7114 - MULTIPLE ACTIVITIES ANALYSES
1. Geologic Hazard Evaluation
a. Policy. A seismic hazard evaluation will be conducted when permanent facilities
permitted or operated by the Forest Service are constructed or renovated. The
evaluation will be limited to the geographic suitability of the location for the
proposed facility. The evaluation shall be prepared in the following circumstances:
(1) When construction/renovation costs exceed $50,000.
(2) When facilities will house or cause more than 10 people to congregate.
(3) When permanent storage facilities for hazardous substances are constructed or
renovated.
An evaluation need not be prepared for roads (except bridges), temporary facilities
such as outfitter/guide camps, or Forest Service field camps. Qualified geologists or
engineers will conduct the evaluation, as appropriate, with assistance from soils
scientists, hydrologists, or other specialists.
Private sector project proponents must have the evaluation prepared at their expense.
b. Seismic Risk Evaluation Areas. The intensity of the evaluation depends upon
which geographic risk area the proposed project is located:
(1) Area A. Encompasses all of the Chugach National Forest and the Yakutat unit of
the Tongass National Forest. This area is at highest risk from seismic hazards. If
seismic risks for particular locations are identified, then all risks must be mitigated. If
the risks cannot be satisfactorily mitigated, an alternate location for the proposed
facility must be found.
(2) Area B. Encompasses the Tongass National Forest - west of Lynn Canal and
Chatham Strait, exclusive of Area A. This area is at moderate risk from seismic
hazards. If seismic risks are identified, the most hazardous risks must be
satisfactorily mitigated. If these risks cannot be satisfactorily mitigated, an alternate
location for the proposed facility must be found.
(3) Area C. Encompasses the balance of the Tongass National Forest, exclusive of
Areas A and B. This area is at low risk from seismic hazards. If obvious seismic
risks are identified, then only the most hazardous of these risks should be mitigated.
If the risk cannot be satisfactorily mitigated, then the authorized officer may consider
selecting an alternate location for the proposed facility.

c. Evaluation. The evaluation shall consider potential hazards from:
(1) Tsunami
(2) Submarine, sublacustrine and subaerial landslides
(3) Subsidence
(4) Ground shaking
(5) Soil liquefaction
(6) Ice dam failure
7115 - CERTIFICATION OF PERSONNEL ENGAGED IN FOREST SERVICE
CONSTRUCTION PROJECTS.
7115.02 - Objectives
3. To ensure the construction certification program provides effective, ongoing
information on training needs to achieve and maintain employee skills in contract administration.
7115.04d - Regional Forester
The Alaska Region (R-10) and the Pacific Northwest Region
(R-6) have a shared-services agreement for the Construction Certification Program. Under the
shared-services agreement, R-6 is providing services as an extension of the R-10 program.
Under the shared-services agreement, R-6 staff acts for R-10 and maintains the inventory of
personnel certified in administration of construction contracts, provides examinations to the
units, scores the examinations, prepares certificates, signs construction certification certificates
as certifying officer, and provides overall management to the program.
Under the shared-services agreement, the R-6 Transportation Systems Development Engineer
serves as the R-10 Regional Engineering Construction Certification Officer and is responsible for
duties 2, 5, 6, 7, and 8 listed in FSM 7115.04e. The R-10 Transportation Systems Engineer is
responsible for assuring coordination of the shared-services agreement for R-10 and is
responsible for items 1, 3, 4, 9, and 10 listed in FSM 7115.04e.
The R-10 Director of Engineering and Aviation Management will sign construction certification
certificates for the Alaska Region.

7115.04e – Regional Engineering Construction Certifying Officer
4. Seek to have participation on oral panels by contracting officers (Timber Sale
Contracting Officers or Public Works Contracting Officers), and others with expert skills in the
field(s) where the candidates are seeking certification.
7115.04g – Construction Certification Program Data Base Manager
Under the shared-services agreement, R-6 is providing Data Base Manager (DBM) services for
R-10.
