CRELLIN Forest Supervisor New Pages 7160.44a 7161. 11 7162.03 TITLE 7100 - ENGINEERING OPERATIONS 71308.44 District Ranger The District Ranger shall assign a person on his staff as District Fleet Manager. His duties should include the following: 1.Coordinate major vehicle repair with the Forest Fleet Manager. on 2.Responsible to insure that all tear sheets are complete and time. 3. Review preventive maintenance checks to see that they are completed and any deficiencies are corrected for all district fleet equipment. 4. Review work sent by district to commercial shops to insure work was performed as requested. 5.Insure that only qualified, licensed drivers operate district fleet equipment. 7134.2 - Mechanical Inspecti 1. All Forest Fleet Equipment Mechanical inspections shall be performed by local commercial facilities, except for class 907 and 908 fire pumpers, which shall be brought into the Supervisor's Office for inspection prior to fire season. The District Fleet Manager shall inspect district equipment after annual mechanical inspections to insure that they were performed to standard. 3. Equipment scheduled for replacement will not have the annual mechanical inspection, but will have only safety items repaired. 7134.9 Service and Maintenance Sources The evaluation and approval of the Forest Fleet Manager is required for vehicle repair costs in excess of $100 for a single job. This approval is not required for the annual mechanical inspection. All repairs estimated in excess of $50 on holdover or vehicles scheduled for replacement require the Forest Fleet Manager's approval. The Forest Fleet Manager's approval to obligatz for repair does not constitute purchasing authority. The actual procurement of commercial repair will be accomplished by an individual having delegated purchansing authority upon presentation of information that such repair has been approved, if in exist of the dollar limitations established above. 7133.2 - Use. Use of a Government vehicle by personnel while on jury service as defined by FSM 6163-5-is not authorized. TITLE 7100 - ENGINEERING OPERATIONS 7160 - SIGNS 7160.2 - Objective. The objective of the Carson program shall be the dissemination of information to the public by means of visual communication. Appropriate signs and posters shall be chosen to promote safety and to inform and direct users and visitors of the Carson National Forest. 7160.3 -Policy 7160.31 - Safe Signing. All Forest signs shall be in conformance with the Highway Safety Act, Public Law 89-64, the Manual of Uniform Traffic Control Devices, FSM 7160 and the FS Sign Handbook 7109.11. It shall be the duty of the Deputy for Engineering to evaluate all Forest sign installations with regard to safety. 7160.33-Cooperative Signing. All signing along State Highways and roads will be coordinated with the New Mexico State Highway Department. All signs or posters erected on the Carson National Forest on land under special use permit or easement shall be approved by the Deputy for Engineering. 7160.43-Forest Supervisor. The Forest Supervisor is responsible for preparation and maintenance of the master sign plan and inventory and long range sign programs on the Forest. Responsibility for directing and administering the Forest sign and map programs is assigned to the Deputy for Engineering. The Deputy for Engineering and his appointed sign coordinator shall implement the sign program. 7160.44 - District Ranger. The District Ranger is responsible for all signing on his District. He will prepare the sign requisition, install and maintain the sign. He will maintain an up to date sign plan and inventory for the District. It is his responsibility to see that all District signs are well maintained to a satisfactory standard and that vandalized or damaged signs are replaced or repaired promptly. 7160.44a - Forest Sign Coordinator. The Deputy for Engineering will designate a Forest Sign Coordinator. The Forest Sign Coordinator will have the responsibility and authority for the following: 1. Coordinate the signing efforts and needs of the various functions and activities. 2.Maintain the Master Plan and Inventory. 3.Review and approve sign and poster requisition. 4. Provide necessary traffic engineering and safety studies for regulatory and warning signs. 5. Insure that sign installations are in accordance with MUTCD, the sign handbook and other applicable standards. 6. Provide assistance and guidance to District personnel in signing activities. 7161 - SIGN PLANNING 7161.1 - Master Plan. For Forest continuity in signing, a master sign plan will be maintained in the Supervisor's Office. Preparation and maintenance of this sign plan will be the responsibility of the Deputy for Engineering. It will be updated and corrected annually. All Signs on the Forest will be shown on the master sign plan. The master sign plan will be kept on a stable base material (Mylar), 2" = 1 mile map, and shall be kept current by the Forest Sign Coordinator. All signing which is the responsibility of other agencies or individuals shall be kept on a separate stable base material, 2" = 1 mile map. District Plans. Annually by April 1, each District will be provided with two copies of their master sign plan and inventory. One copy of the plan will be used as an updating copy on which all changes or desired additions shall be noted. The updating copy of the plan shall be submitted to the Forest Supervisor's Office annually by January 1. Using data from the updated District plan and inventory, the master plan and inventory will be updated and corrected. 7161.11 - Action Program. A.Planning, Requisitioning and Installing . 1. All signs and posters erected on the Forest shall conform to the standards set forth in the latest edition of FSH 7109.11, Sign Handbook. This includes signs and posters erected by private persons or organizations under special use permit. See FSM 7165.2, Signs Under Special Use. 2. Signs shall be fabricated by competent, qualified personnel. All signs will be constructed in accordance with the Regional Sign Construction Specifications. 3. All signs shall be installed in accordance with.Regional quidelines. 4. All 7100-62's (Sign Requisitions), 7100-63 (Small Sign Requisitions) and 6300-28 (Standard Requisitions for Posters) shall be submitted to the Forest Sign Coordinator for review and approval. 5. After delivery of the signs, the Sign Coordinator shall check signs for compliance with specifications prior to acceptance. After acceptance, one copy of the Standard Form 711-62 will be given to the District Ranger for his files. B. Maintenance. 1. All signs on the Forest shall be currently maintained to properly accomplish the purposes for which they were installed and to reflect favorably on Forest management. 2. Maintenance of routed signs shall be performed conforming to recommendations in ED&T Report No. 7160-2, Forest Service Equipment Development Center, Missoula, Montana. 3. A poster P-64-9 USDA FS stating, "Sorry ... the sign place here was vandalized .... A new one is on order," is available and may be installed at sign site while a replacement sign is being ordered. 7161.12 - Sign Inventory. A master sign inventory shall be kept current by the Forest Sign Coordinator and shall consist of a copy of the original sign requisition with route markers and directional arrows shown as installed. A maintenance record shall be printed on the back side of the requisition copy and shall be updated annually. 7162 -TRAFFIC CONTROL DEVICES 7162.03 - Policy. Traffic engineering considerations, such as passing sight distance, stopping sight distance, travel speed, reaction time, physical characteristics of a road, use patterns and type of vehicles, are required for all traffic control and warning devices. The Deputy for Engineering shall evaluate the need for type and placements of traffic control devices to be installed.
