7131 - ACQUISITION AND IDENTIFICATION
7131.04b – Regional Foresters, Station Directors, and Area Director
1. Forest Supervisors are delegated authority for acquisition of project (that is, nonWCF) equipment (FSM 7131.24) except that the acquisition of excess equipment from other
agencies must be approved by the Regional Forester.
7131.1 - Equipment Replacement Plan
1. Equipment Purchase. Order those automotive, truck and heavy equipment items
normally procured through General Services Administration or the Washington Office through
the Regional Office.
Forest Supervisors may purchase all project equipment such as motorcycles/trail bikes/all terrain
vehicles (ATV's).
Newly acquired ATV's should be equipped with the following:
4 wheels
Reverse gear
Both front and rear brakes
Both front and rear suspension.
4 cycle engines
Shaft drive
Both front and rear carrier racks.
Current ATV's which do not possess the above features should be replaced as soon as funds
permit.
2. Acquisition of Excess Fleet Equipment. The Regional Fleet Manager will arrange
with the Forest Supervisor and the losing agency for property transfer and delivery of all fleet
equipment obtained from excess sources.
7131.24 - Government-Owned Equipment
1. Capitalized Equipment. Refer to FSH 6509.11f, R-2 Supplement, for the standard
equipment classification system applicable to Region 2 WCF and Job Corps fleets.
Accessories to be capitalized shall not be added without prior approval of the Regional Director
of Engineering. Forest Supervisors are delegated authority to approve the purchase and
installation of accessories that are not capitalized provided the accessories do not affect the
weight rating, fuel system, brake system, or steering.
2. Project Equipment. Forest Supervisors are delegated authority to acquire project
equipment (see 7131.04b) except that the acquisition of excess equipment from other agencies
must be approved by the Regional Forester.

7131.3 - Passenger-Carrying Vehicles
1. Authorization. Forest Supervisors shall report annually, by October 15 (RCS R27100-08), the estimated number of regular fleet passenger-carrying vehicles needed for the next
two budget fiscal years.
2. Unit Cost Limitation. Do not add accessories, other than those on the vehicle at time
of delivery, which would cause the unit cost limitation to be exceeded.
7131.4 - Department of Labor-Owned Equipment
Job Corps (Department of Labor-owned) fleet equipment is assigned subclasses within the
appropriate WCF vehicle classes and numbers in the "9000 Series" (for instance, Equipment
Class 029, Vehicle No. 9054, would be readily identified as a Job Corps station wagon).
Apply the following guidelines to Job Corps acquisitions:
1. Do not transfer "holdover" WCF equipment to the Job Corps program without
providing for reimbursement to the WCF.
2. To the greatest extent possible, obtain equipment to meet Job Corps needs from excess
lists without reimbursement. Regional Office Engineering personnel shall inspect and reserve
the equipment for eventual transfer to the Forest Service, and make arrangements with the Forest
Supervisor and the losing agency for delivery.
3. The Regional Director of Engineering shall approve all purchases of new Job Corps
fleet equipment prior to any Forest/Job Corps Center procurement action. Order automotive,
truck and heavy equipment from GSA or the Washington Office through the Regional Office.
Obtain approval by the Director of Engineering for the acquisition of vehicular equipment for
vocational skills training projects.
4. Allocate Job Corps Center Capital Funds to cover estimated equipment purchase,
transportation, and initial servicing costs.
Upon receipt and inspection of equipment procured by the Washington Office and/or General
Services Administration, forward the following to the Engineering Staff:
a. Signed receipt copy of the purchase order.
b. FS-6500-61 with serial numbers and description of equipment.
c. Completed checksheet R2-7100-16, New Vehicle Data.
Keep a machine copy of the receipted purchase order for the obligation file since it will not be
returned.

5. The unit receiving the equipment orders and pays for initial servicing. Accumulate
such costs by coding all payment documents with the vehicle number in the project field. After
all costs have been determined and paid, record the value of the equipment (including purchase
price, transportation, and initial servicing) on an AD-107, and send it to the Regional Fleet
Manager.
6. Submit all documents to transfer equipment from another Federal Agency to the Job
Corps to the Regional Fleet Manager for processing and entry in the nonexpendable property
records. Use Form AD-107, Report of Transfer or Other Disposition or Construction of
Property, to establish the inventory value to be entered on the property record. Prepare Form FS6500-61, Fleet Equipment and Aircraft, in accordance with FSH 6509.11f, to establish the
equipment master file and administrative accountability for the equipment. Submit these forms
to the Regional Fleet Manager.
7. If WCF finances transportation and/or rehabilitation work, apply the usual charge
back procedures. After payment, send an AD-107 to the Engineering Staff for recording on the
property record. Charge accumulated rehabilitation costs, including transportation, to the
appropriate Job Corps functions, subfunction 58, with the vehicle number in the project field.
7131.5 – Approval of Homemade Equipment
Forest Supervisors may approve the purchase or assembly, and installation of accessories that are
not capitalized provided the accessories do not affect the weight rating (s) fuel system, brake
system, or steering.
Forest Supervisors are delegated authority to approve homemade accessories (such as stock racks
or tool mounts) which do not affect weight ratings, fuel systems, braking systems, or steering.
Because of certification and liability issues, the construction of any homemade motorized or
towed equipment is prohibited.
7132 - EQUIPMENT OPERATION AND DISPOSAL
7132.03 – Policy
Motorcycles/trailbikes/ATV's shall be primarily used on trails or off roads. Occasional use of
street-legal motorcycles/trailbikes, by properly licensed operators, is allowed on roads open to
the public, between campgrounds or worksites in the same proximity (within 2 miles of each
other). ATVs or other vehicles which are not street-legal shall not be used on any road which is
open to public use.
7132.31 - Replaced Equipment
Transfer all replaced equipment to be sold into Unit 97 by September 30 for disposal by GSA.

7134 - QUALIFICATION AND TRAINING
7134.1 – Qualification
Employees may be authorized to operate sirens and emergency lights on fire vehicles only when
the employee has been certified by the Forest Lead or District driver examiner as having
successfully completed a test for use of red lights and siren (R2-7100-19). Drivers must be
familiar with and adhere to the restrictions governing use of red lights and siren (see Driver
Operator Guide EM 7130-2 and Health and Safety Code Handbook FSH 6709.11). State and
local requirements regarding designation and/or use of emergency vehicles must also be
followed. File certification in the employee's Official Personnel Folder.
