weighed the recommendations, and ultimately developed two proposals that were provided to the campus last week. UNIVERSITY OF WISCONSIN-STOUT Learn more at www.uwstout.edu Will the projected savings be realized? • The projected savings are based on the elimination of one Dean position, an Associate Dean position, and support staff. • The extent to which the savings from the Dean and Associate Dean salaries would be fully realized depends on a number of factors that we don’t have answers to yet (e.g. fringe benefit savings, availability of open faculty lines). UNIVERSITY OF WISCONSIN-STOUT Learn more at www.uwstout.edu How will decisions be made regarding new College administrators? • It will depend on the final structure. • If a new college is very similar to an existing college, we anticipate the current Dean will remain in that role. • If a new college is very different, we will plan to conduct a search. • We haven’t developed specific criteria yet about what “very similar” and “very different” means, and are open to feedback on this point. • The final decision will be made by the Chancellor, based on the situation and feedback. UNIVERSITY OF WISCONSIN-STOUT Learn more at www.uwstout.edu Is the plan to have Construction as a stand-alone department? • One of the few cases where we proposed a change to existing departments was in the case of Construction. • We received several recommendations that Construction could benefit from a closer alignment with some of the management areas. • Currently, discussions are ongoing with the Construction Program Advisory Committee and faculty to develop an alignment of programs that will help strengthen all programs, and we anticipate that a new department configuration involving Construction will be part of the reorganization. UNIVERSITY OF WISCONSIN-STOUT Learn more at www.uwstout.edu Is the plan to create different departments? • Now is a good time for programs to closely examine other programs with which they have potential alignment/synergy and their alignment within departments. • Through the four to three college restructuring process, an initial step could be to house those programs within an appropriate college. • Note: we are not advocating for creation of small departments. UNIVERSITY OF WISCONSIN-STOUT Learn more at www.uwstout.edu Is there any plan to physically move departments? • At this point, we do not have any specific plans to physically move departments to a new location. • We have gotten feedback that this should be considered, as there are efficiencies to be gained from people in related areas working in proximity to one another. • We are open to proposals for departments to move, based on the new organization structure. UNIVERSITY OF WISCONSIN-STOUT Learn more at www.uwstout.edu How will budgets be determined? • The goal is to create equity between the colleges in terms of the proportion of 102 dollars, enrollment growth funding and other support. • Once we have the final structure for the Colleges settled, we will work closely with the Administrative and Student Life Services (ASLS) division to provide an equitable allocation of resources. (continued) • We also intend to work closely with deans, budget managers, and department chairs, and others to make sure we have a reasonable framework established. • To the extent possible, the objective is to try to make this change a “net positive” in terms of budget, staffing, support and opportunities for synergies.
