7703 - POLICY.
7703.1 - Designation of Facilities. Include all existing and proposed travelways that
are wholly or partly within, or adjacent to, and that serve lands administered by the
Forest Service, in the Forest Development Transportation System. Document them
in the Forest Development Transportation Plan.
7705 - DEFINITIONS
Constant Service. A long-term facility (road) developed and operated for
continuous or annual recurrent service.
Forest Arterial Road. A forest road that provides service to large land areas
and usually connects with other arterial roads or public highways.
Forest Collector Road. A forest road that serves smaller land areas than an
arterial road. Usually connects with other forest arterial roads to local forest roads
or terminal facilities.
Forest Local Road. A forest road that connects terminal facilities with forest
collector, forest arterial or public highways. Usually, Forest local roads are single
purpose transportation facilities.
Obliteration. The act of eliminating the functionality of a travelway and
returning it to resource production. Work typically includes a combination of
removal of drainage structures, roadbed scarification, moving material from fill to
cut sections, erosion control, seeding, and planting of vegetation consistent with the
surrounding area.
Road. A commonly used term denoting a dual track travelway for purposes of
travel by vehicles licensed for use on public highways. Reference: Travelway
Classification and Operation Guide (TCOG) for class 1 through Class 7 travelways.
Short Term. A road developed and operated for a limited period of time which
will cease to exist as a transportation facility after the purpose for which it was
constructed is completed, and the occupied land is reclaimed and managed for
natural resource purposes.
Trail. A commonly used term denoting a single track travelway for purposes of
travel by foot, stock, or trail vehicles;

Trail Vehicle. Vehicles designed for trail use, such as bicycles, snowmobiles,
trail bikes, trail scooters, and all-terrain vehicles (ATV's).
Travelway. A way for passage of vehicles, conveyances, persons, or domestic
livestock (stock driveways), developed by construction or use; may be referred to as
a road or a trail.
