Standard Drawing title block for all engineering drawings
7104 – RESPONSIBILITY
1. Forest Service-Owned Facilities. The Director of Engineering is responsible for
all engineering design, review, and approval of the technical aspects for Forest Service-owned
projects within the Region, except as delegated in this supplement.
7104 exhibit 01 indicates the delegation of authority to engineers or engineering technicians for
the technical aspects of engineered projects, with the exception of items referenced in 7704.5,
7704.6, and 7704.7, and in 7710.44, 7710.45, and 7710.46. Those items deal with plans and
agreements, and are shown only to complete the list of engineering-related delegations. The
delegation to approve designs, as used in this section, is understood to mean approval of
technical considerations. The responsible line officer must provide administrative approval
(FSM 1230.41).
The signatures defined below are the minimum to be included on a set of engineered project
drawings. Additional signatures may be added that relate to coordination of the project.
a. Designer and/or Manager. Signer is qualified by experience/education to perform
the engineering design of this project, was responsible for the coordination of the
design with the approved management direction, was in responsible charge of the
design and is responsible for its technical adequacy. "Responsible charge" means to
have directly supervised the engineering design, which included key design decisions
on technical matters and all necessary interpretation of policy and direction.
b. Reviewed by. Employee is qualified by experience/education to review the design
from a technical engineering standpoint, has made an independent review of the
design and agrees that it is technically adequate.

c. Forest Engineer. The design and review of this project has been accomplished by
qualified personnel and the design is consistent with current policy and direction.
This is an individual that has been classified within the Professional Engineering
Series, and currently working as an engineer (minimum grade GS-12) and as
designated in the Position Description.
d. Line Officer. (Forest Supervisor or the District Ranger.) The design objectives
have been accomplished, the project will serve intended uses, all appropriate NEPA
requirements have been met, and the design is consistent with approved resource
planning documents and is in the program of work.
If the Forest Engineer is unable to exercise the delegated authority, he or she may request that the
Regional Office Engineering Staff perform the delegated actions.
Peer Reviews: The organizational level responsible for approval is also responsible for securing
an independent review by an individual(s) qualified for review of the technical aspects of the
project. The reviewer shall not have previously been directly involved in the design to be
reviewed.
The Director of Engineering is responsible for keeping records of specific delegations of
authority for engineered facilities. When the Forest Engineer is named in 7104 exhibit 01 as the
"Designated Individual on Forest (DI)," the delegation is automatic to the position. For other
Forest personnel, delegations are effective only after the Director of Engineering has approved
an individual application for delegation. Final approval for designs involving employee or
public health and safety are limited to individuals and not delegated to a position.
Delegations of specific authorities will be made to those below the Regional Office (RO) level
upon approval of individual application, following the review and recommendation by the
appropriate RO Group Leader and Deputy Director of Engineering. Delegations depend on
demonstrated ability of the necessary skills, experience and knowledge. Delegations will remain
in effect as long as the Director of Engineering determines proficiency to be adequate. Each
Forest must submit a delegation form (7104 exhibit 03) for individuals documenting experience
and training. Authority to design bridges is granted only for selected bridges. Application for
bridge design authority should be made for each specific project in order to clarify the design
roles/responsibilities between the Regional Office and the Forests.
The responsibility for performing the actual design is implied by the authority to review the
design, except as otherwise noted in 7104 exhibit 01. The individual having the review
qualifications may use employees to do the design who have demonstrated the necessary skill
and ability to do so effectively. This is intended to provide employees an opportunity to receive
training and mentoring to gain broader experience.
Responsibilities for performing coordination and obtaining necessary approvals from State and
other Federal agencies are also shown in 7104 exhibit 01.

2. Engineered Facilities Under Special Use Applications. Forest Service
responsibility for engineered facilities authorized by special use permits is fulfilled by the
Authorized Officer's approval of applicant/permittee proposals, and by monitoring design,
construction, maintenance, and operations.
The Authorized Officer (AO) “any employee of the Forest Service to whom has been delegated
the authority to perform the duties described in this part.(36 CFR 251.51). Delegated Authority
for special use authorizations shall be issued, granted, amended, renewed, suspended,
terminated, or revoked by the Chief, or through delegation, by the Regional Forester, Forest
Supervisor, District Ranger or other forest officer, and shall be in such form and contain such
terms, stipulations, conditions, and agreements as may be required by the regulations of the
Secretary and the instructions of the Chief” (36 CFR251.52) is an employee of the Forest
Service who has been delegated the authority to evaluate and approve applications for special
use authorization and to administer the terms of the authorization.” In Region 2, this is the
Forest Supervisor, except for those functions which are reserved to the Regional Forester (see 36
CFR 251.53 for authorities and limits) or delegated to the District Ranger. The authorized
officer must employ sufficient Forest Service architectural and engineering expertise to carry out
necessary technical reviews and monitoring policies, and to communicate effectively with the
owners, consultants, and other authorities having joint jurisdiction”.
Technical reviews are guided by the following:
a. Review of Permittee Proposals. Review the engineering aspects of permittee
proposals to the extent necessary to satisfy the AO that the proposed project provides
for protection of National Forest System lands and resources, and the safety of Forest
Service and permittee personnel. To provide for public safety, the special use permit
must require that the applicant's drawings and specifications comply with applicable
national, state, and local codes. This is usually done by requiring that drawings and
specifications be signed and stamped by a Registered Professional Engineer licensed
in the project state.
b. Design Reviews. Drawings and specifications for road and facility improvements
(including reconstruction, renovation or remodeling) serving the general public must
be prepared by an architect or engineer (A&E) registered to practice in the state
where the site is located. The permittee's A&E shall certify that their designs comply
with all applicable codes and standards. Unless authorized by cooperative agreement,
Forest Service personnel shall not perform architectural, engineering, or landscape
architectural services for special use permittees. The permittee is responsible for
securing any and all reviews, permits and approvals required by other federal, state,
or local agencies.
In situations where other federal, state or local agencies are responsible for technical
designs or design reviews, the Forest Service will not duplicate their efforts. Forest
Service review should be limited to protecting Forest Service investments, protecting
National Forest environmental and visual management objectives (VMO), or
technical areas clearly not reviewed by the other agencies. As an example, on gas

