Forest Supervisors are delegated authority to approve wastewater projects, and Forest Engineers are delegated authority to approve the technical engineering reports and design drawings and construction specifications for wastewater collection, treatment and disposal projects under the following circumstances: a. The technical engineering reports and design drawings and construction specifications are prepared by a qualified engineer/s; and b. An independent engineering review by a qualified engineer of the technical engineering report and design drawings and construction specifications is made. The detail expressed in the engineering reports and design drawings and specifications shall be commensurate with the scope and complexity of the project and shall meet all requirements of state and local applicable rules and regulations, including reviews and approvals. The term "independent," as used above, is defined as "not having been involved with the design of the project being reviewed." The term “qualified engineer” is defined as person/s possessing appropriate training, experience, qualifications, and certifications/licenses to perform specific technical functions with respect to the design, construction, and operation of wastewater collection, treatment and disposal systems. If these skills are not available on the Forest, the check and review shall be obtained from another Forest or the Regional Office. The Regional Office retains review/approval authority for wastewater collection, treatment and disposal projects on a case-by-case basis. 9. Forest Supervisors and Project Leaders shall coordinate directly with the California Regional Water Quality Control Boards (CRWQCB) and County Health Departments with regard to wastewater collection, treatment and disposal technical requirements. Unless waived by the CRWQCB, coordination should begin at the early planning stage by submitting an application for a Report of Waste Discharge. 10. To comply with the requirements of USDA Departmental Regulation 5600-005, Forest Supervisors shall provide the Regional Environmental Engineer with a copy of any violation notice issued for Forest Service wastewater collection, treatment and disposal system from the Environmental Protection Agency and/or California Regional Water Quality Control Boards for violations of federal and state environmental regulations R5 SUPPLEMENT 7430-2012-2 EFFECTIVE DATE: 11/15/2012 DURATION: This supplement expires 5 years from the effective date unless superseded or removed earlier. 7430 Page 3 of 3 FSM - 7400 PUBLIC HEALTH AND POLLUTION CONTROL FACILITIES CHAPTER 7430 - WASTEWATER (example, Waste Discharge Requirements, Sanitary Sewer Overflow, etc. ). The violation notices should be provided to the Regional Office within 48 hours of receipt by the Forest.
