53.1n – Allocation of Use for Priority Use Permits. Adhere to the guidance in FSH
2709.14, section 53.1n. This forest supplement provides additional guidance for FSH 2709.14
section 53.1n, paragraph 2.
c. Priority Use, whitewater Outfitter and Guide service. Because whitewater boating
permittees on the Salmon and on the Middle Fork are managed by launches, it is
necessary to determine the “equivalent in service days” in order to determine the size of
the operation.
d. All launches made throughout the year, including those picked up during the season and
those used before and after the “control” season, will be counted.
e. Use the following process:
i.
Determine the highest number of actual launches in one calendar year over the
review period.
ii.
If the highest number of actual launches in one calendar year were nine (9) or
less (See Exhibit 1) multiply the number of permitted launches from the face of
the permit by 25 percent and add that number to the actual use.
iii.
If the highest mumber of actual launches in one calendar year were ten (10) or
more (See Exhibit 1) multiply the number of permitted launches from the face of
the permit by 15 percent and add that number to the actual use.
iv.
In calculating the new number of launches to be authorized, whether 15 percent
or 25 percent, round up as shown in Exhibit 02.
v.
Authorize the new, calculated number of launches up to, but not to exceed, the
original number of launches authorized as shown on the first page of the special
use authorization issued at the initiation of the 10 year authorized period.
Examples:
Outfitter has 6 launches in their highest use year and 10 launches on the face of their
permit:
From Exhibit 1 we see that the multiplier is 25%. From Exhibit 2, the 25% is applied to the
number 10 (from the face of their permit) and rounded up to 3. The 3 is then added to the 6
(the highest year) for a new total of 9 launches authorized annually for the next 5 years.
Outfitter has 9 launches in their highest use year and 11 launches on the face of their
permit.
From Exhibit 1 we see that the multiplier is 25%. From Exhibit 2 the 25% is applied to the
number 11 (from the face of their permit) and rounded up to 3. The 3 is then added to the
9. The amount of launches remains at 11 for the next 5 year period because the annual
number of launches will not exeed the amount on the face of the permit.