and oil pipeline construction, the Forest Service will not inspect welding
specifications as these reviews are the responsibility of other federal agencies. Forest
Service review will include construction and operations affecting all Forest Service
adjacent resources, protecting the current capital investment and ensuring the health
and safety of the public is protected at all times.
c. Construction and Operational Inspections. The authorized officer should rely on
local, county, state, or other agency inspections for conformance with plans,
specifications, and applicable codes, if available. When other inspection agencies are
not available, the permit holder shall provide quality control/assurance inspection
personnel to ensure conformance with applicable codes and the accepted construction
documents. The permit holder’s inspection personnel shall be either a Registered
Professional Engineer or Architect licensed in the state where the facility is located or
work under their direction. The permit holder quality control/assurance personnel
shall be knowledgeable in appropriate construction practices. The authorized officer
should use Forest Service engineering and resource specialists to monitor
construction activities by making administrative inspections (referred to as Quality
Assurance) as needed to ensure permit compliance.
The AO shall obtain from the permittee, copies of applicable permits or clearances
from local, state, and other federal agencies before authorizing use of the
improvements. The AO shall also obtain copies of applicable facility/bridge
documents for forest engineering. Forest engineering should maintain a
facility/bridge file of the design, construction, and inspection documentation, until the
facility is removed. If a deficiency is found, the AO shall provide written notice to
the holder of the possibility of a revocation or suspension of the authorization and
provide a reasonable period to address a non-compliance issue (36 CFR 252.61 (e)).
Immediate suspension of a special use authorization, in whole or in part, may be
required when the authorized officer deems it necessary to protect the public health
and safety or the environment (36 CFR 251.61 (f)). For facilities, a municipal or
county building occupancy permit will serve as the final approval by others.
In the absence of a local or state inspection, the AO shall ensure adequate and timely
inspection is performed.
d. Monitoring of Operation and Maintenance. Limit monitoring by Forest Service
technical personnel to that needed to check for reasonable accuracy or satisfactory
performance.
e. Removal of Facilities. Permit holders shall post a bond for the term of the permit
to remove all facilities two years after the permit has been terminated. The bond
could be waived if the permit holder removes the facilities prior to termination.

and Engineer)
3. Forest Service Owned Facilities Replaced or Rehabilitated Under Special
Use Applications. Forest Service Owned Facilities replaced or rehabilitated by a permit
holder shall be accepted by both the Director of Engineering relative to the technical aspects of
the project and then authorized for construction by the Authorized Officer. The permit holder
shall comply with the design and construction requirements of the engineering facilities under
special use application, stated above. The Authorized Officer shall obtain a qualified
Contracting Officer Representative, who shall be given contract authority for acceptance of the
work. The permit shall stipulate that the permit holder shall be responsible for all inspections,
operations, and maintenance of these facilities for the term of the permit, as designated by
federal, state, and local requirements. For those facilities relative to other permit holders and
Forest uses, the inspections, operations, and maintenance shall be proportioned on a case by case
basis within the permit or modified within the annual administration documentation.
4. Environmental Compliance. Forest Supervisors shall appoint an Environmental
Compliance Coordinator and Hazardous Material Coordinator in order to help protect Forest
Employees and the public from hazards that may exist on National Forest System Lands. The
Director of Engineering is responsible for providing technical assistance and organizing the
Regional Environmental Compliance Program. Forest Supervisors are delegated the
responsibility for developing a Forest Environmental Compliance Plan. In order to comply with
the plan the following coordinators are suggested:
a. Forest Health and Safety Officer.
b. On Scene Coordinator
c. Hazardous Materials Officer
The Forest Service’s Built Environment Image Guide (BEIG), FS-710, was developed in 2001 to
reflect the agency’s image as an international conservation leader by ensuring sustainability,
fitting facilities into the landscape, and developing national consistency. As noted in the guide,
the BEIG applies not only to agency administrative and recreation sites, but also to sites operated
by Forest Service cooperators and permittees.

A Qualified Engineer in the Forest Service is an individual currently working within the
Engineering Series (minimum grade GS-11). To achieve this journey level of expertise a person
must have the necessary experience, certifications, education or license and be technically
trained and experienced to perform the specified engineering task. This person is also designated
in writing by the Director of Engineering.
A Qualified Engineer in private practice is a journey level engineer or architect licensed in the
State concerned and in the capacity involved by virtue of study, training and experience.
